As configured they will slightly alter the parking counts that currently exist. As you can see per the RPMC 134 spaces are required for this location. The site is currently overparked with 165 spaces. Due to the layout of the new covered carport structures 17 parking spaces will be eliminated; however the total required spaces will be maintained with an additional 14 to spare. City of Rohnert Park PLANNING COMMISSION STAFF REPORT DATE: May 23,2019 AGENDA ITEM NO: 8.1 AGENDA TITLE: ENTITLEMENTS: LOCATION: GP/ZONING: APPLICANT: File No. PLSR19-0002-Site Plan and Architectural Review for the Access at Rohnert Park Apartments Remodel Site Plan and Architectural Review 8280 Lancaster Drive, APN 046-043-001 High Density Residential I R-H: Residential-High Density Jacob Durling, WSRH Rohnert Park LLC RECOMMENDATION Staff recommends that the Planning Commission adopt Resolution No. 2019-18, approving Site Plan and Architectural Review for the remodel of an existing 105 unit apartment complex, Access at Rohnert Park (formerly known as Lancaster Apartments) located at 8280 Lancaster Drive. This proposal is consistent with the High Density Residential land use designation in the General Plan and the associated R-H: Residential-High Density zoning district. SUMMARY The existing Access at Rohnert Park development is a 1 05-unit apartment complex (1 0 buildings) located on a 4.8 acre site at 8280 Lancaster Drive. The project consists of all one-story structures that includes 70 (seventy) studios, 34 (thirty-four) 1-bedroom units and a 1 (one) 2-bedroom manager's unit. The applicant proposes a number of structural improvements and upgrades to the existing building, parking and common areas that will feature architectural enhancements and site amenities for a more desired "outdoor living" environment for the apartment complex. The proposed project improvements include, but is not limited to, the replacement of the existing 6'0 wood fencing at the unit's private patios with lower, open wire guardrail style fencing; providing carport, covered parking for 65 units to include one ( 1) covered 1 accessible stall; improvements to signage, the pool area, landscaping and the repurposing of Building 4's existing footprint into a one (1) 2-bedroom unit and one (1) handicap accessible 1 bedroom unit. Figure 1: Project Location BACKGROUND The Access at Rohnert Park Apartment complex is located on the south side of E. Cotati A venue just west of the NW Pacific RR and the Cotati city limits to both the east and west. Allegro Student Apartments in Rohnert Park is located just north of the project site. To the south, is low density single family residential dwelling units situated in the "L" section neighborhood. The existing buildings (1 0) were constructed in 1973 and little or no improvements have been made. The applicant is proposing to modernize and upgrade the complex to increase the visual interest of the site, provide for creative outdoor living options and accentuate natural colors and textures in the area. Project Details The applicant is proposing the following changes and improvements: • Paint the exterior of the buildings with an updated fresh color scheme and replace existing 6'-0" high weathered, wood fencing at the units' private patios with lower, open-wire, guardrail style fencing. The proposed design and color and material palette includes a pacer white/web gray body color with a bronze/carnival color scheme and 4 x 4 redwood posts, natural finish with galvanized wire mesh and a 2x4 redwood cap intended to harmonize the exterior finish with this new open mesh fencing. 2 • Provide carport, covered parking for 65 units to include 1 covered, accessible stall to the east of Building #4 and provide four (4) new accessible open parking spaces. The resulting overall number of parking spaces is 148 total spaces for a net reduction of 17 parking spaces: The following outlines the required off-street parking provisions provided for in Rohnert Park Municipal Code (RPMC) Section 17.16.030 and a summary of the proposed new parking layout: Multifamily (Per RPMC 17.16.030) • Studios & 1 Bedroom (1 space/unit) • 2 Bedroom (2 spaces/unit) • Visitor (105/4 + 1) Total spaces required • Assigned open spaces • Visitor (open spaces) • Unassigned (open spaces) Total spaces existing • Covered (New carports) • Assigned open spaces • Visitor open spaces Total spaces provided 3 Required 105 2 27 134 Existing 105 26 34 165 Provided 65 40 43 148 • Replace the existing street signage and trellis elements with a new monument sign and a new trellis element and entry gate located between Buildings # 1 & #2. Provide a motorized-vehicular, metal gate at the driveway entrance to Lancaster Drive. • Repurpose Building #4's existing footprint into one (1), 2-bedroom unit and one (1), handicap accessible one ( 1) bedroom unit. The existing common laundry room housed at this location will be replaced by a