Subject: March 20, 2006 Minutes
At the April 17, 2006 meeting the minutes were not approved pending clarification of the
following:
1. Old Business: SE Specific Plan Area, Paragraph 9, last sentence. Is it accurate that
Mr. Blackman said they would not ask for park credits and the city is getting the
equivalent of a seven acre park? According to the official transcripts this
statement was made and was correctly recorded.
2. Old Business: University District, Paragraph 7, last sentence. The last sentence
reads: "Mr. Pohlson said he wasn't sure if this would be the right park for an all-
weather field,but he will continue to work with Manager Miller". The question
was asked if he committed to more than this. The official transcripts are accurate
and no other statement was made.
3. The Commission requested to determine if a statement from Mr. Blackman was
made concerning the value of the land. According to the official transcripts, no
such statement was made at this meeting.

Subject: PROS Survey Results
Enclosed in your packet is a partial result of the PROS Recreational Needs Survey.
The City is currently being asked by the developers of the specific plan areas to provide
them with ideas of what recreational facilities we would like to see in the proposed new
parks. The PROS Survey was designed to publicly solicit just such information. I have
included results of portions of the survey that may provide you with information to help
you make these decisions. Please be aware that these results are incomplete and many
responses not germane to the immediate concerns have been excluded. Furthermore, this
survey is only one method the PROS Committee will use to solicit public input. It is
incomplete at this time and should only be used as a guide.
Please read the survey results before arriving at the meeting and be prepared for a brief
discussion on any possible trends you see in the data. The results of this discussion may
be useful in establishing development priorities and making recommendations to the
developers. It is not our intention to have any significant discussion of the survey results
at this meeting. The entire survey will be presented and discussed at a later date when it is
complete.

Subject: Preliminary Design Consideration for NE Park Development
Mr. Van Logan will make a brief presentation of preliminary plan for the park
development in the Northeast Specific Plan Area. This is intended for discussion and
informal recommendations from the Commission as to what recreational venues and
facilities would be appropriate in this park. Mr. Logan will then incorporate the
Commissions suggestions into his park plan for a future presentation. No formal action is
needed at this time. The commission is encouraged to review the preliminary results of
the PROS Recreational Needs Assessment(enclosed) to help make recommendations.

REGULAR MEETING
WEDNESDAY APRIL 5, 2006

MINUTES
A. Call to Order-The meeting was called to order by Chair Blanquie at 7:00 pm.
Committee Members Present:

B. Approval of Minutes: March 1, 2005. (Motion:Bird, 2nd: Aronis)
C. Old Business
1. Survey Results Update: RSM Miller reported that 550 surveys have been
received to date. This represents a very good response rate in excess of 1% of
Rohnert Park's population.
2. Spanish Translation of Survey: RSM Miller reported that the Spanish
translation has been completed and is online. No Spanish language
submissions to date.
3. Implementation Assignments for Survey: RSM Miller reported that he
completed his assignment. A second mailer announcing the survey is planned
for the next utility bill mail out by the City. The utility bill mail out will
include a Spanish translation directing people to the survey.
D. New Business
1. Establishment of Survey Ending Date: ACM Schwarz requested that the
Committee establish a firm end date for the survey so that staff can begin
planning for subsequent actions, including interviews of stakeholder groups.
RSM Miller suggested the end of May for the survey. Committee members
discussed the merits of the end of May relative to alternative dates, most
notably the end of June. Several committee members stated their desire that
all data collection be completed by the end of June. By consensus,the
Committee established May 31, 2006 as the last day for the survey and June
30, 2006 as the last day for data collection.
Several Committee members stated their desire that a final mailer be sent to as
many residents as possible prior to the May 31 end date. Following general
discussion, the Committee approved by unanimous acclamation that a final
mailer be sent. Chair Blanquie assigned Bonnie Black to make the
arrangements for the mailer. Susan Adams volunteered to help with the art
work. Susan Adams recommended a budget of$5,000 for the mailer. This
recommendation was also approved by unanimous acclamation.
The Committee also discussed a letter writing campaign to promote the survey
prior to the May 31 end date. Letters are to be sent to the Community Voice.
Chair Blanquie proposed that a letter be written each week. Noting that Susan
Adams had already written a letter, the Chair assigned the following members
to write letters: Aronis,Bird, Black, Danesi, Hansen, and Petersen.
Cindy Petersen inquired as to whether the library staff could assist patrons in
completing the survey. Bonnie Black stated the need to take print outs of the
survey to those with limited access. Bonnie Black reported on her experience
presenting the survey to a 5th grade class at Waldo-Rohnert Elementary. She
submitted the completed surveys to RSM Miller. Bonnie Black also reported
that CRPUSD Superintendent Watenpaugh had sent a memo to all principals
making them aware of the survey.
2. Review of PROS Work Program: ACM Schwarz proposed that the Committee
target the end of the calendar year for the completion of its charge so as to
maximize the incorporation of the resulting information in the analyses of
future City projects. The Committee discussed the next phase of its work— --1
outreach to stakeholder groups. ACM Schwarz inquired as to whether
outreach to students should occur prior to the summer months. The
Committee discussed various means to conduct outreach to students. Nick
Aronis agreed to contact administrators and teachers at Creekside and Mt.
Shadows. Bonnie Black agreed to contact a teacher at Mt. Shadows. Chair
Blanquie agreed to contact Tech. High. RSM Miller volunteered to send a
letter to the administration at the Ranch. ACM Schwarz agreed to contact
S SU via James Reilly,the student liaison.
E. Matters from the Committee:
1. For the Committee's information,Tim Danesi distributed material from the
Recreation Department of the City of Folsom.
F. Future Agenda Items:
1. None
G. Next Meeting: The date of the next meeting is May 3,2006
H. Adjournment: The meeting was adjourned at 8:11 pm.
