April 17, 2006
The Rohnert Park Parks and Recreation Commission met this date at 6:30 p.m. for a regular meeting at
the Rohnert Park city offices, 6750 Commerce Boulevard, Rohnert Park. The meeting was held in work
session. The meeting was called to order at 6:30 p.m. with Chair Hansen presiding.
ROLL CALL Present: (4) Commissioners Black, Butler, Coleman, and Hansen,
Absent: (2) Commissioners Bird and Stevens
Late: (1) Commissioner Griffin
Also present for all or part of the meeting Recreation Services Manager Guy Miller and Senior
Planner, Maureen Rich.
APPROVAL OF MINUTES—The minutes were approved pending some clarifications. Manager Miller
will check the original transcripts.

6:40 p.m. Commissioner Griffin arrives.
OLD BUSINESS
Park Audit—There was discussion on weather to have the entire commission attend the park audits or
break this down into committee. The last meeting resulted in a lack of a quorum. A motion was
made by Commissioner Black to assign a committee of three members with alternates. After
discussion the motion was withdrawn. Another motion was made by Commissioner Hansen to
create a committee of two members and if members could not attend call any commissioner to
serve as an alternate. The motion was approved 6-0.
Park Partnership—Commissioner Black presented her draft proposal for the Park Partnership Program.
Commissioner Coleman distributed a list of potential sponsors, some of which he has personally
contacted about the program. He stated that most of the businesses only contribute to a 501 c(3)
and not to the city which is a 501 c(4). Manager Miller suggested that these businesses be
approached not to solicit donations but to offer a marketing opportunity. Motion by Commissioner
Black to agendize for the.next meeting.
NEW BUSINESS
Parks and Recreation Commission Duties in Subdivision Development—Senior Planner Maureen Rich
presented a summary of the park development process. Extensive discussion followed.
Commissioner Hansen questioned why the high-density developments on the west side have been
excluded from park requirements. Planner Rich said that this is what the general plan calls for and
it is a policy decision. Any change in policy or the General Plan would have to come from City

Council. Commissioner Hansen pointed out some discrepancies in the General Plan. Discussion
followed.
Commissioner Coleman motioned to rescind the motion made at the March '06 meeting approving
the Southeast and University District Specific Plans areas based on additional information not
previously presented. The motion was based on discussions concerning the appraised value of the
land and amount of park credits. Commissioner Black stated that her research shows that the value
of the land is much higher than the proposed value presented by Mr. Black and requested that an
independent appraisal be provided. The motion was approved 6-0. The Commission feels that they
need clear direction from staff on this issue. The Commission needs to have the following
information: 1)The amount of park land or dedication fee to be required, 2)An independent
appraisal of the land to help determine fees, 3)The amount of land and credit in the proposed plan,
4)The location of the proposed park land or use of in-lieu fees.
MATTERS FROM COMMISSIONERS
Chair Hansen asked Planner Rich if the Centreville development paid park development fees.
Planner Rich said that was before she arrived and she did not know. Manager Miller said he will
check on this.
Chair Hansen asked that the current results of the PROS survey be presented at the next meeting to
assist the Commission in making decisions about park amenities.
STAFF REPORTS
Department Highlights for March—The date of the report was corrected.
COMMISSION COMMITTEE REPORTS
Park Master Plan (PROS) Committee—Commissioner Hansen reported that the committee selected a
closing date for the survey of May 31.
Golf Committee—Commissioner Bird reported that there was no meeting.
ADJOURNMENT -There being no further business before the Commission,the meeting was adjourned
at 9:45 p.m.
