The Rohnert Park Parks and Recreation Commission met this date at 6:30 p.m. for a special
meeting at the Rohnert Park Community Center, 5401 Snyder Lane, Rohnert Park. The meeting
was called to order at 6:30 p.m. with Chair Black presiding.

Also present for all or part of the meeting was Recreation Services Manager Guy Miller.
Approval of Minutes—Postponed until the November 19, 2007 meeting.
Nomination for CAPRCBM Professional Award: Commissioner Armerding made a motion to
nominate Recreation Services Manager Guy Miller for the California Association of Park and
Recreation Commissioners and Board Members Professional Award. The motion was seconded
by Commissioner Bird and approved 3-0.

Nomination of
Guy G. Miller
for
Outstanding Park &Recreation Professional
Rohnert Park(population over 40,000) was originally designed with a vision of a city built
around 23 neighborhood parks and mini-parks. That vision has become reality and it is now a
legacy which must be nurtured and maintained. Guy Miller took up the fulltime position of
Recreation Services Manager in July 1999 and has executed his duties with an equally strong
vision over the past 8 years.
Today,the City's park system is not only the pride of its citizens but is also a magnet for visitors
and new residents. Guy Miller has had a lot to do with that. First of all, he brought an excellent
skill set to this position. He holds a BS degree in Recreation &Park Administration from CSU-
Sacramento (1977). His career started in April 1986 when he joined the City of Rohnert Park as
Recreation Supervisor. In July 1999,he was promoted to the present title. In June 2002, the
position was upgraded to Department Head level to reflect the responsibilities and authority
which goes with the position.
Guy is a member of the following organizations:
• California Park&Recreation Society(CPRS); District President; 1997-1998, State
Supervisors Representative; 1995-1997
• National Parks &Recreation Association
He was recognized with the CPRS Citation Award in 1998.

In his present position, Guy is responsible for the operation of 25 tennis courts, 20 playgrounds,
14 baseball and softball fields, 10 picnic areas, 9 soccer fields, 6 basketball courts, 5 swimming
pools, 4 community centers, 3 dog parks, a senior center and a fitness center. He manages a
budget of$3.1 million.
Guy oversees a team of 14 full-time staff and 120 part-time employees. He performs the
following additional tasks with calm efficiency:
• participates in the design and purchase of new facilities and equipment;
• keeps current with regulatory developments;
• directs staff training and development
• contracts with outside consultants for special needs; and
• prepares and submits reports to the Commission and City Council.
Guy also serves as a representative of the City government to the Parks, Recreation& Open
Space Committee. The PROS Committee was formed two years ago by the City Council to
formulate a Parks &Recreation Master Plan for Rohnert Park. Guy has played a key roll in
• designing an online user survey;
• conducting neighborhood meetings;
• guiding the deliberations of the Committee; and
• dealing with the outside consultants who are drafting the plan.
In addition, Guy acts as liaison between the City government and the Senior Advisory Comission
as well as numerous other citizens groups including sports groups who use the many facilities
under his control.
In December 2005, the Recreation Supervisor, Maya van den Heuvel, and Guy Miller saved the
life of a patron of the Sports &Fitness Center by their rapid response when he collapsed while
using a treadmill. Maya recognized the signs and started applying CPR while Guy got the new
Automatic External Defibrillator on which they had both just received training. Together,they
succeeded in rescucitating the victim who is still alive and still uses the Fitness Center(with his
new pacemaker!).
This year, Guy was one of the guiding lights behind the "Old and New" crafts and rummage sale
which raised funds for the Senior Center, one of many Parks &Recreation Dept. activities. The
event was so successful that everyone is looking forward to a larger and better event next
summer.
In 2007,he also led the effort to bring our 20 playgrounds up to current standards and make them
a safe, fun place for our kids to play. The first 3 sets were installed this summer and have
already drawn praise from parents and press alike. Guy is already managing the bidding for the
next 3 playgrounds.
Guy is a real team player. He exhibits a trait which is key to success in both the public and -�
private sectors. In Rohnert Park, responsibility for maintaining the parks actually lies with the

Department of Public Works (over which Guy has no authority). In spite of that distinction,
most residents call Guy with requests for park maintenance. Rather than simply telling them to
call Public Works, Guy takes the initiative to personally pass on the request and follows up to see
that the work is done.
Guy is the main support and guide for the activities and deliberations of the Parks &Recreation
Commission which is made up of volunteers, some of whom have no prior experience in this
area- only a keen desire to see our park system continue to be the cornerstone of Rohnert Park
life. Guy answers our endless questions, gives us sound advice and steers us through the
torturous paths of the regulatory environment. One of his most important contributions is to help
us to arrive at a mutually acceptable compromise when we appear to have reached an impasse in
our deliberations.
What is perhaps most impressive about Guy is that, through all of this, he maintains a smile on
his face and a pleasant demeanor. He is a real example to all with whom he comes in contact.
In one sense, you could say that Guy is not "outstanding"because he never hogs the limelight or
makes a lot of noise. At the same time, everywhere you look, Guy is there working to make
things happen smoothly, efficiently and for the benefit of our parks'users. His "fingerprints" are
all over the success of this city.
To sum up, we believe that, if it were not for Guy Miller, Rohnert Park's park system would not
be in the excellent shape it is today, enhancing the lifestyle of and providing enjoyment to the
residents of our fine city. Without reserve, we recommend Guy Miller as deserving of
recognition by the California Association of Parks & Recreation Commissioners &Board
Members.
