MINUTES
THURSDAY, May 14, 2009
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00
p.m. in the City Council Conference Room, 130 Avram Avenue, with Chairperson Borba presiding.
Call To Order
Chairperson Borba called the meeting of the regular session to order at
approximately 7:00 p.m. with Chairperson Borba leading the pledge.
Roll Call
Present (5) Commissioners: Chairperson Borba, Vice Chairperson Nordin,
Commissioner Armstrong, Commissioner Ahanotu and Commissioner Nilson
were present.
Community Development Director, Ron Bendorff and Recording Clerk, Suzie
Azevedo were present.
Acknowledgement of
Chairperson Borba acknowledged the posting of the Agenda of this meeting in
Public Noticing
three (3) public places, per the requirements of the Brown Act.

Public Appearances
Approval of Minutes
Upon motion by Commissioner Nilson, seconded by Commissioner Armstrong,
the minutes of April 23, 2009 were approved as presented by a 5-0 vote.
Mitigated Negative
Community Development Director, Ron Bendorff, presented the staff report. He

reported that the applicant has applied for a grading permit to re -grade a vacant,
approximately 1.81 acre property located on the north side of Cascade Court, at
File No. PL2009-009MND
the eastern terminus of that roadway. The property contains approximately 0.12
acre of identified wetlands, which consists of an approximately 0.02 acre drainage

ditch in the northern portion of the site, and three (3) seasonal wetlands basins
totaling approximately 0.10 acre that are scattered across the site. Given the
presence of the wetlands, Staff has determined that the project could not be
exempted from the California Environmental Quality Act; rather, an Initial Study
would be required to determine potential environmental impacts. Mr. Bendorff
discussed the outcome of the initial study stating that it was determined that there
is a potentially significant impact related to the wetlands however it could be
mitigated by the applicant receiving their required permit from the Army Corp of
Engineers to allow the grading activity to commence. Since the impact can be
mitigated, it was determined that a Mitigated Negative Declaration should be
prepared for the project. Mr. Bendorff recommended that the Planning
Commission adopt the submitted resolution of approval certifying the Mitigated
negative Declaration.
The applicant, Bert Bangsberg, was recognized and responded to Planning
Commission questions.
Planning Commission Minutes
May 14, 2009
A motion was made by Commissioner Nordin, seconded by Commissioner
Armstrong to adopt Resolution No. 2009-14 Certifying a Mitigated Negative
Declaration for a grading permit for property located on the north side of Cascade
Court at the eastern terminus of Cascade Court. The motion passed with a 5-0
vote.
