Summary Southwest Plaza is located near the intersection of Commerce Boulevard and Southwest Boulevard. To the north of the shopping center across Southwest Boulevard are homes backing up to Southwest Boulevard with a masonry wall extending across the rear property line of the homes. To the east is an adjacent small shopping center. To the west is a small triangular piece of property zoned for commercial use. To the rear of the shopping center is a flood control channel. In 2014, the shopping center owner received Site Plan and Architectural Review for fagade and other improvements to the shopping. These improvements have been completed. The owner of the shopping center is now proposing a Sign Program for building wall signs and a monument sign on the Southwest Boulevard frontage. Under the Section of the Zoning Ordinance regarding signs, any center with more than three (3) tenant spaces needs a Sign Program approved by the Planning Commission. The proposed wall signs are modest compared to the size of the building and the property frontage. The signs are consistent with the wall signs on the building plans when the Site Plan and Architectural Review for the center upgrade was approved by the Planning Commission in 2014. The 4 foot by 8 foot monument sign is an attractively designed structure that only includes the name of the shopping center building. Lighting of the sign faces and the sign structure will result in an attractive sign during the evening hours. The two existing unattractive monument signs on the property will be removed improving the appearance of the shopping center from Southwest Boulevard. Environmental Determination The proposed Sign program is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Article 19 Categorically Exemptions Section 15311 Accessory Structures Class II (a) On -Premises signs. No further action is required pertaining to environmental review. Public Notification Public notification is not required for a Sign Program. (-P-r7 Date Date PLANNING COMMMISSION RESOLUTION NO. 2017-25 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK, CALIFORNIA, APPROVING A SIGN PROGRAM FOR SOUTHWEST PLAZA SHOPPING CENTER WHEREAS, the applicant, Tom Jackson, filed Planning Application No. PLSI17-0015 for a Master Sign Program for the property located at 93-121 Southwest Boulevard, in accordance with the City of Rohnert Park Municipal Code; WHEREAS, Planning Application No. PLSI17-0015 was processed in the time and manner prescribed by State and local law; WHEREAS, on October 12, 2017, the Planning Commission reviewed Planning Application No. PLSI17-0015 at which time interested persons had an opportunity to testify either in support of or opposition to the project; and, WHEREAS, at the October 12, 2017, Planning Commission meeting, upon considering all testimony and arguments, if any, of all persons desiring to be heard, the Planning Commission considered all the facts relating to Planning Application No. PLSI17-0015; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the above recitations are true and correct. Section 2. Factors considered. The Planning Commission, in approving Planning Application No. PLSI17-0015 makes the following factors, to wit: A. That the proposed location of the use is in accordance with the objectives of the zoning ordinance and the purposes of the district in which the sign is located. Criteria Satisfied. On April 24, 2014, the Planning Commission approved Site Plan and Architectural Review for the fagade and site renovation of the shopping center. The approved plans included new wall signs for the tenants and a monument sign for the shopping center. The proposed Sign Program reflects the improvements to the shopping center signage that was discussed at the April 24, 2014 Planning Commission meeting. B. That the proposed location of the sign(s) and the conditions under which the sign(s) would be operated and maintained will not be detrimental to the public health, safety or welfare, or materially injurious to properties or improvements in the vicinity. Criteria Satisfied. The proposed wall signs are just over 2 %Z feet in height and extend almost the entire frontage of the tenant space. However, it is unlikely that a tenant would use all of that space. The 5 foot by 8 foot monument sign is very modest is size compared to the size of the building and the site frontage. The materials used in the monument sign are compatible with shopping center building materials. The signs will clearly direct customers to the various business locations on the site. Section 3. Environmental Clearance. The project is categorically exempt from the California Environmental Quality Act (CEQA), Article 19, Section 15311 accessory structures on -premises signs. NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby approve Planning Application No. PLSI17-0015 subject to the following conditions: 1. The Sign Program approval shall expire one year from the Planning Commission approval date, unless prior to the expiration a building permit is issued and construction is commenced and diligently pursued toward completion and the use is initiated, or an extension is requested and approved. 