1. CALL TO ORDER
Chairperson Giudice called the regular meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE

5. ACKNOWLEDGEMENT OF POSTING OF AGENDA
Chairperson Giudice acknowledged the posting of the Agenda of this meeting in three (3)
public places, per the requirements of the Brown Act.

7. CONSENT CALENDAR - ADOPTION OF MINUTES
7.1 Approval of the Draft Minutes of the Planning Commission meeting June 13,
2019.
ACTION: Moved/seconded (Orloff/ Blanquie) to approve the minutes of the
June 13, 2019 Regular Planning Commission meeting as presented.
Motion carried by the following unanimous 5-0-0 vote: AYES: Blanquie,
Borba, Giudice, Haydon, and Orloff; NOES: None; ABSTAIN: None; ABSENT:
None.
8. AGENDA ITEMS
8.1 SITE PLAN AND ARCHITECTURAL REVIEW — File No. PLSR18-0009 -
Straus Creamery — Consideration of Resolution 2019-20 Approving the Site Plan
and Architectural Review for an Industrial Building with a Tenant Improvement
for Straus Family Creamery with Exterior Processing Area Located at 201
Business Park Drive (APN 143-040-124).
Planning Manager Jeff Beiswenger presented the item. Recommended Action(s): Adopt
Resolution No. 2019-20 approving the Site Plan and Architectural Review (SPAR) for
the Straus Family Creamery tenant improvement with exterior processing area at 201
Business Park Drive.
Public Comment: None.
Applicants Bill Sumski, of PB&J Partners, and Bob McGee, President and COO of Straus
Family Creamery, answered questions from the Commissioners.
ACTION: Moved/Seconded (Orloff/Blanquie) to adopt Resolution 2019-20
Approving the Site Plan and Architectural Review for an Industrial Building
with a Tenant Improvement for Straus Family Creamery with Exterior
Processing Area Located at 201 Business Park Drive (APN 143-040-124) with
the following amendments: modify construction start time to 7 a.m. and
Saturday/Sunday work permitted by the Director subject to noise and other
nuisance complaints.
Motion carried by the following unanimous 5-0 vote: AYES: Blanquie, Borba,
Giudice, Haydon, and Orloff; NOES: None; ABSTAIN: None; ABSENT: None
8.2 PUBLIC HEARING — GENERAL PLAN AMENDMENT — File No.
PLGP 19-0002 - City of Rohnert Park — Consideration of Resolution 2019-21
recommending that the City Council submit an ordinance to the voters that would
extend the duration of the City of Rohnert Park Urban Growth Boundary
("UGB") to December 31, 2040 and revise the boundaries of the UGB to exclude
from the UGB an approximately 98 -acre parcel of land located on the Southwest
Corner of at Petaluma Hill Road and Valley House Drive (APN 047-111-050) and
related actions.
Consultant Emmanuel Ursu presented the item. Recommended Action(s): Conduct a
Public Hearing and Adopt a Resolution recommending that the City Council submit an
ordinance to the voters that would extend the duration of the City of Rohnert Park Urban
Growth Boundary ("UGB") to December 31, 2040 and revise the boundaries of the UGB
to exclude from the UGB an approximately 98 -acre parcel of land located on the
Southwest Corner of Petaluma Hill Road and Valley House Drive (Assessor's Parcel
Number 047-111-050) and related actions.

Public Comment: Chris Meyer expressed support of the resolution. Teri Shore, North Bay
Regional Director of the Greenbelt Alliance, expressed support of the resolution and
suggested the Commission clarifies the use of the terms "Agricultural Land" versus
"Agricultural Use." Rick Savel, representing the South County Resource Preservation
Committee, corrected the APN number of the parcel to be excluded from the UGB.

ACTION: Moved/Seconded (Haydon/Orloff) to adopt Resolution 2019-21
recommending that the City Council submit an ordinance to the voters that
would extend the duration of the City of Rohnert Park Urban Growth Boundary
("UGB") to December 31, 2044 and revise the boundaries of the UGB to exclude
from the UGB an approximately 98 -acre parcel of land located on the Southwest
Corner of Petaluma Hill Road and Valley House Drive (APN 047-111-050) and
related actions with the following recommendations:
• Include in the general election in March 2020
• Modify to a 24 year extension of the Urban Growth Boundary
• Modify amendment to a 12 year period for Affordable Housing
exemptions
Change language to "Agricultural Land" in lieu of "Agricultural Use"
Motion carried by the following 5-0-0 vote: AYES: Blanquie, Borba, Giudice,
Haydon, Orloff, NOES: None; ABSTAIN: None; ABSENT: None

8.3 STUDY SESSION — Introduction to the Zoning Ordinance Update and Review
of Work Completed to Date.
Consultant Martti Eckert presented the item. Recommended Action(s): Receive the
Planning Commission's input on the project's guiding principles and issues to address the
ordinance's proposed reorganization, and the proposed modifications to the Rohnert Park
Municipal Code's (RPMC) wireless communication and alcohol use regulations.
Public Comment: None.
ACTION: By Consensus (none opposed), Planning Commission received the
informational presentation and participated in the study by offering input on
various topics such as vehicular parking on private property, landscaping
including plant selection and creating a City approved list, requiring
underground utilities for major redevelopment and new development, creating a
threshold on administrative permits, wireless communication, and conditional
use permits for alcohol sales. Commissioner Blanquie stated that 5G technology:
is military grade technology that originated in Israel, which has banned it; that
there are health concerns regarding this technology due to radiation; there have
been no independent, scientific studies analyzing the health impacts; that
Danville has banned 5G technology and reportedly Mill Valley; directed staff to
research this issue; and, directed that the discussion regarding 5G technology be
carried forward to the City Council.
8.4 SITE PLAN AND ARCHITECTURAL REVIEW - File No. PLSR19-0004 -
City of Rohnert Park - Consideration of Resolution 2019-22 Approving the Site
Plan and Architectural Review for the Revised Westside Public Safety Facility at
5870 Labath Avenue (APN 143-040-140).
Planning Manager Jeff Beiswenger presented the item. Recommended Action(s): Adopt
Resolution No. 2019-22 approving the Site Plan and Architectural Review (SPAR) for
the revised architecture and site plan of the Westside Public Safety Station at 5870
Labath Avenue.
Public Comment: None.
City Engineer Vanessa Garrett answered questions from the Commissioners.
ACTION: Moved/Seconded (Blanquie/Borba) to adopt Resolution 2019-22
Approving the Site Plan and Architectural Review for the Revised Westside
Public Safety Facility at 5870 Labath Avenue (APN 143-040-140).
Motion carried by following unanimous 5-0 vote: AYES: Blanquie, Borba,
Giudice, Haydon, and Orloff, NOES: None; ABSTAIN: None; ABSENT: None
9. ITEMS FROM THE PLANNING COMMISSION
Commissioner Orloff asked about the renovation of Jack in the Box at the corner of
Expressway and Commerce. Commissioner Haydon expressed concern about the
condition of the shopping center with Target and Burlington Coat Factory. Commissioner
Blanquie requested an update of Station Avenue.
