ORDER/ROLL CALL
Mayor Belforte called the Joint Special Meeting to order at 12:14 p.m. the notice for which
being legally noticed on April 18, 2019.

2. PUBLIC COMMENTS
For Item 3.I, Susan Wells asked the City to help provide the curb cut and guardrail
modification necessary to create an emergency vehicle access to Valley Village Senior
Mobile Home Park.
Vice Mayor Callinan stepped away from the dais at 12:20 p.m. and returned at 12:23 p.m.

Finance Director Howze and City Manager Jenkins presented the item.
Councilmember Mackenzie stated for the record that the City Council has been
practicing fiscal responsibility by forecasting for possible recessions and saving
accordingly.
B. Other General Government
Finance Director Howze presented the item.
C. Public Safety
Director of Public Safety Mattos, Deputy Chief Bates, and Deputy Chief Johnson
presented the item.
Councilmember Adams stepped away from the dais at 1 :49 p.m. and returned at 1 :55 p.m.
Councilmember Mackenzie stepped away from the dais at 1 :58 p.m.
Staff will move forward with the Public Safety budget as presented.
1 . Animal Services
Deputy Chief Johnson presented the item.
Councilmember Mackenzie returned at 2: 10 p.m.
Staff will move forward with the Animal Services budget as presented.
D. City Council
City Manager Jenkins presented the item.
Recessed at 2: 14 pm.
Reconvened at 2:26 pm.
Vice Mayor Callinan absent at beginning of recess and returned at 2:28 p.m.

IT Operations Manager Rowley presented the item. Staff will move forward with the
Information Technology budget as presented.
G. Human Resources
Human Resources Director Perrault presented the item.
Vice Mayor Callinan stepped away from the dais at 3 :03 p.m. and returned at 3 :05 p.m.
Councilmember Adams stepped away from the dais at 3 : 19 p.m.
Staff will move forward with the Human Resources budget as presented.
H. Finance
Finance Director Howze presented the item.
Councilmember Adams returned at 3 :20 p.m.
Staff will move forward with the Finance budget as presented.
I. Five Year Capital Improvement Plan
Management Analyst E. Tacata, Deputy City Engineer Garrett, Development Services
Director Pawson, Director of Public Works & Community Services McArthur and
Project Manager Zwillinger presented the item.
Councilmember Adams stepped away from the dais at 3 :36 p.m. and returned at 3 :45 p.m.
Vice Mayor Callinan stepped away from the dais at 4:05 p.m.
Staff will move forward with the Five Year Capital Improvement Plan budget as
presented.
ACTION: By consensus (none apposed), Council directed staff to take a look into
what Lamont Park and Lydia Park needs are to be rehabilitated and maintained.
J. Casino Programs
Senior Analyst L. Tacata and Assistant City Manager Schwartz presented the item.
Staff will move forward with Casino Programs budget as presented.
1 . Neighborhood Upgrade/Workforce Housing
Vice Mayor Callinan returned at 4: 11 p.m.
ACTION: By consensus (none apposed), Council directed staff to bring back a
proposal and contract with Committee on the Shelterless (COTS) for the FY 19/20
budget for consideration.