2. The facility shall comply with any and all applicable provisions of the Rohnert Park Municipal Code and any state or federal agency requirements. 3. Prior to the installation of any signs, the applicant shall submit and receive approval of a Sign Review application. 4. The signs shall conform to Exhibits A through E attached. 5. The two (2) existing monument signs shall be removed. 6. Any damage landscaping resulting from the installation of the new monument sign shall be replaced. 7. Prior to installation of the signs required building permits shall be obtained. BE IT FURTHER RESOLVED that said action shall not be deemed final until the appeal period has expired and that the appeal period shall be ten (10) working days from the date of said action. No building permits shall be issued until the appeal period has expired, providing there are no appeals. The goal is to provide the Commission with an overview of the project and to discuss the potential issues related to the Conditional Use Permit and Site Plan and Architectural Review. Environmental studies are underway for consideration at a future public hearing. SUMMARY The existing building on this property was formerly occupied by El Torito restaurant. Shortly after the adjacent Chick-Fil-A commenced operation, El Torito closed. Krispy Creme Doughnuts plans to commence operation in a portion of the building and lease out the remainder of the building to an unknown commercial tenant. Page 1 Background Surrounding Land Uses- The adjacent properties to this site are developed with a Chick-Fil-A restaurant and a car wash/auto lube operation at the corner of Redwood Drive and Gold Course Drive West. On the west side of Redwood Drive is Amy's Restaurant, a gas station and mini - mart and an in and Out Burger. To the rear of the property is the Highway 101 freeway. Figure 1 Aerial of Surrounding Properties Page 2 Applicant's Proposal The existing building is located on Redwood Drive opposite Willis Avenue. The building is located at the southern corner of the site adjacent to the main acess driveway serving this property and the Chick-Fil-A Restaurant. There is a second driveway at the south side of the building serving a minor parking area and for employee parking, delivery truck access for both tenants and refuse storage. The building is 7,369 square feet. Krispy Creme will occupy 3,794 square feet, 2,346 sauare feet will be for a future tenant and 1,229 square feet will be common space. A large portion of the floor area for Krispy Kreme is processing and storage. Only about 1050 square feet is for customer serving and seating. Dividing this by 50 square feet would result in a requirement for 21 parking spaces. There are 68 parking spaces on the subject property which far exceeds the 21 spaces required. There are also reciprocal easements with the Chick-Fil-A restaurant for joint use of the parking in the Page 3 shopping center. This remaining 47 parking spaces should be more than adequate for the unknown tenant who will occupy the vacant space in the building. Krispy Kreme is open on a 24 hour basis. The drive-thru is open 24 hours and the lobby hours are 6 a.m. to 12 midnight on weekdays and 6 a.m. to 1 a.m on week -ends. The maxmum employment at any one time is 10 people. The average daily car count at their typical drive-thru is 257 vehicles. The average is 10 cars per hour. Zoning Code Footnote I. c. states that drive- thru windows shall have a minimum of six vehicles of queuing behind the menu board. Krispy Kreme will have eight (8) spaces of queuing behind the menu board. Figure 3 Floor plan WALA V4 - V-430 Floor Plan- There is a common foyer entrance to the buiding serving both tenants. The customer serving and seating for Kristy Kreme customers is relatively small compared to the area they will occupy in the building. The majority of the Kristy Kreme occupancy is devoted to food preparation, storage, utilities and an exterior yard with refuse containers. The storage and exterior yard area are accessible from a driveway that is separate from the main driveway to the property. The use of these areas will therefore not interfere with customer parking or the drive- thru. It is not a particularly attractive building. The proposed building elevations will be a substantial improvement in the appearance of the building. The building will have a contemporary appearance including cement plaster walls, standing seam metal roofing, steel eyebrow trellises, metal awning and ceramic tile columns. Subdued earth Page 5 tone colors will be used with the metal roof, awnings and trellises being green. The style and colors of the building will be compatible with the adjacent Chick-Fil-A restaurant giving the shopping center a consistent appearance. Si Fna e- The building elevations show signs on the north, west and east facing building walls. The signs consist of individual letters with the name Krispy Kreme and the company logo. The east facing wall sign faces Highway 101. The applicant has also indicated that they will propose a monument sign on Redwood Drive. They will be allowed a single monument on the