Mayor Belforte reconvened the April 22, 2019 Adjourned Joint Special Meeting at 12:10 p.m.,
the notice for which being legally noticed on April 18, 2019.

Items 3 .A-3 .J. 1 were heard at the City Council Joint Special Meeting, Budget Study Session #1
on April 22, 2019.
City Manager Jenkins addressed City Council's questions from Budget Study Session # 1
regarding Public Safety Overtime, Lamont Mini Park, Council Salary and Creek/Bike Paths.
ACTION: By Consensus (none opposed), City Council directed staff to explore
increase maintenance and amenities for Lamont and Lidia parks.
ACTION: By Consensus (none opposed), City Council reordered the agenda
moving item L before item J.2.
L. Development Services
1 . Housing Successor Agency
Development Services Director Pawson and Planner III Garcia presented the item.
Staff will move forward with the Development Services budget as presented.
J. Casino Programs
2. City of Rohnert Park Foundation (Conclusion of Casino mitigation funds
presentation). Senior Analyst L. Tacata presented the item. Staff will move
forward with the Development Services budget as presented.
K. Public Works
Director of Public Works and Community Services McArthur, General Services
Operation Manager Kelley, Utilities Services Supervisor Hendersen, and Community
Services Director Bagley presented the item.
Councilmember Mackenzie stepped away from the dais at 1 :47 p.m. and returned at
1 :51 p.m.
Vice Mayor Callinan stepped away from the dais at 2:08 p.m. and returned at 2: 19
p.m.
ACTION: Moved/seconded (Stafford/Adams) directed staff to not undertake the
responsibility for Founders' Day in 2019. No vote taken.
ACTION: By Consensuv. (none opposed), City Council directed staff to contact
Founders' Day Committee and inform them that the City will fund
$25,000 but will not have staff undertake responsibility for the event.

Councilmember Stafford stepped away from the dais at 2:43 p.m. and returned at 2:46
p.m.
ACTION: By Consensus (none opposed), City Council directed staff to assign
part of the general fund balance for park upgrades and fund two
positions as proposed.
Vice Mayor Callinan stepped away from the dais at 2 :08 p.m. and returned at 2: 19
p.m.
Recessed 3 : 10 p.m.
Reconvened 3 : 17 p.m.
ACTION: By Consensus (none opposed), City Council directed staff to refurbish
the Honeybee pool.
ACTION: By Consensus (none opposed), City Council directed staff to place the
Bocce Ball project on hold and to explore Court options at Griffin's
Grove Park and Alicia Park and bring back those options to Council
for final direction.
ACTION: By Consensus (none opposed), City Council directed staff to continue
Holiday Lights and keep employees safety in mind.

Director of Public Works and Community Services McArthur and Fleet Services
Supervisor Avila presented the item.
Councilmember Mackenzie stepped away from the dais at 3 :42 p.m. and returned
at 3 :45 p.m.
ACTION: By Consensus (none opposed), City Council directed staff to amend
fleet reserve policy to include Vehicle replacement.
2. Water
Director of Public Works and Community Services McArthur and Utilities
Services Supervisor Hendersen presented the item. Staff will move forward with
the Water budget as presented.
3. Sewer
Director of Public Works and Community Services McArthur and Utilities
Services Supervisor Hendersen presented the item. Staff will move forward with
the Sewer budget as presented.
Vice Mayor Callinan stepped away from the dais at 4: 18 p.m. and returned at
p.m. 4:22 p.m.

City Attorney Marchetta-Kenyon presented the item. Staff will move forward with the
City Attorney's Office budget as presented.
