SPECIAL MEETING MINUTES
August 15,2018
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.

Chairperson Adams called the meeting of the special session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Present: (5) Commissioners: Commissioner Adams, Commissioner Blanquie,
Commissioner Borba, Commissioner Giudice and Commissioner Haydon were
present.
Director of Development Services, Mary Grace Pawson, Planning Manager, Jeff
Beiswenger, Planner lll, Zach Tusinger and Recording Secretary, Suzie Azevedo,
Planner I were present.
None
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
AGTION: Moved/seconded (Giudice/Borba) to approve the minutes of the April
26,2018 Planning Commission meeting as presented.
Motion carried by the following unanimous 5-0 vote: AYES: Adams, Borba
Blanquie, Giudice, Haydon; NOES: None; ABSTAIN: None; ABSENT: None
Study Session: Presentation on the Station Avenue ProjecUDowntown
Form-Based Gode
Planning Manager, Jeff Beiswenger, started by providing an update of the Station
Avenue project stating the plans were going through some major revisions that
would change the original look that has been presented, notably the 5 story
retail/office/residential buildings would now be 2 story buildings. Mr. Beiswenger
responded to Commissioners questions and comments in regards to the change in
the architectural design.
Chairperson Adams requested the applicant, Jes Slavik, to come up and answer
their questions in regards to the changes and why the changes are happening.
The main issue is the cost of building supplies and labor; by changing the material
being used in the core downtown buildings to steel instead of concrete and moving
the residential on to another location u cannot build a stick frame on

a steel frame), the developer is able to save on cost and make their timeframe
more efficient. Mr. Slavik proceeded to respond to Commissioners questions and
comments.
Director of Development Services, Mary Grace Pawson, was present and provided
a City perspective on the Developers plan changes. She responded to
Commissioners questions and comments.
Mr. Beiswenger continued by presenting the staff report and PowerPoint.
Outline of why a Form-Based Code is needed:
Provides predictability and ensures that zoning delivers on the PDA Plan's
vision.
Creates certainty and streamlines approval process for developers and
property owners.
Opportunity to consider and codify:
. Vision and Policy of the PDA Plan. Street and Block Network. Form and Character of Streets and Civic Spaces. Form, Character, and lntensity of Buildings
RECOMMENDED AGTION(S): Receive presentation on the Station Avenue
project/Downtown Form-Based Code and provide feedback to applicant and staff
Planner lll, Zach Tusinger, was in attendance and provided answers to
Commissioners questions and comments in regards to the details of the proposed
Form-Based Code.
Vice Chairperson Giudice excused Chairperson Adams for the rest of the meeting
Vice-Chairperson Giudice opened the floor up for public comment
Kris Meyers- 1008 Hawthorne Cir - Question in regards to the entering and exiting
of the Padre Center from the Expressway, would love if there was a two way
street.
Vice-Chairperson Giudice closed the public comment.

Commissioner Haydon brought up an email she received asking if the city has
chosen a General Plan Consultant yet. Mr. Beiswenger replied that the city has,
the company is Mintier Harnish, and they have already started working on the
nn of the General Plan
Jeff Beiswenger informed the Commissioners that there would be a special, joint
study session with the City Council to be held during their regular meeting in
September to go over the General Plan data.