stackable washer-dryer in all units and the maintenance shop and storage will be relocated adjacent to a new carport east of Building #4. The resulting, total unit count is increased from 105 units to 106 units. • The pool area will be upgraded to include: replacement of existing 6'0" wood fence with open wire, metal frame fencing and gate; new fire pit and seating area; new concrete flatwork in the pool area; new cabana structure that will include an entry gate built in kitchenette/BBQ's, pass-thru food and beverage service counter to the pool area, trellis shade element in the pool area, lounge open to picnic area, restroom and pool equipment room; a new picnic area and new decorative tree lined walkway east of the cabana. • Relocate existing and exposed trash bins in the parking lots to 4 new, trash enclosures. • Repurpose a portion of the existing landscaped common areas to active common area spaces to include the following amenities: fire pits, BBQ's, picnic tables, seating and outside game areas, yoga pavilion and a new dog run with hog iron fencing. ANALYSIS This project implements the following General Plan Goals and Policies, as follows: • LU-J. Continue to maintain efficient land use patterns and ensure that infill development maintains the scale and character of established neighborhoods. • H0-1. Provide opportunities for housing development that accommodates projected growth and facilities mobility within the ownership and rental markets. The project is located on the south western edge of the City adjacent to single family residences to the south and north and Cotati city limits to the west. As proposed and planned, the project is consistent with the intent of the zoning district and all applicable development standards including height, setbacks, parking, coverage as well as landscaping. An olive tree grove has been called out east of the pool and picnic area. Other main landscape areas are replaced with new activity areas as called out on the site plan. Landscape replacement is minimal in the remaining portions of the site and will be included as part of the building permit application. The review of the project is also guided by RPMC Section 17.25.033. The applicant has put forward a thoughtful design which will enhance the neighborhood and provide a more modem updated feel to the existing apartment complex. According to the Design Guidelines, modem is an architectural style that accentuate the mild California climate with elements that integrate indoor and outdoor spaces. The use of natural materials is also encouraged and the color and nature of the building materials proposed complement the 4 natural materials in the surrounding area and apartment complex units. Staffhas evaluated each ofthe criteria required in RPMC 17.25.033 and has prepared the appropriate findings recommending approval with conditions in the resolution attached. ENVffiONMENTAL DETERMINATION The project has been analyzed for compliance with the requirements of the California Environmental Quality Act (CEQA) and found to be categoricaly exempt as a Class 1 Exemption under Section 15301 : Existing Facility. PLSR19-0002 (Jacob During, WSRH Rohnert Park LLC) WHEREAS, the applicant, Jacob Durling, ofWSRH Rohnert Park LLC, has submitted a Site Plan and Architectural Review for a remodel to the existing Access @ Rohnert Park Apartment complex located at 8280 Lancaster Drive (APN 046-043-001); and WHEREAS, Planning Application No. PLSR19-0002 was processed in the time and manner prescribed by State and local law; and WHEREAS, the project is located in the High Density Residential Zoning District, and so designated in the Rohnert Park Zoning Map; WHEREAS, on May 23 2019, the Planning Commission reviewed Planning Application No. PLSR19-0002 at which time interested persons had an opportunity to testify either in support of or opposition to the project; and, WHEREAS, at the May 23, 2019 Planning Commission meeting, upon considering all testimony and arguments, if any, of all persons desiring to be heard, the Commission considered all the facts relating to Planning Application No. PLSR19-0002. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the above recitations are true and correct. Section 2. Factors Considered. The Planning Commission, m approvmg Planning Application No. PLSR19-0002, makes the following findings, to wit: A. That the developments general appearance is compatible with existing development and enhances the surrounding neighborhood. Criteria Satisfied. The project proposes to remodel the exterior fa9ade with new architectural elements. The changes to the building and color palette blend well with the surrounding area and the overall site design components give the apartment complex and the surrounding neighborhood around it a consistent look and feel that enhances what already exists. The use of natural materials and textures such as redwood fencing elements, trellis