SIMULTANEOUS MEETING COMPENSATION DISCLOSURE (Government Code § 54952.3):
Members of the City Council receive no additional compensation as a result of convening meeting of the
City of Rohnert Park Foundation.
PUBLIC COMMENTS: Provides an opportunity for public comment on items not listed on the agenda,
or on agenda items if unable to comment at the scheduled time (limited to three minutes per appearance
and a 30 minute total time limit, or allocation of time determined by Presiding Officer based on number
of speaker cards submitted). PLEASE FILL OUT A SPEAKER CARD PRIOR TO SPEAKING

ORDER/ROLL CALL
Chair Stafford called the Special Meeting to order at 5:29 p.m., the notice for which being
legally noticed on July 5, 2018.

2. PRESENTATIONS

3. PUBLIC COMMENTS
Eric Lofchie, Child Parent Institute, thanked the City for allowing their organization to use
a spare office in the Senior Center and stated the potential grant will allow the Child Parent
Institute to provide more services to the community.
Regina Brennan, Sonoma County Black Forum, announced that a youth summit will be
held at Sonoma State University in September 2018.
Sarah Hadler thanked Councilmembers for considering awarding a grant to the Safe Routes
to School Program.
Shawn Kearney, Assistant Principal of Marguerite Hahn Elementary School, thanked
Council for considering the imagination playground proposal.
Teresa Ruffoni, Richard Crane Elementary School Principal, thanked Council for their
consideration of a table tennis structure.
Robin Bowen, Child Parent Institute, thanked Council for their support over the years and
noted that this is special moment for the City.
Daryl Lambert, Rising Sun Energy Center, stated that this is the first year that their
organization has opened offices in Rohnert Park and the potential grant awarded by the
Foundation will allow more jobs for the community.

Eliot Enriquez, Rohnert Park Health Center, thanked Councilmembers and explained his
agency’s dedication for providing health services to students who cannot afford healthcare.
Renee Tolliver thanked Councilmembers for their consideration and spoke about age
friendly communities.
Susan Grady, Director of Petaluma Bounty and Local Affordable Food Incentives Program
at Rohnert Park’s Farmers’ Market, spoke about a voucher program allowing produce
prescriptions.

RECOMMENDED ACTIONS:
Accept the Treasurer’s 2018 Financial Statements and Report
STAFF REPORT:
The City of Rohnert Park Foundation By-Laws require the submission of an annual financial
report that provides the corporation’s assets, liabilities, expenses, and disbursements during the
fiscal year. The Rohnert Park Foundation is a component unit of the City of Rohnert Park, and is
included in the City’s Comprehensive Annual financial Report (CAFR). The Financial
Statements included in this report have been modified from the CAFR to provide more detail.
In accordance with the Memorandum of Understanding with the Federated Indians of Graton the
Foundation received four quarterly Community Investment Recurring Contributions, totaling
$308,752. Additionally the foundation received concessions revenue from Performing Arts
Center Activity ($21,288) and interest earnings ($2,313) for a total of $332,353.
In Fiscal Year 2017-18 2018, the primary budgeted activity of the Foundation was to purchase
supplies and receive donations on behalf of the Performing Arts Center (PAC) through
concessions donations and proceeds from the sale of those concessions. The main expense for
the PAC donations activity is for the alcoholic beverage license to sell and serve wine at PAC
concessions. The activity also incurs some expense for supplies (such as serving utensils and
condiments) to serve the concessions. In FY 2017-18, approximately $21,000 was earned in
concessions revenue, $4,650 was expended in permits and licenses, and approximately $358 was
expended in concessions supplies. The transfer of the net of the proceeds for the PAC
concessions donations will be reflected in the FY 2018-19 financial statement.
In March 2018, the Board authorized new programs from the Community Investment
contributions. Approximately $155 in advertising and $114 in legal consultation were expended
to start up the new Small Grants program which was solicited in March; however, because the
activities did not start until July 1, 2018, there are no Community Investment programmatic
expenditures to report in FY 2017-18.
In conclusion, the Foundation ended the fiscal year with a cash balance of $413,738 and an
unassigned fund balance of $413,468.
