Item 4. Capital Project Update
Director of Public Works and Community Services John McArthur presented an update report on the
Capital Project. This was first presented to the Commission in the 2/24/14 meeting (Item 2. titled: Use
of former CDC 2000R Allocation Bonds: update on the use of bonds for recreational facility upgrades
and capital improvements). There are two City Council meetings in September to finalize the projects
and budget. Director McArthur reviewed the intended projects, their priority (high or medium) and
their estimated costs (including contingencies and soft costs). Two more projects will be completed
with grant money: renovation of the Magnolia Park tennis courts and replacing equipment at Honeybee
Pool. Discussion from the commission followed.
Item 5. Committee Reports
Golf Oversight Committee Liaison: Commissioner Griffin reported that there was a
meeting on 7/17/14. Staff from the golf course were present to report. The golf course
has spent its own money to repair some damage between the 10th and 18th holes and
the repairs are looking good.
Bicycle Advisory Committee Liaison (Griffin, Alt. Bird): No report, haven’t met
Item 6: Matters to/from Commissioners
a.) Gold Ridge Community Garden
Supervisor Herman shared that a community group has submitted a proposal for a community
garden at Gold Ridge Park. Supervisor Herman and Director McArthur have met with the
community group. Management wanted to alert the commission of this proposal and establish a
sub-committee. The sub-committee will meet with the community group to review the proposal
as well as provide insight. Commissioners Black and Griffin volunteered to be on the sub-
committee.
b.) Petanque Court Proposal
Supervisor Herman shared that an established petanque club has submitted a proposal for
building petanque courts near the Callinan Sports and Fitness Center. The club would like to
use the courts for their tournaments, but plan for community use as well. More information will
be coming soon.
Commissioner Griffin noted that since the petanque courts will be by the Callinan Sports and
Fitness Center, perhaps the two sub-committees can be merged? Supervisor Herman and
Director McArthur agreed. This led into the topic of re-establishing the sub-committee for the
Sports and Fitness Center. With the renovations of the Callinan Sports and Fitness Center
locker rooms being a part of the Capital Project, a sub-committee will be needed to review
plans and provide insight. Commissioners Borr and Griffin volunteered to be on this sub-
committee.

c.) Golis Park Irrigation Update
General Services Supervisor Tom Kelly presented an update on the Golis Park irrigation issues
and resolution. Golis Park has had several irrigations issues recently. An outside contractor was
brought in and six mainline repairs have been completed. Public Works will be working on two
valve repairs to complete the project. To complete the main line repairs, they had to do some
digging, but the holes have been filled in now. Some grass seeds have been planted and some
more might be planted later in the season if needed. Supervisor Kelly also reported Public
Works has installed two memorial benches; one in Dorotea Park and one in Golis Park. A grill
in Dorotea Park was also recently renovated.
Commissioner Black requested a follow up on if the Commission will be able to review the park plans
for the University District. Several months ago a park acreage commitment for the University District
project was presented to the Commission. The Commission was informed that they would see park
plans at a later date. The Commission hasn’t seen these plans as of yet. Commissioner Black inquired
if the commission will still be able to review the plans. Director McArthur will look into this and
report back to the Commission.
Adjournment- There being no further business, Chair Tracy adjourned the regular meeting of the
Parks and Recreation Commission at 6:32 p.m.
