The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Borba presiding.

Chairperson Borba called the meeting of the regular session to order at
approximately 7:00 p.m. with Chairperson Borba leading the pledge.
Fro¡¡nt (5) Commissioners: Chairperson Borba, Commissioner Armstrong,
Commissioner Ahanotu Commissioner Nilson and Commissioner Nordin were
present.
Planning and Building Manager, Marilyn Ponton and Recording Clerk Suzie
Azevedo were present.
Chairperson Borba acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
Upon motion by Commissioner Nordin, seconded by Commissioner Nilson, the
minutes of the July 22,2010, meeting were approved as presented with a 5-0
vote.
Planning and Building Manager, Marilyn Ponton reviewed the contents of the staff
report. The applicant, Steve Steinberg, proposes a Master Sign Program for
Nazareth Vineyards, a 7 unit live work project with accessory office space on the
ground floor. Discussion was held on the details of the program as submitted.
Commissioner Armstrong noted an error in the sign criteria with regard to glazing,
should read 20o/o instead of 25o/o.
A motion was made by Commissioner Armstrong, seconded by Commissioner
Nordin to adopt Resolution No. 2010-26 approving a Sign Program for Nazareth
Vineyard, subject to the conditions of approval and correction as noted. The
motion passed with a 5-0 vote.
Ms. Ponton presented the staff report. The applicant requests a Conditional Use
permit for a vehicle repair shop in an existing industrial tenant space located at
5180 Commerce Boulevard. Ms. Ponton reported that on August 27, 2009, the
Planning Commission approved planning application No. PL2009-022UP foran
auto bod at this same location on Commerce Boulevard. The

tnat þroposalwas issued a building permit and began construction of
improvements but never completed the project. The use permit approval has
since expired. G&C Auto Body has applied for Conditional Use Permit approval
to proceed with tenant improvements to convert the existing building into an auto
body shop similar to the previous proposal. Ms. Ponton reviewed the vehicle
repair business operation and noted Section 17.07.020GG Vehicle Repair/Body
Shops of the Rohnert Park Municipal Code which has been included as a
condition of approval in Resolution 2010-25. Ms. Ponton recommended approval
of File PL2010-063UP, as conditioned.
Chairperson Borba opened the public hearing.
Key discussion points included the following:

Gene Crozat, owner of G&C auto body and his son Shawn were recognized and
briefly addressed the Commission.
Chairperson Borba closed the public hearing. Further discussion was held. The
Commission requested that staff provide signage and exterior modification details
at a future meeting and when building permit has been applied for.
A motion was made Commissioner Armstrong, seconded by Commissioner
Nordin to adopt Resolution No. 2010-25, approving File No. PL2010-063UP, with
addition of the following condition: Applicant to provide auto door opener for
Commerce Boulevard gate and northern interior gate for drop off. The motion
passed with a 5-0 vote.
Ms. Ponton presented the staff report. She stated that the applicant, Endless
Summer Salon, is requesting to add massage therapy in a small room of the
existing beauty and tanning salon. Ms. Ponton outlined the operational details
and answered questions from the Commission. Ms. Ponton recommended
approval of the application, as conditioned.
Chairperson Borba opened the public hearing.
Darlene Follansbee was recognized and briefly addressed the Commission.
Aaron Locks, University of Sports, spoke in favor of the applicant.
Chairperson Borba closed the public hearing.
A motion was made by Commissioner Nilson, seconded by Commissioner
Armstrong to adopt Planning Commission Resolution2010-27, approving File No.
PL2O10-061UP, to allow massage therapy in endless Summer Salon at 1728 E.
CotatiAvenue. The motion was passed with a 5-0 vote.
Commissioner Ahanotu announced his abstention from discussion of this itemDesign Review
and left the chambers.

Ms. ponton reviewed the contents of the staff report. ln 2007, Site Plan and
Architectural approval was received for the renovation of the existing buildings
and a new pad building with an area of 3500 square at North Bay Centre (6335
Commerce Blvd.). The proposalwas renewed in January 2009, but construction
never took place and the approval has now expired. The applicant's current
proposal is for the following:
o 24 Hour Fitness will occupy the 42,421square foot space that was formerly
Rite Aid.r A new 2,500 square foot commercial building will be constructed in the
parking lot.o The exterior of all of the buildings on the shopping center site will be
upgraded including replacing the wood shingle mansard roof with a
Standing seam metal roof system and all the buildings will be painted a
new color scheme.o A new archway treatment will be placed over the main entry to 24 Hour
Fitness and Grocery Outlet.o The existing landscaping on the site will be refurbished and missing or
damaged landscaping will be replaced. New landscaping will be placed
around the new commercial building and a landscape planter will be
provided in the parking lot in front of the south building.
o The roof over the 24 Hour Fitness basketball court will result in the raising
of the roof over that portion of the floor area. That will be evident from the
south, north and east side of the building but not from the Commerce
Boulevard frontage of the property.
o The swimming pool for 24 Hour Fitness will be placed in the former
outdoor nursery area of Rite Aid. This is a roofed area with a masonry
wall with decorative metal grating on top of the wall. The pool will be
visible when looking through the decorative screen.
o A new entry treatment will be constructed over the main entry to 24Hour
Fitness. lt will clearly identify the main entry to the health studio and will
have a sign saying 24 Fitness. The main entry to Grocery Outlet will
receive the same entry treatment and a place for a new identification sign.
Key discussion points included the following:
o Traffico Securityo Architecturallmprovementso Clarification that public hearing not requiredo parking
Zack Mately, W-Trans, was present and provided a brief overview of the traffic
analysis commissioned for the 24 hour Fitness and new pad building additions.
Colin Russell, Architect, was recognized and responded to the Commission
questions.

Paul Maytarina,24 Century Health Club also addressed traffic impacts and the
number of health clubs already existing in the Rohnert Park area.
Representatives of 24 Hour Fitness, Mike Karasik and Tom Thoreson were also
present and responded to inquiries and questions from the Commission.
Further discussion was held between staff, the Commission and applicant. The
Commission requested that staff provide language in the conditions of approval
that all structures including the existing north and south buildings shall be
renovated with paint, roofing and architecturalfeatures consistent with the
renovation of the westerly building.
A motion was made by Commissioner Armstrong, seconded by Commissioner
Nordin to adopt Planning Commission Resolution No. 2010-28 approving Site
Plan and Architectural Review to allow renovation of North Bay Centre including
24 Hour Fitness and a new 2500 square foot commercial pad building at 6335
Commerce Boulevard. The motion passed with a 4-0-1 vote. (AYES: Borba,
Nilson, Nordin, Armstrong; NOES: 0, ABSTAIN: Ahanotu)
None.
Due to the Veteran's Day and Thanksgiving Day holiday, a special meeting will be
scheduled for items currently pending. Commissioners will be notified of the date
and time.
Staff will also be conducting workshop on Smart Code as adopted by the Sonoma
Mountain Village project at a future meeting.
There being no further business, Chairperson Borba adjourned the meeting at
8:52 p.m.
