2018/09/27 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MEETING MINUTES September 27,2018 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Roll Call Declaration of Abstention Acknowledgement of Public Noticing Approval of Minutes Unscheduled Public None Public Hearing - Development Agreement File No. PROJ|6-0001 Chris ScerrilAdvance Building Solutions Chairperson Adams called the meeting of the special session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Present: (4) Commissioners: Commissioner Adams, Commissioner Blanquie, Commissioner Borba, Commissioner Giudice and were present. Commissioner Haydon was absent. Director of Development Services, Mary Grace Pawson, Planning Manager, Jeffrey Beiswenger, and Recording Secretary, Planner l, Suzie Azevedo. Commissioner Giudice has a conflict with item 8.1, Chairperson Adams stated he will be dismissed at that time. Chairperson Adams acknowledged the posting of the Agenda of this meeting in three (3) public places, per the requirements of the Brown Act. AGTION: Moved/seconded (Giudice/Borba) to approve the minutes of the May 30,2018 Planning Commission meeting as presented. Motion carried by the following unanimous 4-0-0-1 vote: AYES: Adams, Borba Blanquie, Giudice, NOES: None; ABSTAIN: None ;ABSENT: Haydon ACTION: Moved/Seconded (Blanquie/Borba) to approve the minutes of the June 14,2018 Planning Commission meeting as presented. Motion carried by the following unanimous 4-0-0-1vote: AYES: Adams, Borba Blanquie, Giudice, NOES: None;ABSTAIN: None ;ABSENT: Haydon CONSIDERATION OF RESOLUTION 2018.38 RECOMMENDING TO THE GITY COUNCIL APPROVAL OF A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF ROHNERT PARK AND REDWOOD CROSSINGS RP, LLC AND SONOMA MEDIA INVESTMENTS, LLC, FOR DEVELOPMENT OF THE REDWOOD CROSSTNGS PROJECT (ApN 143-040-135) Chairperson Adams excused Commissioner Giudice from this item and opened the public hearing and invited the applicant to come up and speak. Planning Commission Minutes ber 27 2018 Dr.scussion ltem Station Avenue Update The applicant, Chris Scerri, stated that he only has one change to the Resolution, page 2, paragraph 1, item 4, where it states "alternative contributions", Mr. Scerri stated that, per their lawyer, this is a broad statement that is not what was agreed upon in the Development Agreement. Mr. Scerri is requesting that the language in the Resolution match that of the Development Agreement. Mr. Beiswenger stated that he does not see an issue in having both languages match what was agreed upon. Commissioner Borba wanted to point out the following from the Development Agreement: "Developer shall make a public service payment to City to offset the projected fiscal deficit to City's General Fund created by the Project and its re-designation and rezone from lndustrial to High Density Residential and to comply with the General Plan policies and goals. The payment shall be equalto $823.54 per residential unit constructed on the Property, subject to annual adjustment on July 1 based on the San Francisco Bay Area Consumer Price lndex.' Commissioner Borba wanted to applaud the applicant for agreeing to these terms RECOMMENDED ACTION(S): Recommend Resolution 2018-38 for approval by the City Council for the Development Agreement between City of Rohnert Park and Redwood Crossings RP, LLC and Sonoma Media lnvestments, LLC, forthe Development of the Redwood Crossings Project. Chairperson Adams closed the public hearing AGTION: Moved/Seconded (Borba/Blanquie) To recommend approval of Resolution 2018-38, to the City Council for the Development Agreement between City of Rohnert Park and Redwood Crossings RP, LLC and Sonoma Media lnvestments, LLC, for the Development of the Redwood Crossings Project with the minor amendment to the statement on Page 2, paragraph 1, ltem 4, eliminating the phrase "alternative contributions". Motion carried by the following 3-0-1-1 vote: AYES: Adams, Blanquie, Borba; NOES: None; ABSTAIN: Giudice;ABSENT: Haydon Planning Manager, Jeff Beiswenger, presented a PowerPoint presentation on the update of the Station Avenue project. He stated that the applicant is still interested in an accelerated approval process. Chairperson Adams noted that the applicants are not present at this update. Mr Beiswenger stated that that was fine, as this is just an update on the project so that the Commissioners could prepare their questions and comments.
