2019/08/08 Planning Commission Resolution PLANNING COMMMISSION RESOLUTION NO. 2019-25 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK APPROVING SITE PLAN AND ARCHITECTURAL REVIEW FOR THE BRIO APARTMENT COMPLEX REMODEL LOCATED AT 7300 & 7380 ADRIAN DRIVE (APNS 143-370-011,143-370-003) FILE NO. PLSR19-0006 (Cliff Clark, WSRH Rohnert Park LLC) WHEREAS, the applicant, Cliff Clark, of WSRH Rohnert Park LLC, has submitted a Site Plan and Architectural Review application for a remodel to the existing Brio Apartment complex located at 7300 and 7380 Adrian Drive (APNS 143-370-011/143-370-003 ); and WHEREAS, Planning Application No. PLSR19-0006 was processed in the time and manner prescribed by State and local law; and WHEREAS, the project is located in the High Density Residential Zoning District, and so designated on the Rohnert Park Zoning Map; WHEREAS, on August 8, 2019, the Planning Commission reviewed Planning Application No. PLSR19-0006 at which time interested persons had an opportunity to testify either in support of or opposition to the project; and, WHEREAS, at the August 8, 2019 Planning Commission meeting, upon considering all testimony and arguments, if any, of all persons desiring to be heard, the Commission considered all the facts relating to Planning Application No. PLSR19-0006. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the above recitations are true and correct. Section 2. Factors Considered. The Planning Commission, in approving Planning Application No. PLSR19-0006, makes the following findings, to wit: A. That the developments general appearance is compatible with existing development and enhances the surrounding neighborhood. Criteria Satisfied. The project proposes to remodel the exterior façade with new architectural elements. The changes to the building and color palette blend well with the surrounding area and the overall site design components give the apartment complex and the surrounding neighborhood around it a consistent look and feel that enhances what already exists. The use of natural materials and textures such as cedar siding, lattice green screens and new planter boxes adds visual interest and enriches the quality of the public environment. 2 Reso 2019-25 B. That the development incorporates a variation from adjacent on-site and off-site structures in height, bulk, and area; arrangement on the parcel; openings or breaks in the façade facing the street; and/or the line and pitch of the roof. Criteria Satisfied. The project proposes to remodel the exterior façade with new architectural elements and signage that would not alter the height, bulk, or area of the building. No expansion or other exterior changes are proposed that would affect the arrangement of the parcel and/or the line and pitch of the roof. C. That the development will be located and oriented in such a manner so as to provide pedestrian, bicycle and vehicular connections with adjacent properties, as appropriate, and avoids indiscriminate location and orientation. Criteria Satisfied. The project proposes to remodel the exterior with new signage and façade architectural elements. The project involves exterior modifications to an existing building and therefore no changes to the building orientation, setbacks, or parking will occur on the site. The exterior modifications to the existing high residential apartment complex would not alter the pedestrian, bicycle and vehicular connections with adjacent properties. The site as currently designed is consistent with this criteria. Section 3. Environmental Clearance. The apartment complex remodel project is exempt under California Environmental Quality Act (CEQA) Section 15301: Existing Facility. No further action is required pertaining to environmental review. NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby approve Planning Application No. PLSR19-0006 subject to the following Conditions of Approval; 1. The Site Plan and Architectural Review shall expire one year from the Planning Commission approval date, unless prior to the expiration the operation commences or an extension of the Site Plan and Architectural Review is applied for and approved. 2. The applicant shall comply with all applicable sections of the City of Rohnert Park Municipal Code and any other applicable relevant plans of affected agencies, including the Rohnert Park Building and Public Safety Departments. 3. Provide a key box and a labeled set of keys for emergency responders use. 4. Provide signage which identifies the location of the fire alarm control panel. 5. Address must comply with local fire code ordinance. 6. At building permit, submit the LID Stormwater Determination Worksheet. It appears the project is not subject to stormwater treatment since very little impervious surface is being created or replaced. 7. The final architectural plans shall include an ADA-compliant accessible route to each building, the common areas, and the trash enclosure. Adequate topographic information shall be provided to demonstrate that the internal ADA parking spaces and walkway are ADA-compliant. 8. On-site cracked or failed pavement shall be replaced. In addition, the existing valley gutter shall be connected to a new sidewalk drain conveying flows under the sidewalk to Adrian Drive.
