ROHNERT PARK PLANNING COMMISSION
MEETING MINUTES
March 28, 2019
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Giudice presiding.
Call To Order
Chairperson Giudice called the meeting of the special session to order at
approximately 6:00 p.m. with Chairperson Giudice leading the pledge.
Roll Call
Present: (5) Commissioners: Commissioner Borba, Commissioner Blanquie,
Commissioner Giudice, Commissioner Haydon, and Commissioner Orloff were
present.
Planning Manager, Jeff Beiswenger, Planning Consultant, Lori MacNab, and
Recording Secretary, Kelsey Bracewell were present.

Abstention
Acknowledgement of
Chairperson Giudice acknowledged the posting of the Agenda of this meeting in
Public Noticing
three (3) public places, per the requirements of the Brown Act.
Public Comment
None.
Approval of Minutes
ACTION: Moved/Seconded (Borba/Blanquie) to approve the minutes of the March
14, 2019 regular Planning Commission meeting as amended by Vice Chair
Haydon, including the change of "Green built" to "Greenbelt".
Motioned carried by the following unanimous 5-0-0-0 vote: AYES: Borba,
Blanquie, Giudice, Haydon, Orloff; NOES: None; ABSTAIN: None; ABSENT: None
Live Oak Development
Planning Consultant, Lori MacNab, presented the staff report.
Area Plan Amendment
RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony
File No. PLDP19-0009
and approve the following resolutions pertaining to:
• Development Area Plan Amendment
KB Homes
o Requesting to add two 1 -story floor plans
o Due to the size of the home, the construction of a pergola, covered
porch or enclosing a porch, etc. may not be possible given the size
of the lot.
Mr. Beiswenger and Ms. MacNab responded to questions and comments from the
Commission in regards to the disclosure of the backyard limitations and the
options residents have to modify their backyard.

KB Homes
Commissioner Borba requested clarification on floor plan options of 1 -story and 2 -
story homes. Ms. MacNab stated that many of the 2 -story homes can have an
option of becoming a 1 -story home. Commissioner Borba mentioned the Planning
Commission originally approved four floor plans and is disappointed of the staff
decision to take out one of the four floor plans, which he would have liked it to go
back to Planning Commission. Mr. Beiswenger clarifies that this decision was
recommended by Planning Commission, approved by City Council to approve the
four floor plans, but only require that three of them be used. City Council picked
the three to be used.
Commissioner Borba and Chairperson Giudice expressed their concerns of public
disclosure of the setbacks and lot coverage issues.
Chairperson Giudice opened the public hearing.
Public Comment: Applicants, Chris Moi and Debra Falese were introduced and
spoke to Commission about why KB Homes is putting in more 1 -story homes. Mr.
Moi mentioned they are adding the disclosure of their setbacks to KB Homes list of
disclosures, purchase agreement and plot plans.
Commissioner Blanquie inquired about solar implementation. Mr. Moi replied that
KB Homes is offering standard solar.
Chairperson Giudice closed the public hearing.
CONSIDERATION OF RESOLUTION 2019-13, RECOMMENDING THAT THE
CITY COUNCIL APPROVE AN AMENDMENT TO THE LIVE OAK
DEVELOPMENT AREA PLAN TO ADD TWO 1 -STORY FLOOR PLANS FOR A
TOTAL OF FIVE MODELS IN THE LIVE OAK NEIGHBORHOOD WITHIN THE
UNIVERSITY DISTRICT SPECIFIC PLAN (UDSP) VAST OAK EAST (VOE)
DEVELOPMENT AREA PLAN PHASE II (DAP II)
ACTION: Moved/Seconded (Haydon/Orloff) to adopt Resolution No. 2019-13,
approving the an amendment to the Live Oak Development Area Plan to add two
1 -story floor plans for a total of five models in the Live Oak Neighborhood within
the University District Specific Plan Vast Oak East Development Area Plan Phase
II, with the following two conditions:
1. Disclosure in the purchase agreement regarding a pergola or covered
porch installation
2. Require KB Home to provide an optional pergola or covered porch at point-
of-sale that meets the City standards.
Motioned carried by the following 5-0 vote: AYES: Borba, Blanquie, Giudice,
Haydon, Orloff; NOES: None; ABSTAIN: None; ABSENT: None

RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony
and approve the following resolutions pertaining to a Temporary Conditional Use
permit for Live Oak Model Home Complex.

Mr. Beiswenger responded to questions and comments from Commission
pertaining to solar.
Chairperson Giudice opened the public hearing.
Public Comment: Applicants, Chris Moi was introduced and spoke to Commission
about solar being a standard and the start of construction.
Commissioners inquire about if the solar panels are leased or purchased?
Chairperson Giudice closed the public hearing.
CONSIDERATION OF RESOLUTION 2019-14, APPROVING A TEMPORARY
CONDITIONAL USE PERMIT FOR UNIVERSITY DISTRICT VAST OAK EAST
LAND DEVELOPMENT PHASE 11 LIVE OAK MODEL HOME COMPLEX
ACTION: Moved/Seconded (Orloff/Blanquie) to adopt Resolution No. 2019-14,
approving a temporary conditional use permit for University District Vast Oak East
Land Development Phase II Live Oak Model Home Complex with the addition that
requires solar be installed to the two model homes.
Motioned carried by the following 5-0 vote: AYES: Borba, Blanquie, Giudice,
Haydon, Orloff; NOES: None; ABSTAIN: None; ABSENT: None

Planning Manager, Jeff Beiswenger, mentions Station Avenue design review
Staff
package just about ready to bring to Design Review Board on proposed date of
Tuesday, April 16, 2019.
Mr. Beiswenger mentioned staff talked to City Council about General Plan's
alternatives analysis and want to run it by the Planning Commission at a later date.
Commissioners briefly discuss the residential and school district zones and
requesting more information about the needs and concerns of those zones.

There being no further business, Chairperson Giudice adjourned the meeting at
7:22 pm.
