MEETING MINUTES
November 8, 2018
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.

Chairperson Adams called the meeting of the special session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Present: (3) Commissioners: Commissioner Adams, Commissioner Blanquie and
Commissioner Borba were present. Commissioner Giudice and Commissioner
Haydon were absent.
Director of Development Services, Mary Grace Pawson, Planning Manager, Jeff
Beiswenger, Environmental Advisor, Cathy Spence-Wells, and Recording
Secretary, Suzie Azevedo, Planner I were present.
None.
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
AGTION: Moved/Seconded (Blanquie/Borba) to approve the minutes of the July
26, 2018 and August 8,2018 Planning Commission meeting as presented.
Motioned carried by the following 3-0-0-2 vote: AYES: Adams, Blanquie, Borba;
NOES: None; ABSTAIN: None; ABSENT: Giudice, Haydon
CONSIDERATION OF RESOLUTION 2018.43, APPROVING A ONE YEAR
EXTENSION FOR SITE PLAN AND ARCHITECTURAL REVIEW FOR A 16 UNIT
ADDITION LOCATED AT 4949 SNYDER LANE.
The approved project consists of constructing 16 townhouse style units in two,
three story buildings on two unused tennis courts, adjacent to the pool and
clubhouse in the existing 348-unit apartment complex. The proposed new
apartment buildings are arranged on either side of a proposed motor court with
access to designated covered parking spaces. Access to the motor court would be
through and existing drive aisle, which serves existing carport spaces. Front

Public Workshop -
General Plan Update

and amenities in the built complex. Access to the garage for each unit is accessed
and visible from the motor court. The proposed design and color and material
palette matches the existing apartment buildings and is intended to harmonize the
new construction with the existing apartment complex.
The applicant applied for a one-year time extension for the Site Plan and
Architectural Review on September 24,2018. The application was received prior
to the expiration date and this matter is being brought before the Planning
Commission for its consideration. There have been no significant changes to the
approved plans.
RECOMMENDED ACTION(S): Staff recommends approval of a one year
extension for the Site Plan and Architectural Review of the Park Ridge
Apartments, approved for the addition of 16 townhouse style units in two buildings
adjacent to the pool and club house in the existing 348 apartment complex.
Chairperson Adams opened the floor for public comments. There were none, so
Chairperson Adams closed the floor for public comment and opened it for
questions from the Commissioners to the applicant and staff and welcomed the
applicant, Joe Colonna, to the stand.
Commissioner Borba asked Mr. Colonna what the likeliness of starting this project
within the next year would be and he responded it was a 9oo/o chance.
AGTION: Moved/Seconded (Borba/Blanquie) to approve Resolution No. 2018-43
for a one year extension for Site Plan and Architectural Review for a 16 unit
addition located at4949 Snyder Ln.

PLAN CONSULTANTS.
Planning Manager, Jeff Beiswenger, started the presentation and acknowledged
Rick Rust and Amy Yang from Mintier Harnish, the consultant company that is
assisting the Planning Department in the General Plan update.
Mr. Rust started the presentation and recognized all of the consultant companies
that are assisting them in updating the General Plan:

Mr. Rust went over what the main objective of tonight's workshop is about: An
open house and workshop to put the attendees to "work" to gain a perspective of
what the community of the City of Rohnert Park "vision" is.
What is the General Plan?
. Expresses community's vision for the future. City's "blueprint" for decision-makinge Required by lawr Contains goals, policies, implementation programs
What does a General Plan do?
Makes sure that future developments/projects are consistent with the
General Plan - what the fabric of the community should contain.
Comprehensive - lt covers every topic in a community that is planned,
helps with long-term planning

Chairperson Adams opened the floor for questions from the commissioners, topics
included:
Chairperson Adams: Biggest laws that have changed since 2000? Mr. Rust
believes it is the vehicle miles traveled component. Also several new pieces
(Environmental Justice, Climate Change, etc).
How are they pushing the information being pushed to the public? Social media,
newspapers, government push emails.
Commissioner Borba: ls internet advertising a possibility to get the community
more involved? Mr. Rust replied that that will probably happen closer to the
Alternatives phase.
Mr. Rust continued the presentation and explained the directions for the Vision
Workshop portion.
Chairperson Adams adjourned for a 10 min break and then broke into groups for
the workshop.
Each group was able to come up and read their "mad libs" from the workshop
Chairperson Adams opened the floor for public comment.
Terri Shore - Greenbelt Alliance - Wanted to give an update from the last General
Update study, that she had met with city officials and discussed in detailthe
Greenbelt portion of the General Plan update.
Chairperson Adams asked if there were any other questions or comments, there
was none, so she closed the workshop.

Commissioner Blanquie congratulated Chairperson Adams for being appointed to
the City Council, Commissioner Borba shares this congratulations.
Planning Manager, Jeff Beiswenger, also congratulated Chairperson Adams on
her recent appointment and requested a head count on who would be attending
the December 13th Planning Commission meeting.
There being no further business, Chairperson Adams adjourned the meeting at
7'.25 pm.
