SPECIAL MEETING MINUTES
October 3, 2018
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.
Call To Order
Chairperson Adams called the meeting of the special session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Roll Call
Present: (4) Commissioners: Commissioner Adams, Commissioner Blanquie,
Commissioner Borba, and Commissioner Giudice were present. Commissioner
Haydon was absent.
Director of Development Services, Mary Grace Pawson, Planning Manager, Jeff
Beiswenger, Technical Adviser Cathy Spence -Wells, and Recording Secretary,
Suzie Azevedo, Planner I were present.

None.
Abstention
Acknowledgement of
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
Public Noticing
three (3) public places, per the requirements of the Brown Act.
Approval of Minutes
ACTION: Passed on this item due to technical difficulties.

EXISTING CONDITIONS WHITEPAPERS
General Plan Update
Planning Manager, Jeff Beiswenger, acknowledged the presence of Cathy
City of Rohnert Park
Spence -Wells, Technical Advisor, Rick Rust, Project Manager with Mintier
Harnish, Amy Yang, with Mintier Harnish, Doug Svensson, Economic
Development consultant with Mintier Harnish and Alex Hinds, from SSU on
Climate Change and Environmental Justice.
Mr. Beiswenger passed the floor to Mr. Rust to start the presentation on Mintier
Harnish and where their team is at on updating the General Plan 2040.
Rick Rust, Project Manager, and Amy Yang, Mintier Harnish, were welcomed to
the stand and provided the presentation on the Land Use Whitepapers;
Commissioners were able to ask questions and provide comment to Mr. Rust and
Ms. Yang.
Chairperson Adams opened the floor to public comment.

Terri Shore, Regional Director for Greenbelt Alliance — Concerned about the
renewal of the Greenbelt and Urban Growth Boundaries and what the staff and
Council is planning to do with their renewal.
Rick Seville — Speaking in support of the Penngrove Specific Plan constituents
and the plaintiffs in the lawsuit with the City of Rohnert Park in regards to the
current General Plan 2020 and expressed his concerns with the Whitepapers for
the new General Plan.
Chris Meyers — 1008 Hawthorne — Agrees that the Urban Growth Boundaries
needs to go to city vote by 2020.
Chairperson Adams closed the public comment.
David Svensson, Economic Consultant with Mintier Harnish, was welcomed to the
stand and presented the Economic Whitepaper; Commissioners were able to ask
questions and provide comment with Mr. Svensson.
Rick Rust, Project Manager, was welcomed back to the stand and presented the
Transportation Whitepaper; Commissioners were able to ask questions and
provide their comments to Mr. Rust.
Alex Hinds, Climate Change Consultant with Sonoma State University, was
welcomed to the stand; he acknowledged the students from SSU who have helped
with the Climate Change Whitepapers: Ben Whipple, Keith Green, Melissa Chan,
and Kevin Locke. Mr. Hinds proceeded with the presentation.
Mr. Hinds also did the presentation on the Environmental Justice Whitepapers.
Chairperson Adams re -opened the floor for public comment.
Chris Meyers — 1008 Hawthorne - Concerned about the Economic Whitepapers
guesstimate for gas stations and auto part stores and is hoping that something
more sustainable and forward thinking will be brought forward to help save fossil
fuels.
Chairperson Adams closed the floor for public comments and opened it for final
comments from the Commissioners, all seemed to have enjoyed the presentation.
Chairperson Adams closed the study session.