street frontage that can serve both tenants in the building. There will also be small directional signage indicating access to the drive-thru lane. Because of the size of the shopping center they will need a Sign Program approved by the Planning Commission. Landscaping- A detailed landscape plan will have to be submitted. The site plan does indicate areas of new landscaping along the front of the building and in the parking area especially along the drive-thru. They will need to provide one (1) tree for every four (4) new parking spaces on the site. Lighting- There are existing pole lights in the parking lot. Some additional pole lights will be added to the new parking areas. There will also be wall light sconce fixtures on the building. Planning Commission Input requested Staff has concluded the remodel and use of this building for food service is consistent with surrounding uses including Amy's, Chick-Fil-A, In and Out Burger and the new Starbucks proposed in front of Oxford Suites Hotel. Staff would like input from the Planning Commission on the following: 1. Appropriateness of the architecture. 2. Function and appropriateness of drive through. 3. Appropriateness of signage. 4. Areas of improvement prior to public hearing. Building Articulation Commercial one story buildings should be highly articulated and have a roofscape treatment. ■ The building is well articulated along all of the building walls. Roof heights vary from 14 feet to 32 feet throughout the building facades and the use of peaked metal roof elements add variation to the roof line. Fagade articulation should be consistent throughout the building. ■ The building wall offsets and variation in roof height is consistent on all of the individual building walls. Page 6 Materials Fagade materials should be consistent throughout the building. • The use of cement plaster, metal roofing, ceramic tile, steel eyebrow trellises and metal awnings is consistent on the building facades. Building Entries Building entries should be easy to identify and be accentuated with architectural features that contribute to the pedestrian realm. • The building entries face the access to the property and the primary parking area. The entry to the common foyer providing access to both tenant spaces is covered by a canopy with ceramic posts. There is also a secondary access to the vacant tenant space covered with a metal awning. The building entries are well defined and visible from the Redwood Drive sidewalk. Building Color Building colors should be selected to complement the architectural style and be compatible with adjacent buildings. • The building colors are subdued and blend well with the architectural style of the building. The colors are also compatible with the adjacent Chick-Fil-A restaurant. Signage Guidelines Buildings should have a comprehensive sign design approach that complements the fagade. • The sign colors blend in well with the building colors. The signs consist of individual letters consisting of high quality materials. A Sign Program will be required for all signs. Environmental Determination An environmental document is being prepared for the commercial building remodel and Krispy Kreme. SUMMARV Regulations relating to signs within the City of Rohnert Park are included within Chapter 17.27, Signs of the Zoning Ordinance (Title 17 of the Rohnert Park Municipal Code). These provisions apply to all signs within the City unless listed as exempt by this chapter. Signs which are considered exempt in accordance with this chapter are allowed without a sign permit or sign approval in most cases provided that they otherwise comply with the city's design guidelines and provisions of Chapter 17.27.050, Exempt Signs. Currently, temporary signs are codified under exempt signs and include "special event signs" which are defined as signs or banners that advertise and publicize special events to be held within Rohnert Park, including, but not limited to, civic events and special events, grand openings, religious services and athletic sign-ups, to name just a few. In order to clarify and update provisions and language as well as location of exempt sign placement for civic events and special events throughout the city, staff will be proposing amendments to this section of the sign Page 1 code to allow for a more enforceable sign code provision, to create additional flexibility for the more seasonal events and to establish alternative key sites for sign placement of all special event signage. Specifically, staff is proposing to include the lawn area on the north side of Rohnert Park Expressway between Lynne Conde Way and the SMART tracks as an allowable area for temporary signs between the months of November and February only. This will facilitate advertisement for community events, such as the holiday lights event, while minimizing impacts of seasonal maintenance. (Figure 1) Figure 1 To accommodate other civic organizational events throughout the year, for example, the Farmer's Market and Performing Art's Center performances, staff is also proposing placement of banners at the northeast corner of Lynne Conde Way and Rohnert Park Expressway.