tube style steel columns and angle iron canopy shade elements adds visual interest and enriches the quality of the public environment. B. That the development incorporates a variation from adjacent on-site and off-site structures in height, bulk, and area; arrangement on the parcel; openings or breaks in the far;ade facing the street; and/or the line and pitch of the roof Criteria Satisfied. The project pays special attention to site layout and building design. The new design elements propose the addition of 65 (sixty-five) single space carports located throughout the development, as well as trellis structures and new individual patio fencing enclosed by attractive railings. Several new refuse enclosures with masomy walls, a metal roof and solid metal gates will be provided and are located near the center of the development. C. That the development will be located and oriented in such a manner so as to provide pedestrian, bicycle and vehicular connections with adjacent properties, as appropriate, and avoids indiscriminate location and orientation. Criteria Satisfied. Vehicular, bicycle and pedestrian access to the property is from Lancaster Drive. The project proposes a new 6'0" wide entry walkway to the centerline west of the property on Lancaster allowing pedestrian and bicycle ingress and egress. Bike lanes are provided on East Cotati Avenue (one block north of the project area) and on Camino Colegio Avenue. The project site is also located in the vicinity ofthe SMART train and there is a bike and pedestrian path along the SMART tracks leading to other designations in the city. Section 3. Environmental Clearance. The apartment complex remodel project is exempt under California Environmental Quality Act (CEQA) Section 15301: Existing Facility NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby approve Planning Application No. PLSR19-0002 subject to the following Conditions of Approval; 1. The Site Plan and Architectural Review shall expire one year from the Planning Commission approval date, unless prior to the expiration the operation commences or an extension of the Site Plan and Architectural Review is applied for and approved. 2. The applicant shall comply with all applicable sections of the City of Rohnert Park Municipal Code and any other applicable relevant plans of affected agencies, including the Rohnert Park Building and Public Safety Departments. 3. New spaces: Maintenance shop, Unit C, Cabana and pool equipment room shall be treated as new construction modify or extend the existing fire alarm to cover these spaces as prescribed by the latest local code amendments. A separate fire department FS-13 permit will be required. 4. Either remove the existing storage container or prove its legality. It is in the setback area. 5. All personnel exits shall be equipped with panic hardware. 6. The new electric gate will require a separate Fire Department FS-27 permit. 7. The new trash enclosures shall be covered and the interior floor drain plumbed to the sanitary sewer. In the event that it is not practical to plumb the enclosures, alternate methods such as stormwater treatment may be considered. 8. A copy of the existing water system plan shall be provided. Connection to the City system (detector check, backflow preventer, meters) shall be shown. Any existing fire hydrants shall be shown. 9. Additional comments will be provided once the water system plan is reviewed. The review may trigger the need for system revisions such as submetering or placing the fire line on a separate line from the domestic meters. 10. Detailed civil and landscaping plans will be required for review and approval in conjunction with the building permit. The plans shall include a final striping and signing plan. 11. The civil plans shall include an ADA-compliant accessible route to each building. Adequate topographic information shall be provided to demonstrate that the internal ADA parking spaces and walkway are ADA-compliant. It appears that the existing southernmost sidewalk connection to the site may not be ADA-compliant. 12. On-site cracked or settled concrete shall be replaced. Failed or ponding asphalt concrete shall be replaced. 13. Cracked or settled sidewalk along the property frontage shall be replaced. The existing driveway shall be upgraded to current City standards to be ADA-compliant. 14. The existing sanitary sewer connection to the main in Lancaster Drive shall be inspected via camera; any broken or leaking sections of the line shall be repaired or replaced. 15. Show path of travel from accessible parking spaces to accessible units. 16. Indicate path of travel to common areas, pool and picnic areas. 17. Identify accessible units, provide floor plans 18. Laundry appliances must be accessible. 