CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on July 18, 2019. Present: Gina Belforte, Mayor Joseph T. Callinan, Vice Mayor Susan Hollingsworth Adams, Councilmember Pam Stafford, Councilmember Absent: Jake Mackenzie, Councilmember Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Development Services Director Pawson, Director of Public Works and Community Services McArthur, Director of Public Safety Mattos, Lieutenant Nicks, Planning Manager Beisweinger, Deputy City Engineer Garrett, Management Analyst Beran, Senior Analyst Leo Tacada, Planner III Garcia, Assistant City Clerk Lopez Cuevas and City Clerk Buergler. 2. PLEDGE OF ALLEGIANCE Led by Councilmember Stafford. 3. PRESENTATIONS None 4. DEPARTMENT HEAD BRIEFING A. Public Safety Update City Manager Jenkins provided the briefing. B. Department of Public Safety Emergency Management Lieutenant Jeff Nicks provided the briefing. 5. PUBLIC COMMENTS Reverend Michael Vasler spoke against Item 6D Re: Parking Restrictions and requested Council to offer more compassionate options to assist the shelterless. City of Rohnert Park Joint Regular Meeting Agenda for City Council July 23, 2019 RPFA/CDC Successor Agency Page 2 of 6 Robin Cook expressed concern in how her neighborhood is being affected by the homeless and requested the Council to impose overnight parking restrictions. Dave Molidor expressed concern about 5G wireless technology and does not consent to it; Mr. Molidor requests Council to present a study session on this item. Carol Sherman requests Council to recognize Redwood Empire food bank and she would like Council to consider inviting the City Commission Committee and Board Chairs to employee recognition events, including the July 26 event. Adrienne Lauby is concerned about possible power shut offs and the fragile people not having access to back up generators. Ms. Lauby also requested Council to approach the issue of homelessness on a more holistic matter such as safe parking. Charmaine Padilla spoke in support of item 6D and parking restriction and expressed concern about the hazardous waste left behind by the RV's users. David Rimer requested Council to limit the number of occupants for single family units. Rick Coates, Executive Director of Forest Unlimited, spoke about the importance of neighborhood watch programs and requested Council look at the cost of undergrounding all PG&E lines. Walter Woods expressed concerned over the conditions that homeless people endure. 6. CONSENT CALENDAR A. Acceptance of Reports for: 1. Recommended Action(s): Approving New Street Names for the Bristol Property Area of the University District Specific Plan. Public Comment: None ACTION: Moved/seconded (Callinan/Stafford)to adopt Resolution 2019-094 Rescinding Resolution 2015-046 Approving Street Names for the Vast Oak Area of the University District Specific Plan and Approving New Street Names for the Bristol Property Area of the University District Specific Plan with an Amendment to change Ohana Circle to Oak Circle. Discussion and Direction on Lacrosse Striping at the Sunrise Park All Weather Field Director of Development Services Pawson presented the item. Recommended Action(s): use the "Ecostripe"paint option for the first season. PUBLIC HEARING (Noticed: July 12, 2019) Urban Growth Boundary Renewal Ballot Measure (PLGP19-0002) - Consideration of a Resolution Calling a Special Election to be Held on November 5,2019, to Ask Voters to Extend the Urban Growth Boundary to December 31, 2040, and Revise the Boundary to Exclude Approximately 80 Acres of Land Located at 047-111-050 (CEQA Review: Exempt under CEQA Guidelines section 15061(b)(3)) Planning Manager Beiswenger and Development Services Director Pawson presented the item. Recommended Action(s): Staff recommends that the City Council hold a public hearing and adopt a resolution 1) Calling and giving notice of the holding of a special election to ask voters to (a) extend the duration of the City of Rohnert Park Urban Growth Boundary ("UGB") to December 31, 2040, and (b) revise the boundaries of the UGB to exclude approximately 80 acres of land located at Assessor's Parcel Number 047-111-050; 2) Requesting that the Sonoma County Board of Supervisors consent to the consolidation by the Sonoma County Elections Official of the special election with the established election date on held November 5, 2019 and direct the Sonoma County Registrar of Voters to conduct the election on the City's behalf; and 3) Directing the City Attorney to prepare and file an impartial analysis of the proposed ballot measure. Councilmember Adams left the dais at 6:21 pm Public Hearing 6:22 pm Teri Shore, Regional Director for North Bay for Green Bell Alliance, spoke in support of the item and stated that it is a very important legacy for the City of Rohnert Park as it will protect open space and farm land around the City and will encourage climate smart growth within the City. MS. Shore requested the City Council to inform and educate the public of this measure and informed that Green Bell Alliance will be willing to work with the City and its argument in favor of the measure as well as sign for the argument. Chris Meyer spoke in support of the item and informed that as a, private resident, will be working with Teri Shore to educate the public about the importance of the Urban Growth Boundary. Public Hearing Closed: 6:26 pm Councilmember Adams returned to the dais at 6:25 pm ACTION: Moved/seconded (Callinan/Stafford)to Adopt Resolution 2019-095 Calling and Giving Notice of the Holding of a Special Election on November 5; 2019' Asking Voter to adopt an Ordinance that Would (1) Extend the Duration of the City of Rohnert Park Joint Regular Meeting Agenda for City Council July 23, 2019 RPFA/CDC Successor Agency Page 5 of 6 City of Rohnert Park Urban Growth Boundary(UGB) to December 31, 2040; (2) Revised the UGB to Exclude Approximately 98 acres of Land Located at 7900 Petaluma Hill Road (APN 047-111-050); and (3) Amend Certain General Plan Policies Regarding Implementation of the UGB; Requesting that the Sonoma County Board of Supervisors Consent to the Consolidation by the Sonoma County Registrar of Voters of the Special Election to be Held November 5, 2019 and Authorizing the Sonoma County Registrar of Voters to Canvass the Election Results for Such Election; and Directing the City Attorney to Prepare and File an Impartial Analysis of the Proposed Ballot Measure Motion carried by the following unanimous 4-0-1 vote: AYES: Adams, Stafford, Callinan, and Belforte,NOES: None, ABSENT: Mackenzie. Public Comment: None. ACTION: Moved/seconded (Stafford/Callinan) to nominate Councilmember Mackenzie Association of Bay Area Governments (ABAG) Executive Committee.
