A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK,
CALIFORNIA, APPROVING A ONE-YEAR RENEWAL OF SITE PLAN AND
ARCHITECTURAL REVIEW FOR A NEW RETAIL BUILDING (UP TO 5,250 SQUARE
FEET) FOR PROPERTY LOCATED AT 6277 COMMERCE BOULEVARD,
(APN 143-051-059)
WHEREAS, the applicant and architect Fred Becker representing property owner Carl
Best, submitted an application for a one-year renewal of Site Plan and Architectural Review
Approval for the property located at 6277 Commerce Boulevard (APN 143-051-059) in
accordance with the City of Rohnert Park Municipal Code; and
WHEREAS, on January 22, 2009, the Planning Commission reviewed the one-year
renewal application during a scheduled public hearing at which time interested persons had an
opportunity to testify either in support of or opposition to the project; and
WHEREAS, at the January 22, 2009 Planning Commission meeting, upon hearing and
considering all testimony and arguments, if any, of all persons desiring to be heard, the
Commission considered all the facts relating to the one-year renewal application for Planning
Approval No. PL2006-047SR;
WHEREAS, this project has been deemed Categorically Exempt from the California
Environmental Quality Act; and
WHEREAS, the Planning Commission of the city of Rohnert Park makes the following
findings:
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROIINERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Findings. The Planning Commission, in approving a one-year renewal of
Planning Approval PL2006-047SR (One -Year Site Plan and Architectural Review) affirms that
the original findings for this project can still be made, to wit;
Site Plan and Architectural Review
1. That the development's general appearance is compatible with existing development
and enhances the surrounding neighborhood.
Criteria Satisfied: The proposed development on the property located at 6277
Commerce Boulevard is consistent and compatible with the surrounding development
(both existing and under construction). The new structure enhances the area as a
whole by providing a unifying architectural theme and motif.
2. That the development incorporates a variation from adjacent on-site and off-site
structures in height, bulk and area, openings or breaks in the faVade facing the street,
and/or line and pitch of the roof.

Criteria Satisfied: Proposed Building 3 is designed to be slightly smaller in scale than
Buildings 1 and 2. This will create an appropriate hierarchy of massing where the
building closest to Commerce Boulevard is scaled to fit its smaller footprint.
3. That the development will be located and oriented in such a manner so as to provide
pedestrian, bicycle and vehicular connections with adjacent properties, as
appropriate, and avoids indiscriminate location and orientation.
Criteria Satisfied: The project reconfigures and reorganizes the drive through traffic
to provide a more appropriate and enlarged circulation system.
Section 3. Environmental Clearance. The project is categorically exempt from the
California Environmental Quality Act, pursuant to California Code of Regulations, Title 14,
Chapter 3, Section 15301 (Class I —Existing Facilities).
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby
approve a one-year renewal of Planning Approval PL2006-047SR: Site Plan and Architectural
Review for the property located at 6277 Commerce Boulevard (APN 143-051-059), subject to
the following conditions:
Expiration of Approval — Pursuant to the City of Rohnert Park Municipal Code, the
Site Plan and Architectural Review approval shall expire on December 14, 2009,
unless prior to the expiration a building permit is issued and construction is
commenced and diligently pursued toward completion and the use is initiated, or an
extension is requested and approved.
2. Conformance with Municipal Code and Other Agency Plans — All improvements
shall comply with all applicable sections of the City of Rohnert Park Municipal Code
and any other applicable relevant plans of affected agencies.
3. The project shall generally conform to the Preliminary Site Plan (sheet A.l),
Elevations (sheet A.2), Material/Color Board which are date stamped received
November 8, 2006 subject to the following project -specific Conditions of Approval:
Planning
4. Upon submittal of an application for building permit the plans shall include the
following:
Architecture
a. The entire building shall utilize architecturally designed materials, e.g., the north
building elevation shall be further enhanced with stone veneer, especially around
the man doors, which mimic the design and treatment used on the east, west and
south elevations.
Hardscape
b. The internal pedestrian sidewalks and connecting pathways shall be differentiated
using scored concrete to match the adjacent (approved) commercial use/project.
c. The sidewalk between Building 2 (currently under construction) and the outdoor
patio on the southwest corner of the new retail building shall be raised slightly to

promote traffic calming and pedestrian safety. The material shall be consistent
with condition 4b.
d. The applicant shall enter into a joint maintenance and access agreement between
the property owners of APNs 143-051-059, 143-051-058, 143-051-051 and
143-051-008. This document shall be recorded with the Sonoma County Recorder
prior to the granting of Final Occupancy for Building 3.
Landscaping
e. A Final Landscaping Plan shall be prepared in accordance with the provisions of
Section 17.14.070 and shown on the building permit submittal to the satisfaction
of the Planning Department. The landscape plan shall include trees within the
project area that will, upon maturity, shade the parking lot to the greatest extent
feasible. Trellises or arbors planted with grapes shall be included in the design.
f. The two Redwood trees that are proposed for removal shall be replaced with at
least six, 24 -inch box trees of a species to be determined by the Landscape
Architect and consistent with the Improvement Plans for the Creekwood
Apartments and on file with the City of Rohnert Park.
Lighting
g. A photometric analysis shall be reviewed and approved by the Planning
Department and shall demonstrate that lighting will meet the criteria of the
Zoning Ordinance. Care shall be taken to demonstrate that mature trees will not
interfere with the proposed lighting.
Trash Receptacles
In. The proposed trash enclosure shall be designed in accordance with the provisions
of Section 17.12.130 Trash Enclosures.
i. The outdoor space/patio shall be appropriately furnished with outdoor seating and
trash receptacles.
Bicycle Parking
The plans that are submitted for building permit shall include at a minimum five
bicycle parking racks. The location shall be reviewed and approved by the Planning
Department.
Building and Public Safety
5. The applicant shall obtain all necessary permits and clearances from the Rohnert Park
Building and Public Safety Departments prior to initiation of construction at this
location.
Engineering
6. Individual water meters shall be installed to serve each tenant space.

7. Industrial waste permits may be required; the applicant and future tenants are
encouraged to contact City of Santa Rosa, Utilities Department.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the
appeal period, which is 10 working days from the date of said action, has expired. No building
permits shall be issued until the appeal period has expired, provided no appeals have been filed.
DULY AND REGULARLY ADOPTED on this 22nd day of January 2009, by the City
