The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.

Chairperson Adams called the meeting of the special session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Present: (5) Commissioners: Commissioner Adams, Commissioner Blanquie,
Commissioner Borba, Commissioner Giudice and Commissioner Haydon were
present.
Director of Development Services, Mary Grace Pawson, Planning Manager, Jeff
Beiswenger, Planner lll, Zach Tusinger and Recording Secretary, Suzie Azevedo,
Planner lwere present.
None
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
ACTION: Moved/seconded (Giudice/Borba) to approve the minutes of the May
10,2018 Planning Commission meeting as presented.
Motion carried by the following unanimous 5-0 vote: AYES: Adams, Borba

Planning Manager, Jeff Beiswenger, clarified why items 8.1 and 8.2 WERE
canceled for this SPECIAL MEETING by explaining that the applicant is in the
process of significant changes to the Final Development Plan and architectural
design, therefore these items are not ready for action yet.

APPLICATIONS FOR AN APPROXIMATELY 32 ACRE SITE AT 6400 STATE
FARM DR|VE (APN 143-051-0721AND 600 ENTERPRTSE DRTVE (ApN 143-
051-089):
1. Consideration and recommendation to the City Council for approval of a
Development Agreement by and between the City of Rohnert Park and
Laulima Development, LLC for development of 32 acres of property.
2. Consideration and recommendation to the City Council approval of a Final
Development Plan.
3. Consideration and recommendation to the City Council a Conditional Use
Permit for project phasing.
4. Consideration and recommendation to the City Council a Conditional Use
Permit for a height extension of the proposed buildings in accordance with
Section 17 .10.020 of the Zoning Ordinance.
5. Consideration and recommendation to the City Council for approval of a
Tentative Map to allow the subdivision of the 32 acres into 14 lots and 10
parcels.
The Station Avenue Project located at 6400 State Farm Drive (APN 143-051-072)
and 600 Enterprise Drive (APN 143-051-089), on the former State Farm Campus
property and the City's Existing Corporation Yard, in the Station Center Planned
Development, proposes a mixed use project consisting of 460 residential units,
130,000 square feet (sf) of commercial space, 120,000 square feet (sf) of office
space, a 156 room hotel, and a 1.1 acre park, on approximately 32 acres.
STUDY SESSION: PRESENTATION ON THE STATION AVENUE PROJECT
AND PROPOSED DOWNTOWN FORM.BASED CODE
RECOMMENDED AGTION(S): Receive presentation on the Station Avenue
project and proposed Downtown Form-Based Code and provide feedback to
applicant and staff.
David Bouquillon and Jes Slavik, Laulima Development were in attendance,
recognized and provided a PowerPoint presentation on the proposed recent
changes.
Chairperson Adams opened the floor for questions from the Commissioners to
Laulima Development following their presentation. Topics included:
. New apartment complex proposed stories and layout.r Apartment floor size.. "For Sale" housing being removed from the FDP.. Corp Yard - What is the new plan for this area?. Commercial area proposed story usage.o How many stories will the hotel be?o What will be the tallest proposed building?
Chairperson Adams closed the floor for Commissioner questions and opened the
floor for public comment and questions:

James Stefen - Would like to see 1-2 stories of underground parking to allow more
above ground space and would like to see a large underground fire suppressant
tank.
Marian Nello - would like to know what trees the applicant plans on keeping and
which ones will be removed.
Chairperson Adams asked the applicant to address her question directly
Chairperson Adams closed the floor for public comment and opened it for
conversation between the applicants, staff and the Commissioners. Topics
included:
r Fire code standards for 3+ story commercial buildings - can the buildings
in Downtown be 3 stories to trigger this requirement? What is the
difference in fire code requirements?. The existing palm trees, does it fit the look?. Energy efficiency.r Overall design of buildings.. Possibility of adding more commercial space in the Downtown area.r Condos vs Apartments
Chairperson Adams opened the floor for public comment again:
Sheryl Burton - 361 Enterprise Dr. - Opposed to the Station Avenue plan and the
increase of traffic in an already congested area and the potential health issues the
added congestion would bring. Very concerned about how this development will
impact the surrounding wildlife.
Kris Meyers - 1008 Hawthorne Cir. - Asked the Planning Commission to consider
expanding the Station Avenue project into the Padre and Raley's Centers by
increasing the office space there too.
James Stefen - Had some additional suggestions for the Station Avenue concept.
Mariello (Last name unknown) - Wanted clarification on what some items in the
proposed plan, asked the commission to consider solar for this project.
Chairperson Adams acknowledged and welcomed applicant David Bouquillon
back to the podium for response to comments and questions.
