The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Borba presiding.

Chairperson Borba called the meeting of the regular session to order at
approximately 7:00 p.m. with Chairperson Borba leading the pledge.
Present (5) Commissioners: Chairperson Borba, Commissioner Armstrong,
Commissioner Ahanotu Commissioner Nilson and Commissioner Nordin were
present.
Planning and Building Manager, Marilyn Ponton and Recording Clerk Suzie
Azevedo were present.
None.
Chairperson Borba acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
None.
Upon motion by Commissioner Armstrong, seconded by Commissioner Nilson,
the minutes of the April 22,2010 meeting were approved as presented with a 4-0
vote with Commissioner Nordin abstaining.
Planning and Building Manager, Marilyn Ponton reviewed the contents of the staff
report. The owners of El Charro Restaurant are requesting a Conditional Use
Permit to allow the partial conversion of the dining room to bar use with limited
musical entertainment. Ms. Ponton discussed the proposed operational hours,
the type of entertainment requested/allowed and possible impacts on adjoining
businesses. A letter from the owner of Taki Sushi, (located to the east
approximately 50 feet from the El Charro Restaurant) concurring and approving
the proposed hours of entertainment was presented to the Commission. Ms.
Ponton summarized the findings and conditions of approval and recommended
approval of Resolution No. 2010-13 to allow the conversion of a portion of the El
Chano Restaurant to bar with limited musical entertainment.
Discussion was held between staff and the Commission. Key discussion points
included: hours of operation, parking, and conditions placed on the type of
entertainment allowed.

Park Public Safety was recognized and responded to Commission questions.
There being no further comment, Chairperson Borba closed the public hearing.
A motion was made by Commissioner Nordin, seconded by Commissioner
Armstrong to adopt Resolution No. 2010-13 with amendments as follows:
Condition 4. Karaoke: Fr-Sun, 8:00 p.m. - 12:00 p.m.; AND include condition for
the placement of signage directing patrons to additional parking to the west of the
El Charro Restaurant and Big O tire. The motion passed with a 5-0 vote.
Ms. Ponton presented the staff report. The applicant requests a Conditional Use
Permit to allow the operation of a small-scale micro distillery within a "l-L"
(lndustrial) tenant space located at 5701 State Farm Drive., #'11. Ms. Ponton
summarized the distilling operations and processes, hours of distilling activities,
procedures for solid waste, and confirmed that the distilling operation would
generate little or no obtrusive noise or odor that would impact the sunounding
area or be subject to review by Planning staff. Based on the findings contained in
the staff report, Ms. Ponton recommended adoption of Resolution of 2010-14, as
conditioned.
Chairperson Borba opened the public hearing.
MerylAvila, MerylAvila Architect was recognized and responded to Commission
questions.

A motion was made by CommissionerArmstrong, seconded by Commissioner
Ahanotu to adopt Planning Commission Resolution No. 2010-14, approving a
Conditional Use Permit for the operation of a micro distillery, as conditioned. The
motion passed with a 5-0 vote.
Commissioner Nordin introduced Mark Pippen. Mr. Pippen is affiliated with
Rohnert Park advocacy group seeking to foster relations between Rohnert Park
businesses and the community. Chairperson Borba re-opened public comment
period. Mr. Pippen spoke briefly and responded to Commission questions.
None.
There being no further business, Chairperson Borba adjourned the meeting at
7:47 p.m.
