2007/02/22 Planning Commission Minutesi� ROHNERT PARK PLANNING COMMISSION MINUTES THURSDAY, FEBRUARY 22, 2007 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00 p.m. in the City Council Conference Room, 6750 Commerce Blvd., with Vice -Chairperson Kilat presiding. Call To Order Vice -Chairperson Kilat called the meeting of the regular session to order at approximately 7:00 p.m. with Community Development Director Ron Bendorff leading the pledge of allegiance. Roll Call Present (4) Commissioners: Commissioner Callinan, Commissioner Kilat, Commissioner Ahanotu, and Commissioner Armstrong were present. Commissioner Adams was excused. Community Development Director, Ron Bendorff, and Recording Clerk, Suzie Azevedo were also present. Approval of Minutes A motion was made by Commissioner Armstrong, seconded by Commissioner Ahanotu to approve the minutes of the February 8, 2007 with corrections as noted. The motion passed with a 4-0 vote. Acknowledgement of Vice -Chairperson Kilat acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Unscheduled None. Public Appearances Selection of Planning Mr. Bendorff gave the staff report. He noted that the Community Center Plaza is Commissioner to serve located at the southwest corner of Rohnert Park Expressway and Snyder Lane. It on Community Center provides an open public area that serves the Community center, the Callinan Master Plan Ad-hoc Sports and Fitness Center, and the Spreckels Performing Arts Center. Mr. Sub -Committee Bendorff stated that the city is moving forward with plans to rehabilitate the Plaza and to develop a Master Plan for the overall Community Center campus. As part of the design process, Mr. Bendorff indicated that staff plans to hold 1-2 meetings with the designer and an ad-hoc sub -committee made up of two City Council members one Planning Commissioner and one Parks & Recreation Commissioner. At this time staff is requesting that the Commission appoint one of its members to sit on the sub -committee. Commissioner Callinan stated that he would be very interested in serving on this committee. A vote was held to appoint Commissioner Callinan to the Community Center Master Plan Ad-hoc sub -committee. By a vote or 4-0, Commissioner Callinan was appointed. Selection of Planning Ron Bendorff reported that in late 2005, the Water Issues Subcommittee of the Commissioner to serve Rohnert Park City Council requested that city staff look into the process of on Creeks Master Plan creating a creeks master plan for Rohnert Park. The overall concept of the Committee creeks master plan is a comprehensive guiding document on issues involving our Planning Commission Minutes February 22, 2007 General plan Update/2009-2014 Housing Element Review creeks, such as water quality, flood control, fisheries, recreation, transportation etc. Mr. Bendorff further noted that at the City Council's Water Issues Subcommittee meeting on January 11, 2006, staff presented a general overview of the master planning process and a list of potential stakeholders. It was determined at that meeting, and by City Council concurrence at their January 24, 2006 meeting, that the creek master planning process would be handled as an ongoing activity of the Water Issues Subcommittee and that other members of an advisory role could be involved. Additionally, at their February 15, 2006 meeting, the Water Issues Subcommittee requested that staff seek involvement from the Planning Commission and from ' the Recreation and Parks Commission. Staff brought this matter before the Planning Commission about a year ago; however no representative from the Planning Commission was selected. Staff is again requesting that a Commissioner be appointed to sit on the Subcommittee. The date of the next meeting is still being decided, and will likely be on the first Wednesday or Thursday of each month at 2:00 p.m. Commissioner Armstrong stated that he would be interested in serving on this committee. He has extensive background and knowledge in this area and would like to put it to use. Commissioner Armstrong noted that Wednesdays would be the only day he could attend meetings. The commission voted 4-0 to appoint Commissioner Armstrong to serve on the Creeks Master Plan Committee. Mr. Bendorff stated he would forward Commissioner Armstrongs appointment requesting, if possible, to hold the meetings on Wednesdays. Mr. Bendorff reported to the Commission that staff will soon be embarking on an update to the City's 2000 General Plan. To help prepare the Planning Commission for this endeavor, Staff wanted to forward information on General Plan basics, with specific attention paid to the Housing Element, which is an important component of the Update. Mr. Bendorff briefly touched on the memo and information provided to the Commission and asked if there were any questions. Commissioner Kilat had the following comments: Would like to request that the Request for Proposal (RFP) for the General Plan/Housing Element Update include provisions to update the traffic model /traffic study for the city. Areas of focus should be E. Cotati, Canon Manor for example. Statistics used in the University District Specific Plan were outdated and not consistent. The numbers shown represented different years and times. Would be cost effective to update now. • In the Land Use and Growth Management Element section, should include Sonoma Mountain Village. Mr. Bendorff agreed and stated that it was not considered a project in the past few years. • Status of Water Supply Assessment. Mr. Bendorff updated the Commission on the legal status of the water supply assessment. He also noted that the water supply assessment was not in the General Plan, only data was included. Commissioner Ahanotu asked if the Traffic Model included the entire city. Mr. Bendorff responded yes, all major streets in the entire city.
