The District has a Matching Grant Program available to public agencies and non-profit entities for projects that may include development or preservation of urban open space,and restoration and recreation projects within and near urbanized areas of Sonoma County. Funds available through the Matching Grant Program are specifically focused on projects that link communities and increase public access to open space. The City is applying for a grant to develop the Crane Creek Regional Trail. The total project grant request is currently estimated at$616,000. The project is proposed in three phases: Phase 1: Development of the Crane Creek Regional Trail Through the development agreement between the City of Rohnert Park and the University District Specific Plan developers(University District LLC and Vast Oak Properties LP), an irrevocable offer will be made to dedicate to the City or City's designee a 20'wide easement for a trail east of Petaluma Hill Road on developer-owned property and extending east to Crane Creek Regional Park. (See Attachment A.) The City is working with Sonoma County Regional Parks to scope this phase of the project, as Regional Parks will ultimately assume operation and maintenance of the trail. Access to the regional trail from Petaluma Hill Road will be provided by a service road to a water tank serving the University District,a project being developed by the City and the developer. The preliminary estimate of Phase 1 is$330,000. City of Rohnert Park• 6750 Commerce Boulevard• Rohnert Park,California 94928 Tel:(707)588-2232• Fax:(707)588-2274 Phase 2: Gap Closure of Copeland Creek Bike Path through Sonoma State University Copeland Creek Bike Path runs along Copeland Creek through Rohnert Park and Sonoma State University(SSU),terminating behind the campus corporation yard,with no clear connection through to Petaluma Hill Road. SSU staff has identified a gap closure project consisting of a bike/ped path starting on the north side of Copeland Creek where an existing bike/ped bridge connects the campus to the north parking lots, and the continuation of this path through to Petaluma Hill Road behind the Green Music Center. This connection would provide a virtually uninterrupted path straight from Rohnert Park and SSU to Petaluma Hill Road. Once across Petaluma Hill Road,the trail picks up at the service road through to the regional trail. SSU staff has developed a preliminary estimate of$86,000 for Phase 2. Phase 3: Bike/Pedestrian Crossing at Petaluma Hill Road A safe crossing of Petaluma Hill Road is needed for bicyclists and pedestrians traveling from the west side of Petaluma Hill Road to the trail on the east side. Sonoma County Public Works is being consulted for Phase 3 crossing options, such as pedestrian- activated signalization or other measures to get people safely across. The preliminary estimate of Phase 3, if a traffic signal is constructed,is$200,000. When completed,the Crane Creek Regional Trail will benefit the citizens of Rohnert Park, SSU students, staff and visitors, as well as those in the greater region by increasing connectivity between open space and the urbanized area. Successful applicants to this grant program are required to provide a matching contribution. The grant program does not specify a required matching percentage. The appropriate level of match is determined by the grant evaluators on a project-by-project basis. A match may be in-kind or direct resources,including operation and maintenance of the facilities funded by the grant. The City will offer as matching contribution the value of the trail easement,the water tank service road,and the cost of perpetual operation and maintenance of the service road. While the Commission's charge is over the City's own recreational facilities and programs,the Commission recognizes that the Crane Creek Regional Trail project will connect the City's existing park and trail system with the greater regional recreational system. The Rohnert Park community will benefit directly from proposed trail's connection straight from one of the City's most well-used bicycle and pedestrian paths—Copeland Creek Bike Path—to the Crane Creek Regional Park. The trail will enable Rohnert Park's families to enjoy the open space resources that are a vital part of living in beautiful Sonoma County.
