Mayor Belforte called the joint regular meeting to order at 5:01 p.m.,the notice for which being
legally noticed on January 17, 2019.

A. Mayor's Certificate of Recognition: Honoring Rohnert Park Health Center for Their
Many Contributions to the Rohnert Park Community
Mayor Belforte presented a Certificate of Recognition to Rohnert Park Health Center
Representative, Eliot Enriquez, who thanked Council for their support.
4. DEPARTMENT HEAD BRIEFING
A. Community Services: I Heart Rohnert Park from 2:00 p.m.—5:00 p.m. on Sunday,
February 10th, at the Community Center, 5401 Snyder Lane

B. City Manager: 2019 Community Survey Announcement
City Manager Jenkins announced that the 2019 Community Survey is now open and
available online at www.rpcity.org/survey.
C. Public Safety Director Mattos introduced new School Resource Officer, Gina
Piccinini.
5. PUBLIC COMMENTS
Tony Geraldi, Miss Sonoma County Secretary/Treasurer and Sonoma County Airport
Express General Operations Manager, spoke about the scholarship program for Miss Sonoma
County and invited Councilmembers to attend the event on March 2, 2019 at Spreckles
Performing Arts Center.
Tyler-Avery Lewis, Miss Sonoma County 2018, spoke about her platform regarding the
inclusion of African American literature in Sonoma County schools, her role as the current
President of Santa Rosa Junior College's Black Student Union(SRJC BSU), her experiences
growing up in Rohnert Park, and thanked Councilmembers for their continuous support.
Pinkeo Phongsa, Miss Sonoma County's Outstanding Teen 2018, spoke about growing up in
Rohnert Park and thanked Councilmembers for their continuous support.
Dan Russo expressed his concerns regarding traffic issues at the intersection of Camino
Colegio and Magnolia.

7. Discussion and Direction on Updated Strategic Plan and Goals, 2018 Accomplishments,
Best Practices, and 2019-2021 Action Plan Update
Assistant City Manager Schwartz presented the item. Recommended Action(s): Provide
direction on the updated 2019 Strategic Plan, including the Action Plan which sets priorities
for the year, and move forward with projects such as Downtown, Springbrook Replacement,
Public Safety Staffing Changes, General Plan, Urban Growth Boundary, Traffic Mitigation,
Leadership Rohnert Park and Class & Compensation Study.
Public Comments: None.
ACTION: By Consensus (none opposed), City Council directed staff to move forward
with the recommended actions and bring back the 2019 Strategic Plan for
adoption at a future City Council meeting.
8. Discussion and Direction on Potential Leadership Rohnert Park Program
Assistant City Manager Schwartz presented the item. Recommended Action(s): Staff
recommends pursuing Leadership Rohnert Park as a pilot project to develop civic leaders and
to be managed by Coro Northern California under the direction of the City.
Public Comments: Laney Whitcanack, Coro Northern California CEO, answered questions
from Councilmembers.

ACTION: By Consensus (none opposed), City Council directed staff to move forward
with the recommended actions by pursuing Leadership Rohnert Park with
Coro Northern California and bring back for approval at a future City Council
meeting.
9. Discussion and Direction on City Corporation Yard Relocation Alternatives and Direct
Staff to Proceed with Public Outreach and Further Analysis of Gold Ridge Site for
Possible Future Corporation Yard Location
Community Services and Public Works Director McArthur and General Services Operations
Manager Kelley presented the item. Recommended Action(s): Staff recommends (1) to
continue analyzing the Gold Ridge site further as a future location for the Public Works
Corporation Yard and (2) Continue with the design of an operations building for Water
Distribution and Sewer Collection staff, as currently funded in the 2018-19 Capital
Improvement Plan. The next phase of the Gold Ridge analysis would include the following
steps:
1. A series of public outreach meetings with nearby residents to gather input on the
proposed Corp Yard relocation. These meetings would be held in February and March
2019.
2. From January to March 2019, continue to work with WLC Architects to refine the
preliminary site plan and cost estimates.
3. In March 2019, bring public outreach results and an updated preliminary site plan to City
Council for further direction.
4. As directed, continue with design and project implementation.
Public Comments:None.
ACTION: By Consensus, City Council directed staff to move forward by performing
public outreach to the entire G section neighborhood in order to obtain
residents' feedback on the Gold Ridge site and bring back public outreach
results at a future City Council meeting in order to obtain further direction on
the Corporation Yard relocation.
6.C.5 2019-011 Authorizing and Approving an Site Lease Agreement by and
Between the City of Rohnert Park and Laulima Rohnert Station
LLC for a Portion of 6250 State Farm Drive.

