MINUTES
THURSDAY, April 9, 2009
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00
p.m. in the City Council Conference Room, 130 Avram Avenue, with Chairperson Borba presiding.
Call To Order
Chairperson Borba called the meeting of the regular session to order at
approximately 7:00 p.m. with Chairperson Borba leading the pledge.
Roll Call
Present (5) Commissioners: Chairperson Borba, Vice Chairperson Nordin,
Commissioner Armstrong, Commissioner Ahanotu and Commissioner Nilson
were present.
Community Development Director Ron Bendorff and Recording Clerk, Suzie
Azevedo were present.
Acknowledgement of
Chairperson Borba acknowledged the posting of the Agenda of this meeting in
Public Noticing
three (3) public places, per the requirements of the Brown Act.

Public Appearances
Approval of Minutes
Upon motion by Commissioner Nordin, seconded by Commissioner Armstrong,
the minutes of March 26, 2009 were approved as presented by a 5-0 vote.
Use Permit
Community Development Director, Ron Bendorff, presented the staff report. He
stated that the applicant, Driven Raceway, proposes to remodel and occupy
File No. PL2009-007UP
approximately 35,733 square feet of an approximately 40,800 sq. ft. commercial
building (previously occupied by Linens N' Things) to accommodate an indoor

kart racing and family entertainment facility. Mr. Bendorff reviewed the

operational details of the proposed amusement center and responded to
Commission questions. Mr. Bendorff recommended that the Planning
commission adopt Resolution No. 2009-12, approving the proposed use as
conditioned.
Chairperson Borba opened the public hearing.
Rod Towery and Matt Stearn of Driven Raceway were recognized and responded
to Commission questions. Commissioner Ahanotu asked about differences
between Scandia and the proposed Driven Raceway operation. Mr. Stearn
responded that Driven Raceway provides high end, European style racing that is
environmentally conscious. The Driven Raceway operation focuses heavily on
corporate events and fundraising activities for large groups.
Chairperson Borba closed the public hearing.

A motion was made by Commissioner Nordin, seconded by Commissioner Nilson
to adopt Resolution No. 2009-12, approving a Conditional Use Permit to allow an
amusement center in an existing Regional Commercial tenant space located at
4601 Redwood Drive. The motion passed with a 6-0 vote.
Northeast Specific Plan
Ron Bendorff gave a brief summary of the project and introduced the proponents
Update
for the Northeast Specific Plan. Dave Dolter, representative, gave a power point
presentation and responded to questions from the Commission. Mr. Dolter

highlighted land uses, park and open space and provided an overview of the
status of the project. Other topics of discussion included:

Wilfred/Dowdell Spcific
Ron Bendorff presented an overview of the Wilfred/Dowdell Specific Plan and
Plan Update
provided a timeline and "what's next" summary. Mr. Bendorff responded to
Commission questions and indicated that staff would be submitting an annexation
File No. 9799
request to LAFCO in the very near future with the city functioning as the
representative the Area property owners. The application will also include a
City of Rohnert Park
request to remove the Area from the jurisdiction of the Rincon Valley Fire
protection District and the county Sheriff's office, with the Rohnert Park
Department of Public Safety to assume those responsibilities. Once the property
has been annexed, development area plans may be approved for the individual
components of the Project, along with site plan and architectural review
applications and any required use permits.
