A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARK, CALIFORNIA, APPROVING SITE PLAN AND
ARCHITECTURAL REVIEW FOR THE ACCESS AT ROHNERT PARK APARTMENT
COMPLEX REMODEL LOCATED AT 8280 LANCASTER DRrVE (ApN 143-311-063)

WHEREAS, the applicant, Jacob Durling, of WSRH Rohnert Park LLC, has submitted a
Site Plan and Architectural Review for a remodel to the existing Access @ Rohnert Park
Apartment complex located at 8280 Lancaster Drive (APN 046-043-001); and
WHEREAS, Planning Application No. PLSRI9-0002 was processed in the time and
manner prescribed by State and local law; and
WHEREAS, the project is located in the High Density ResidentialZoningDistrict, and so
designated in the Rohnert ParkZoning Map;
WHEREAS, on May 23 2019, the Planning Commission reviewed Planning Application
No. PLSR19-0002 at which time interested persons had an opportunity to testify either in support
of or opposition to the project; and,
WHEREAS, at the May 23,2019 Planning Commission meeting, upon considering all
testimony and arguments, if any, of all persons desiring to be heard, the Commission considered
all the facts relating to Planning Application No. PLSR19-0002.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors Considered. The Planning Commission, in approving Planning
ApplicationNo. PLSRI9-0002, makes the following findings, to wit:
That the developments general appearance is compatible with existing development and
enhances the surrounding neighborhood.
Criteria Satisfied. The project proposes to remodel the exterior fagade with new
architectural elements. The changes to the building and color palette blend well with the
surrounding area and the overall site design components give the apartment complex and
the surrounding neighborhood around it a consistent look and feel that enhances what
already exists. The use of natural materials and textures such as redwood fencing elements,
trellis tube style steel columns and angle iron canopy shade elements adds visual interest
and enriches the quality of the public environment.

B.That the development incorporates a variationfrom adjacent on-site and offsite structures
in height, bulk, and area; arrangement on the parcel; openings or breaks in the fagade
facing the street; and/or the line and pitch of the roof.
Criteria Satisfied. The project pays special attention to site layout and building design.
The new design elements propose the addition of 65 (sixty-five) single space carports
located throughout the development, as well as trellis structures and new individual patio
fencing enclosed by attractive railings. Several new refuse enclosures with masonry walls,
a metal roof and solid metal gates will be provided and are located near the center of the
development.
C.That the development will be located and oriented in such a manner so as to provide
pedestrian, bicycle and vehicular connections with adjacent properties, as appropriate,
and avoids indiscriminate location and orientation.
Criteria Satisfied. Vehicular, bicycle and pedestrian access to the property is from
Lancaster Drive. The project proposes a new 6'0" wide entry walkway to the centerline
west of the property on Lancaster allowing pedestrian and bicycle ingress and egress. Bike
lanes are provided on East Cotati Avenue (one block north of the project area) and on
Camino Colegio Avenue. The project site is also located in the vicinity of the SMART
train and there is a bike and pedestrian path along the SMART tracks leading to other
designations in the city.
Section 3. Environmental Clearance. The apartment complex remodel project is exempt
under California Environmental Quality Act (CEQA) Section 15301: Existing Facility
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby
approve Planning Application No. PLSRI9-0002 subject to the following Conditions of Approval;
L The Site Plan and Architectural Review shall expire one year from the Planning
Commission approval date, unless prior to the expiration the operation commences or an
extension of the Site Plan and Architectural Review is applied for and approved.
2. The applicant shall comply with all applicable sections of the City of Rohnert Park
Municipal Code and any other applicable relevant plans of affected agencies, including the
Rohnert Park Building and Public Safety Departments.
3. New spaces: Maintenance shop, Unit C, Cabana and pool equipment room shall be treated
as new construction modify or extend the existing fire alarm to cover these spaces as
prescribed by the latest local code amendments. A separate fire department FS-13 permit
will be required.
4. Either remove the existing storage container or prove its legality. It is in the setback area.
5. All personnel exits shall be equipped with panic hardware.
6. The new electric gate will require a separate Fire Department FS-27 permit.
7. The new trash enclosures shall be covered and the interior floor drain plumbed to the
sanitary sewer. In the event that it is not practical to plumb the enclosures, alternate
methods such as stormwater treatment may be considered.
8. A copy of the existing water system plan shall be provided. Connection to the City system
(detector check, backflow preventer, meters) shall be shown. Any existing fire hydrants
shall be shown.
9. Additional comments will be provided once the water system plan is reviewed. The review
may trigger the need for system revisions such as submetering or placing the fire line on a
separate line from the domestic meters.
10. Detailed civil and landscaping plans will be required for review and approval in
conjunction with the building permit. The plans shall include a final striping and signing
plan.
I 1. The civil plans shall include an ADA-compliant accessible route to each building.
Adequate topographic information shall be provided to demonstrate that the intemal ADA
parking spaces and walkway are ADA-compliant. It appears that the existing southernmost
sidewalk connection to the site may not be ADA-compliant.
12. On-site cracked or settled concrete shall be replaced. Failed or ponding asphalt concrete
shall be replaced.
13. Cracked or settled sidewalk along the property frontage shall be replaced. The existing
driveway shall be upgraded to current City standards to be ADA-compliant.
14. The existing sanitary sewer connection to the main in Lancaster Drive shall be inspected
via camera; any broken or leaking sections of the line shall be repaired or replaced.
15. Show path oftravel from accessible parking spaces to accessible units.
16. Indicate path of travel to common areas, pool and picnic areas.
17. Identify accessible units, provide floor plans
18. Laundry appliances must be accessible.
19' Upgrades to pool and cabana will require approval of Sonoma County Department of
Health.
20- Ar building permit submittal, a plan showing the installation of bike storage lockers on the
project site shall be submitted and approved by the planning Division.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the appeal
period has expired and that the appeal period shall be ten (10) working days from the date oiiaid
action. No building permits shall be issued until the appeal period has expired, providing there are
no appeals.