19. Upgrades to pool and cabana will require approval of Sonoma County Department of Health. BE IT FURTHER RESOLVED that said action shall not be deemed final until the appeal period has expired and that the appeal period shall be ten (I 0) working days from the date of said action. No building permits shall be issued until the appeal period has expired, providing there are no appeals. Summary The Planning Commission is charged with the responsibility for ensuring that adopted plans are consistent with goals and policies of the adopted General Plan. The Planning Commission is being requested to review the attached proposed FY 2019-20 Capital Improvements Program (CIP) to determine consistency with the General Plan. The proposed FY 2019-20 CIP will be considered for adoption by the Rohnert Park City Council with the FY 2019-2020 City Budget. Discussion The CIP is a document that addresses the long-term capital improvement needs of the City (i.e. public facilities, infrastructure improvements, and capital equipment needs). The CIP provides a relatively long-term (five-year) strategy for physical facility and infrastructure investment, to be approved annually in concept by the City Council. Every year, the City Council also considers for approval a budget for the first year of the five-year CIP. Section 65401 of the California Government Code requires that for agencies that have adopted a general plan, a "coordinated program of proposed public works ensuing fiscal year" (i.e. a capital 1 improvement plan) is to be "submitted to the city planning agency for review ... as to conformity with the adopted general plan or part thereof." The Planning Commission has been charged with this responsibility by the City Council. The determination of consistency (or "conformity" as it is sometimes called) is needed prior to the City Council's adoption of the CIP as part of the budget process. The Council will use the Commission's determination for this purpose. The proposed FY 2019-20 CIP is attached for the Commission's reference. Staff has reviewed these projects and recommends adoption of the attached resolution on finding the CIP consistent with the General Plan. A discussion of the General Plan policies pertaining to the proposed Capital Improvement Program projects follows. General Plan Consistency The CIP has been reviewed for consistency with the goals and policies of the Rohnert Park General Plan 2000 and has been found to be consistent. The following paragraphs summarize the findings of consistency with the General Plan for each of the program areas in the CIP. City Facilities. The FY 2019-20 CIP includes the re-design of a Public Safety station west of Highway 101 to serve the Stadium Lands Planned Development, Wilfred Dowdell Specific Plan, and Northwest Specific Plan, as well as existing residents and businesses; the construction of the Copeland Creek Detention Basin and Steelhead Refugia for flood control and watershed protection; and capital renovations to the Rohnert Park Animal Shelter and Public Safety Headquarters. This 5-Year CIP also includes programs for ongoing major repairs and implementation of the City's recently-updated Americans with Disabilities Act Self-Evaluation and Transition Plan. These projects are consistent with the following General Plan goals and policies: LU-10-C: Permit hospitals, schools, police and fire stations, parks and other facilities that serve a vital public interest, subject to findings and necessary environmental review to be located in a specific plan area, even if a specific plan for the area has not been adopted. EC-F: Enhance the quality of surface water and groundwater resources and prevent their contamination EC-H: Where feasible, given flood control requirements, maintain the natural condition of waterways and flood plains and protect watersheds to ensure adequate groundwater recharge and water quality. HS-B: Minimize the risk to life and property from flooding. General: Maintaining the ability of the City to maintain its facilities and provide adequate services to its residents is consistent with the overall intent of both the public facilities and health and safety elements of the General Plan. Parks and Recreation. The CIP includes major maintenance and capital replacement projects for parks and recreation facilities throughout the City, including projects at the Sports Center, Community Center; improvements at Lydia Park, Lamont Mini-Park and Roberts Lake Park; 2 removal of a severely deteriorated building at Ladybug Park; and reconstruction of off-street bicycle/pedestrian pathways. The CIP also includes construction of new recreational facilities, including a new multi-use trail to Crane Creek Regional Park to provide access from the urbanized area of Rohnert Park to nearby open space resources. This project is consistent with the following General Plan goals and policies: OS-B: OS-E: OS-F: OS-H Maintain land surrounding the city as open space for the enjoyment of scenic beauty, recreation, and protection of natural resources of the community. Maintain publicly owned open space