2007/05/24 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES THURSDAY, May 24, 2007 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00 p.m. in the City Council Conference Room, 6750 Commerce Blvd., with Chairperson Adams presiding. Call To Order Chairperson Adams called the meeting of the regular session to order at approximately 7:00 p.m. with staff leading the pledge of allegiance. Roll Call Present (4) Commissioners: Commissioner Adams, Commissioner Armstrong, Commissioner Ahanotu and Commissioner Kilat were present. Commissioner Callinan was excused. Community Development Director, Ron Bendorff and Recording Clerk, Suzie Azevedo were present. Approval of Minutes A motion was made by Commissioner Armstrong, seconded by Commissioner Ahanotu to approve the minutes of the May 10, 2007 with corrections. The motion carried with a 4-0 vote. Acknowledgement of Chairperson Adams acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Unscheduled None. Public Appearances Use Permit Recording Clerk, Suzie Azevedo, gave the staff report. She reported that the project involves the operation of a consulting and training business to include Anne Pierce/JBass & instruction in computer and information systems management and internet Associates marketing advice, training of persons regarding software operations, and general business administration skills development. The proposed operation would File No. PL2007-017UP occupy a tenant space located at 190 Raleys' Towne Centre. Given the site's Regional Commercial zoning, a use permit would be required for the proposed use. Ms. Azevedo stated that the proposed hours of operation would be 9 AM — 3 PM, Monday thru Thursday and a minimum of 2 student at the office Friday to Sunday or evenings after 3 PM. She also noted that there is an existing customer parking supply of 29 spaces servicing 5-6 businesses. There is additional parking behind the post office as well as to the south of the Long's Drug Store. Additionally, the applicant has indicated that most, if not all, clients arrive to the facility by public transportation. Given the site's existing parking and the applicant's assertion and business practice that the proposed use does not require a high parking demand, Ms. Azevedo stated that the existing parking supply would be sufficient to support the proposed training school. Ms. Azevedo recommended adoption of Planning Commission Resolution No. Planning. Commission Minutes May 10, 2007 2007-15, approving the Conditional Use Permit for JBass & Associates Training and Consulting. Chairperson Adams opened the public hearing. The applicant, Anne Pierce, was recognized and answered briefly a couple of questions asked by the Commission. There being no further comments, the public hearing was closed. A motion was made by Commission Kilat, seconded by Commissioner Armstrong to adopt Planning Commission Resolution No. 2007-15 approving the Conditional Use Permit for JBass and Associates Training and Consulting, as conditioned. The motion passed with a 4-0 vote. Matters From Commissioner Armstrong updated the Commission on the Creeks Masterplan Commissioners Committee. He noted that the members went on a field trip to several of the creeks and it was very interesting and informative. Commissioner Adams complimented staff on the city's response to the EIR for the casino. Matters from Planning Mr. Bendorff reported on the following: Staff .
