2019/05/23 Planning Commission MinutesMEETING MINUTES May 23, 2019 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Guidice presiding. Call To Order Chairperson Giudice called the meeting to order at approximately 6:00 p.m. with Chairperson Guidice leading the pledge. Roll Call Present: (5) Commissioners: Commissioner Blanquie, Commissioner Borba, Commissioner Guidice, Commissioner Orloff, Commissioner Haydon were present. Director of Development Services, Mary Grace Pawson, Planner I, Suzie Azevedo and Recording Secretary, Sonia Espino, Community Development Assistant, and Jennifer Sedna, Administrative Assistant were present. Declaration of None. Abstention Acknowledgement of Chairperson Guidice acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes None. Unscheduled Public None. Appearances Site Plan & Architectural CONSIDERATION OF RESOLUTION 2019-18, APPROVING SITE PLAN AND Review/Lancaster Apt. ARCHITECTURAL REVIEW FOR THE REMODEL OF AN EXISTING 105 UNIT Complex APARTMENT COMPLEX LOCATED AT 8280 LANCASTER DRIVE WITHIN THE R -L LOW DENSITY DISTRICT (APN 143-311-063) File No. PLSR19-0002 Planner I, Suzie Azevedo, presented the staff report. Ms. Azevedo provided Jacob Durling/8280 background information as follows: Lancaster Drive Apartment Complex . 105 unit complex (10 buildings) to remodel structural improvements and upgrades to the existing buildings, parking and common areas will contain architectural enhancements and site amenities for outdoor living. • Project improvements includes but is not limited to replacement of wood fencing, covered parking, painting of exterior buildings, replace existing street signage, pool area upgrades. Planning Commission Minutes Mav 23. 2019 • Major maintenance and capital projects for parks and recreation facilities include the Sports Center, Community Center, Lydia Park, Lamont Mini - Park, and Roberts Lake Park. • FY 2019-20 CIP includes street, bike and pedestrian facility improvements. CIP also includes improvements to the water system and sewer collection system. RECOMMENDED ACTION(S): Staff recommends that the Planning Commission adopt Resolution 2019-19 for the proposed FY 2019-20 Capital Improvements Program is consistent with the General Plan 2020. ACTION: Moved/Seconded (Haydon/Blanquie) to approve Resolution No. 2019- 19 approving the adoption of Planning Commission Resolution No. 2019-19 reporting to the City Council that the proposed FY 2019-20 Capital Improvements Program is consistent with the General Plan 2020. Motion carried by the following 5-0-0-0 vote: AYES: Blanquie, Borba Guidice, Orloff, Haydon; NOES: None; ABSTAIN: None; ABSENT: None Matters from Planning Commissioner Guidice announced that Old Caz Brewery was going to have its Commissioners Grand Opening on June 1St and that Rotary Club would be having the Peace Park Ribbon Cutting on March 29t" Matters from Planning Director of Community Development, Mary Grace Pawson, introduced new Staff Community Development Assistant, Jennifer Sedna.