INTRODUCTION OF AN ORDINANCE - Consideration of Amendments to the
Rohnert Park Municipal Code, Chapter 17.06 (Land Use Regulations),Article XIII
(Downtown District Amenity Zone (DDAZ)) to edit Section 17.06.700.A.2.
(Applicability) of the Recently Adopted Form-Based Code (File No. PLMC18-0003)
(CEQA Review: Consistent with Environmental Impact Report for the Central
Rohnert Park Priority Development Area)
Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a
Public Hearing to introduce and waive the first reading of an ordinance to amend Municipal
Code, Chapter 17.06 (Land Use Regulations), Article XIII (Downtown District Amenity
Zone (DDAZ))to edit Section 17.06.700.A.2. (Applicability) to exempt the renovations of
existing building from the frontage requirements of Article XIII.

Section 17.06.700.A.2 (Applicability)to Exempt Certain Building
Renovations from Certain Provisions of Article XIII. Title read by Mayor

assignments; and confirm the Mayor's appointment of Councilmembers to various outside
agencies and liaison assignments.

Mayor Belforte distributed a list of assignments to City Councilmembers regarding
committees and liaison assignments, and appointments to various outside agencies for 2019.
Councilmembers reviewed the list of assignments and discussed changes.
ACTION: By Consensus, Council made changes to the Education Standing Committee,
Library Advisory Board, Sonoma County Transportation Authority/Regional
Climate Protection Authority (SCTA/RCPA), Water Advisory Committee
(WAC)to Sonoma Clean Water, and Santa Rosa Plain Groundwater
Sustainability Agency.
ACTION: Moved/seconded (Callinan/Stafford)to confirm the Mayor's appointments to
various outside agencies and liaison assignments including the changes to the
Education Standing Committee, Library Advisory Board, Sonoma County
Transportation Authority/Regional Climate Protection Authority

Public Comments: Santa Rosa Vice Mayor, Chris Rogers, informed Councilmembers that he
submitted a letter of interest for Sonoma-Marin Area Transit(SMART) SCTA Member position and
explained how he will advocate for Rohnert Park's issues on the SMART Board.

City Manager Schwartz to work with COTS and Catholic Charities on the homeless
situation at the Senior Center.

Councilmember Stafford reported on a training facilitated by the Western Association
of Chamber Executives (WACE) and announced the Crab Feed on February 16, 2019.
D. Outside Agency Reports
1. Sonoma County Waste Management Agency (12/20)
Assistant City Manager Schwartz reported that the Executive Director position is still
open and a total of seventeen applications have been received thus far. Other matters

reported included information regarding safe medicine disposals, landfill disposal
alternatives, and various state regulations.

Mayor Belforte reported on issues regarding PG&E and stated the annual report is available.

Vice Mayor Callinan reported on the Rohnert Park Public Safety Officer Association's
(RPPSOA) Sports Federation Crab Feed.

A. Council Consideration of Proposed FY 2019-20 Budget Work Session Schedule:

ACTION: By Consensus (none opposed), City Council directed staff to schedule
the Budget Work Session on two dates: Monday, April 22, 2019 from
noon until adjournment and Tuesday, April 23, 2018 from noon until
5:00 p.m.
