2019/04/11 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MEETING MINUTES April 11, 2019 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Guidice presiding. Call To Order Chairperson Giudice called the meeting of the special session to order at approximately 6:00 p.m. with Chairperson Guidice leading the pledge. Roll Call Present: (3) Commissioners: Commissioner Blanquie, Commissioner Borba, Commissioner Guidice, Commissioner Orloff were present. Commissioner Haydon were excused. Director of Development Services, Mary Grace Pawson, Planning Manager, Jeff Beiswenger, Planner I, Suzie Azevedo and Recording Secretary, Sonia Espino, Community Development Assistant, were present. Declaration of None. Abstention Acknowledgement of Chairperson Guidice acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes ACTION: Moved/Seconded (Borba/Blanquie) to approve the minutes of the March 28, 2019 Planning Commission meeting as presented. Appearances Conditional Use CONSIDERATION OF RESOLUTION 2019-16, APPROVING A CONDITIONAL Permit/Garage USE PERMIT TO ALLOW A LARGE FAMILY DAYCARE LOCATED AT 1180 Conversion ELVERA STREET WITHIN THE R -L LOW DENSITY DISTRICT (APN 143-900- 030) File No, PLUP19-0001 Planner I, Suzie Azevedo, presented the staff report. Ms. Azevedo provided Dawn Marie background information as follows: Warwick/Miss Dawn's Daycare • Conditional Use Permit is required for nine (9) or more children to mitigate potential impacts on neighborhood such as traffic, parking, and noise. • Current facility services six (6) children. Motion carried by the following 4-0-0-1 vote: AYES: Blanquie, Borba Guidice, Orloff; NOES: None; ABSTAIN: None; ABSENT: Haydon CONSIDERATION OF RESOLUTION 2019-15, RECOMMENDING AMENDMENTS TO THE ROHNERT PARK MUNICIPAL CODE TITLE 17 ZONING TO MODIFY INCLUSIONARY HOUSING REQUIREMENTS. Director of Development Services, Mary Grace Pawson, presented the staff report and provided the following background information: • The City's Inclusionary Housing Ordinance currently requires that new housing developments of more than 5 units provide 15% of the new housing as affordable units, within the development plan. • Staff proposal is to amend the Municipal Code Title 17 — Zoning to modify inclusionary housing to provide `in -lieu' fee option for "for sale" projects of 50 units or less and to require payment of in -lieu fees for all new rental projects. The proposed amendments are consistent with the General Plan Housing Element. ACTION: Moved/Seconded (Orloff/Borba) to approve Resolution No. 2019-15 to recommend to the City Council text amendments to Title 17 of the Rohnert Park Municipal Code.
