CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on January 3, 2019. Present: Gina Belforte, Mayor Joseph T. Callinan, Vice Mayor Susan Hollingsworth Adams, Councilmember Jake Mackenzie, Councilmember Pam Stafford, Councilmember Absent: None. Mayor's Certificate of Recognition: Honoring Ellen De Martini for Her Many Contributions to the Rohnert Park Community Mayor Belforte read and presented the certificate to Ellen De Martini. Ms. De Martini expressed her love for Rohnert Park. 4. DEPARTMENT HEAD BRIEFING None. 5. Rohnert Park Library Commissioner Barbara Mackenzie reported Ann Hammond was hired as the new Library Director, the Rohnert Park Library Advisory Board Chair Neuson prepared a Rohnert Park—Cotati branch report, and the branch has expanded services and programs. 6. City Council Appointments to the Planning Commission—Terms Expiring December 31, 2022 City Clerk Buergler presented the item. Recommended Action(s): Appoint City Councilmembers' Nominations to the Rohnert Park Planning Commission for Terms Expiring December 31, 2022. Public Comment: None. ACTION: Moved/seconded (Stafford/Mackenzie)to approve the appointments of Daniel A. Blanquie, Councilmember Stafford's nominee, and Marc Orloff, Councilmember Adams' nominee, to the Planning Commission with Terms Expiring December 31, 2022. Discussion and Direction of Proposed Community Services Donation Policy Community Services Manager Bagley presented the item. Recommended Action(s): Direct staff to bring back a resolution to formally adopt the proposed donation policy. Public Comment: None. ACTION: Moved/seconded (Mackenzie/Stafford) to move forward with the proposed donation policy and bring back for adoption by resolution. Discussion and Direction Regarding Approving Current Spreckels Performing Arts Center Fees and Authorizing the City Manager or Designee to Set Prices in the Future Based on Market Value Community Services Manager Bagley presented the item. Recommended Action(s): Direct Staff to bring back a resolution formally adopting current PAC fees and to delegate authority to the City Manager, or his or her designee,to set PAC tickets and rental fees based on an approved range and current market value. Discussion and Direction to Amend the City Council Protocols (the Established Procedural Rules for the Conduct of City Council Meetings and City Business) City Manager Jenkins presented the item. Recommended Action(s): Discuss potential amendments to the City Council Protocols and provide direction to amend the Protocols and bring back for adoption by resolution. Public Comment: None. ACTION: Moved/seconded (Stafford/Mackenzie) to move forward with the proposed amendments and bring back for adoption by resolution. Consideration of the CASA Compact, a 15-Year Emergency Policy Package to Confront the Housing Crisis in the San Francisco Bay Area City Manager Jenkins presented the item. Recommended Action(s): This is an informational item. The Council may wish to make comments or develop a position regarding the CASA Compact. Public Comment: None. Councilmember Mackenzie (Metropolitan Transportation Commission(MTC) Chair)reported the December 19, 2018, meeting, MTC voted to authorize Mackenzie, as Commission Chair, to sign the CASA Compact. Councilmember Mackenzie stated for the record that he voted to approve the Compact as an individual representative of MTC and the CASA Compact was finalized by the steering committee (Committee to House the Bay Area) and moved forward. The authorization to sign does not constitute an approval of the Compact, however it will enable the Commission to be proactively engaged as the process to implement the Compact as it goes through the state legislature. This authorization should be accompanied by a comprehensive program of outreach to local government with adequate representation from local officials. The MTC/ABAG Legislative Committees should include local jurisdictions in the development of the Compact advocacy. This authorization does not constitute the endorsement of any potential revenue source for housing. ACTION: By Consensus (none opposed), City Council directed the City Manager to work with the Mayor to compose a letter of opposition stating City Council's position on the Compact to Rohnert Park's state representatives. Sonoma County Transportation Authority (12/10) Councilmember Mackenzie reported on a discussion regarding a series of projects that could possibly be funded by regional traffic fees and the list of projects was accepted. 4. Santa Rosa Plain Groundwater Sustainability Agency (12/13) Councilmember Stafford reported the structure of rates continues to be discussed. 5. Library Advisory Board (12/18) No report. 6. Sonoma County Waste Management Agency (12/19) Councilmember Stafford reported Susan Klassen is the Agency's Interim Executive Director. 7. Chamber of Commerce- Board of Directors (12/19) Councilmember Stafford provided a reminder to get tickets for the hot crab feed before they sell out. C. Other Reports Mayor Belforte reported Supervisor David Rabbitt is the new chair of Sonoma County Board of Supervisors and he expects to present at a future City Council meeting. 13. COMMUNICATIONS Vice Mayor Callinan provided a reminder that the Public Safety Officers Association is holding a crab feed Saturday, January 12, 2019, at the Community Center. 14.
