Scoping Session for
Senior Planner, Maureen Rich, gave a brief introduction. She stated that an
WalMart EIR
application for expansion of the existing WalMart was submitted on January 21,
2009. Due to the scope of the project, WalMart requested that the environmental
aspects of the project be addressed through the preparation of an EIR. In
compliance with CEQA a Notice of Preparation was mailed to all required parties,
explaining that the EIR work is underway and requesting comments to be
submitted to City Staff within 30 days. In addition, Staff requested that a scoping
session be conducted to allow interested parties to provide comments on the EIR
preparation in person. While it is not specifically required that a scoping session
be held before the Commission, Staff feels that it is beneficial for the Commission
to hear comments early so as to become more familiar with the Plan and the EIR
process in general. Ms. Rich concluded by stating that the no action by the
Commission is required at this time and she introduced the EIR Consultant Grant
Gruber of Michael Brandman Associates.
Mr. Gruber provided comments on the following topics:
• Project Overview
• Required Discretionary Approvals
• Vicinity Map
