THURSDAY, July 22,2010
The Planning Commission of the City of Rohnert Park met this date ín a regular session commencing at 7:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Vice Chairperson Nordin presiding.
Call To Order Vice-Chairperson Nordin cafled the meeting of the regular session to order at
approximately 7:00 p.m. with Vice-Chalrperson Nordin leading the pledge'
Rall Call Present (4) Commissioners: Commissioner Armstrong, Commissioner
Ahanotu, Commissioner Nilson and Commissioner Nordin were present.'
Commissioner Borba was absent.
Development Services Director, Darrin Jenkins, Planning and Building
Manager, Marilyn Ponton and Recording Clerk, Terri Griffin were present.

Vice-Chairperson Nordin acknowledged the posting of the Agenda of this
meeting in three (3) public places, per the requirements of the Brown Act.
None.
motion by Commissioner Armstrong, seconded by Commissioner
Ahanotu, the minutes of the June 24, 2010 meeting were approved as
presented with a 4-0-1 vote.
Planning and Building Manager, Marilyn Ponton reviewed the contents of the
staff report. The applicant, Rick Brereton, requests a Conditional Use Permit
to allow a restaurant and bar (Mi Pubelo Taqueria) in an existing C-R
(RegionalCommercial) building located at 6490 Redwood Drive (formerly
Sizzler). Ms. Ponton reviewed the operational details of the proposed
restaurant and provided a parking analysis of the site as well as current on
site conditions. Ms. Ponton noted that the property has recently been vacated
and maintenance of the property has been deferred. Conditions of approval
have been included to address deficiencies such as paving, striping and
landscaping. Ms. Ponton recommended approval of File PL2010-046UP, as
conditioned.
Vice Chairperson Nordin opened the public hearing. The applicant, Rick
Ebereton, was recognized and spoke briefly. There being no further
comment, Vice-Chairperson Nordin closed the public hearing.

. Ponton presented the staff report. The applicant requests a
Use Permit to allow religious assembly in an existing l-L (lndustrial) tenant
space located at 5965 Labath Avenue. Ms. Ponton reviewed the existing and
proposed site and interior layouts and gave a brief overview of services and
hours of operation. Ms. Ponton also addressed the current parking supply
and overall parking needs noting that the on-site and off-site parking analysis
provided in the staff report has determined sufficient parking fgr the proposed
religious assembly use. Ms. Ponton recommended approvalof File PL2010-
047UP, as conditioned.
Vice-Chairpefson Nordin opened the public hearing. Alan Turner representing
Calgary Life spoke in favor of the use permit. There being no further
comment, Vice-Chairperson Nordin closed the public hearing.

residentiå1, commercial and retail services and a pubìic

The project is proposed to be developed in six
Þhases. Phases 14, 1B and D are all within Lhe
footprint of the existing developnent, while 1C, 1B and

water on their sile. Ànd, of course. the site is
currently served with recycled water and lhey intend to
con!inue using t.hat.

entireìy -- both of those projects entirely using just
surface Haler. Ànd we're not proposing to do that.

These types of anendnents are importan! and
are needed for projections for schools, parks, jobs and
housj.n9. It's also very inportant when th9 City
projects needs a€ we pursue grant. opportunities.
Edit.s are also proposed to a¡,los the specific
plans and pLan developnenls that use forn-based codes as
ee nentioned earlier. These would set, deveìopment
densities and standards and nodify the Ia¡d uses under
the nixed-use land use designation in the general plan.
Àddj,tionally. edits are needed to neet the
park planned dedicatj.on as proposed for the projects,
particularly developing the private park sltes that will.

thaL were anålyzed. this EIR is a progran leveì
docunent. So as t,he project noves -- excuse ne. It's a
progran leveÌ docunent. Às the project noves forward
and additional entitlenents are requested, it eill
require probably additiona¡ environmentaì review. For
exanple. Hhen they nove f,orward with their t.entative
nap, it wouLd trigger the need to do addltional
environmental revicw at that time. Next slide.
Briefly, aIl of lhe inpacts in Èhe СR were
reduced to a Ievel of ¡.es€ chan significant with
nitigation with the exception of 19 significanl and
unavoidable inpacts that were identified.

i.ntroduced hin to Michael Newel l. He uas incubated at
the incubator, Ànd after a year or so, nou he has 16

ago, Ànd we were pleased to learn that there would be a
zero increase in Ehe existing water allotnent that was

Sonona Mounlain Village Project. Thac was really great.