areas in their natural state; provide public access in a manner that is compatible with the conservation of habitat. Provide an integrated system of parks and trails throughout the City to meet the community's recreational needs. Ensure adequate funding for parks and recreation facilities acquisition, development, and maintenance. Transportation. The FY 2019-20 CIP includes street, bike and pedestrian facility improvements including pavement preservation projects such as overlays; street reconstruction projects; bicycle and pedestrian path reconstruction; sidewalk reconstruction; including accessibility upgrades; traffic signal system improvements; and intersection improvements for optimizing traffic flow. These improvements are consistent with the following General Plan goals and policies: LU-44 CD-I CD-J CD-K TR-A: TR-B: TR-C: TR-F: TR-2: Support creation of a pedestrian-oriented downtown, adjacent to the SMART rail station. Ensure that neighborhood streets provide an attractive physical environment for motorists, pedestrians, and cyclists. Maintain the character of existing neighborhoods while undertaking streetscape and signage improvements in selected areas. Provide safe, convenient, and comfortable pedestrian connections within commercial centers and between commercial centers and adjacent sites and residential neighborhoods. Promote safe and efficient vehicular circulation throughout Rohnert Park. Maintain high levels of mobility along all major street segments and at major intersections. Build new roads and improve existing roadways, where necessary, in conjunction with new development. Encourage alternative modes of travel.. .. Ensure that mitigation measures are coordinated with roadway improvements programmed for funding through transportation-related impact fees. TR-6, TR-11, and TR-12: Use the City's Capital Improvement Program as a means to prioritize and undertake roadway improvements .... ; to prioritize and undertake the intersection 3 TR-N: TR-R: TR-T TR-47 improvements .... ; and to establish priorities for roadway improvements and prepare an action program for implementation. Promote safe, efficient, and comfortable circulation for cyclists and pedestrians throughout Rohnert Park. Continue to develop a comprehensive network of bikeways that promote bicycle riding for transportation and recreation. Balance the need of arterial and collector roadways to efficiently carry traffic, with establishing Central Rohnert Park as a walkable, bikable community, with pedestrian- oriented streets, centers, and mixed-use subareas. Retrofit existing streets as complete streets, in addition to providing vehicular access that supports safe and continuous bike and pedestrian facilities and landscape improvements. Water System. The proposed CIP includes various improvements to the water system, including upgrading water pipelines to serve new development; replacing large commercial water meters; replacing aging well pumps and motors; and upgrade of controls and telemetry to better monitor well production and overall distribution and flow water supply and fire suppression. These projects are consistent with the following General Plan goals and policies : PF-E: PF-11 : Provide sufficient quantities of water for Rohnert Park residents and businesses, while ensuring that safe groundwater is not exceeded. monitor the operation of the municipal well field on a monthly basis to ensure that production does not exceed the recharge rates .... Wastewater System. The proposed CIP includes projects that preserve the sewer collection system such as sewer pipe lining, manhole rehabilitation, and improvements at the Rohnert Park Pump Station including wet wells rehabilitation and replacement of variable frequency drives and motors. Sewer upgrades to serve the new Downtown are also planned in the early implementation of this 5-year CIP. These projects are consistent with the following General Plan goals and policies: PF-D: Ensure that adequate wastewater facilities and services are available to meet the needs of existing and new development. Environmental The recommended finding of consistency is not a project pursuant to Section 15378 of the California Environmental Quality Act Guidelines (CEQA) and additionally, since this is a consistency finding the previous environmental documentation for the General Plan is adequate CEQA documentation. 4 Public Notification Pursuant to Government Code Section 65401 and City Ordinance, no public hearing is required to report on the Capital Improvement Program's consistency with the General Plan. Recommendation Based on the analysis and findings of this report and the attached resolution, Staff recommends that the Planning Commission, by motion, adopt Planning Commission Resolution No. 2018-32 reporting to the City Council that the proposed FY 2019-20 Capital Improvements Program is consistent with the Rohnert Park General Plan 2020.
