CALL TO ORDER Chairperson Giudice called the regular meeting to order at 6:06 p.m. 2. PLEDGE OF ALLEGIANCE Led by Chairperson Giudice. 3. ROLL CALL Present: Gerard Giudice, Chairperson Daniel A. Blanquie, Commissioner Marc Orloff, Commissioner Absent: Susan Haydon, Vice Chair John E. Borba, Commissioner Staff Present: Planning Manager, Jeff Beiswenger, Planner I, Suzie Azevedo, Consultant, Kevin Locke, and Recording Secretary, Jennifer Sedna, were present. 4. DECLARATION OF ABSTENTION None. 5. ACKNOWLEDGEMENT OF POSTING OF AGENDA Chairperson Giudice acknowledged the posting of the Agenda of this meeting in three (3) public places, per the requirements of the Brown Act. 6. PUBLIC COMMENT None. 7. CONSENT CALENDAR - ADOPTION OF MINUTES 7.1 Approval of the Draft Minutes of the Planning Commission meeting June 13, 2019. ACTION: Moved/seconded (Blanquie /Orloff) to continue the vote of the minutes of the June 27, 2019 Regular Planning Commission meeting and bring back for review, and to agendize the discussion of action only minutes for further discussion. Motion carried by the following unanimous 3-0-2 vote: AYES: Blanquie, Giudice, and Orloff; NOES: None; ABSTAIN: None; ABSENT: Borba and Haydon. 8. AGENDA ITEMS 8.1 PUBLIC HEARING — CONDITIONAL USE PERMIT — File No. PLUP 19- 0005 — Chris Rockwell/Money Shot Billiards, LLC — Consideration of Resolution 2019-23 Conditionally Approving File No. PLUP 19-0005: Use Permit to Establish a Billiards Hall and Cafe in a Mixed Use, Multi -Tenant Building Located at 227 Southwest Boulevard (APN 145-150-058). Suzie Azevedo, Planner I, presented the item. Recommended Action(s): Adopt Resolution No. 2019-23 approving a Conditional Use Permit (CUP) to operate a billiards hall and caf6 located at 227 Southwest Boulevard. Applicants Chris Rockwell of Money Shot Billiards, LLC, answered questions from the Commissioners. Hearing opened. Public Comment: Resident Travis Arial stated that he lives in the neighborhood, was invited in to play, that his interest in the game was revitalized with it being a fun, active sport, and that he is in support of the business opening. ACTION: Moved/Seconded (Orloff/Blanquie) to adopt Resolution 2019-23 Conditionally Approving File No. PLUP 19-0005: Use Permit to Establish a Billiards Hall and Cafe in a Mixed Use, Multi -Tenant Building Located at 227 Southwest Boulevard (APN 145-150-058) with the following amendments: place a period after "public rights-of-way" under item 6; add item 16 to include interior and exterior security cameras shall be installed to monitor the establishment at all times; and, add item 17 that the minimum age for entry shall be 18 years old after the hours of 8 pm. Motion carried by the following unanimous 3-0-2 vote: AYES: Blanquie, Giudice, and Orloff, NOES: None; ABSTAIN: None; ABSENT: Borba and Haydon. Recessed: 6:51 p.m. Reconvened: 6:58 p.m. 8.2 PUBLIC HEARING — GENERAL PLAN AMENDMENT — File No. PLGP 19-0003 - City of Rohnert Park — Consideration of Resolution 2019-24 Recommending City Council to Adopt the Changes to the City of Rohnert Park Local Hazard Mitigation Plan and Amend the City of Rohnert Park General Plan Chapter 7 Section 7.5 "Emergency Management" to Incorporate the Approved 2018 City of Rohnert Park Hazard Mitigation Plan by Reference into the Health and Safety Element. Consultant Kevin Locke presented the item. Recommended Action(s): Conduct a Public Hearing and Adopt Resolution 2019-24 recommending that the City Council take the following actions: (1) Adopt the required changes to the previously approved Local Hazard Mitigation Plan; (2) Approve General Plan Amendment 2019-0003, amending the City of Rohnert Park General Plan to include the Local Hazard Mitigation Plan; and, (3) Find that the project is exempt from environmental review and required by CEQA through the use of the "General Rule" Section 15061(b)(3) that is applied to proposals which will have no potential adverse impact on the environment. ACTION: Moved/Seconded (Blanquie /Orloff) to adopt Resolution 2019-24 Recommending City Council to Adopt the Changes to the City of Rohnert Park Local Hazard Mitigation Plan and Amend the City of Rohnert Park General Plan Chapter 7 Section 7.5 "Emergency Management" to Incorporate the Approved 2018 City of Rohnert Park Hazard Mitigation Plan by Reference into the Health and Safety Element with corrections to Table 3.1: Technology High School is at 550 Bonnie Avenue, remove Waldo Elementary since it doesn't exist, and La Fiesta should be changed to University Elementary. Commissioner Blanquie clarified that the public needed access to information to process claims in the Emergency Management Plan and that appropriate authority was given to the City Manager for timely emergency response. Chair Guidice stated for the record that all of the Mobile Home and RV parks have the same condition of a single exit and single entrance; in the event of a fire, many of the seniors have varying abilities to exit safely especially for the locations that have one of the exits locked; and, that residents have expressed these concerns. The Chair directed staff to meet with the associations or individual locations, or address this issue with the Mobile Home Rent Appeals Board. Motion carried by the following unanimous 3-0-2 vote: AYES: Blanquie, Giudice, and Orloff, NOES: None; ABSTAIN: None; ABSENT: Borba and Haydon. 9. ITEMS FROM THE PLANNING COMMISSION None. 10.
