The Rohnert Park City Council met this date for a
Special Joint Meeting to commence at 5: 00 p.m. at the
Doubletree Hotel, Bacchus Restaurant, 1 Red Lion Drive,
Rohnert Park, with Mayor Mackenzie presiding.
CALL TO ORDER:

Mayor Mackenzie CALLED the Special Joint Meeting to order at
5 : 07 p.m.
ROLL CALL:

Present : (5) Councilmembers Breeze, Flores and Smith; Vice
Mayor Vidak-Martinez; and Mayor Mackenzie
Absent: (0) None
Staff present for all or part of the Special Joint Meeting:
City Manager Donley, City Attorney Kenyon, Interim Assistant
City Manager/Finance Director Lipitz, Interim Assistant City
Manager/City Engineer Jenkins, Senior Planner Bendorff and
Senior Engineering Technician Pedroncelli .

UNSCHEDULED PUBLIC APPEARANCES:
1 . Brad Baker, President of Codding Enterprises, was
recognized and DISTRIBUTED AND REVIEWED plans for the
proposed Sonoma Mountain Village on the former Agilent
site. He noted that highlighted features of the project
include higher density, narrower streets and
walkablility. He stated that he plans to make a
presentation at the August 11, 2005 Planning Commission
meeting. Mr. Baker responded to
Councilmember/Commissioner questions and comments about
the purpose of narrower streets and bulb-outs, the
Village Square and the plans for retail .
At this time, Mayor Mackenzie introduced Ed Gilardi,
President, Board of Trustees, Cotati-Rohnert Park Unified
School District, and representative. The Mayor also
reviewed the reasons for the Special Joint Meeting and
plans to update the City' s General Plan.
2. Larry Esparza, 44 Verde Circle, was recognized and
noted that while he supports the City Council, he is
very opposed to the construction of any casino in the
area. He indicated that he and other concerned parties
are monitoring all casino-related matters very closely
and that this evening' s Special Joint Meeting is being
recorded due to that concern.
Mayor Mackenzie stated that he recently called the
National Gaming Commission in Washington, D.C. , and
that he has learned that the Draft Environmental Impact
Study (EIS) for the proposed casino of the Federated
Indians of Graton Rancheria (FIGR) is 90-100 days away
from completion.
At this time, City Manager Donley reviewed this evening' s
agenda.
ITEMS FOR REVIEW, DISCUSSION AND/OR DIRECTION
GENERAL PLAN IMPLEMENTATION PROCESS
1 . GENERAL PLAN OVERVIEW:
Senior Planner Bendorff reviewed the contents of the
Staff Report via a Power Point presentation, and he
responded to Councilmember/Commissioner questions and
comments regarding the acreage to be added to the
General Plan in the next 15 years .

2. PLANNING AREAS:

b. Stadium, City Center, Agilent Areas
Senior Planner Bendorff reviewed the contents of the
Staff Report via a Power Point presentation, and staff
responded to Councilmember/Commissioner questions and
comments regarding Canon Manor, sufficiency of water for
upcoming projects, time line for the first Draft EIRs
to come before the Planning Commission and then the
City Council and Growth Management issues . Mayor
Mackenzie and Vice Mayor Vidak-Martinez discussed the
need to update the General Plan in terms of addressing
the matter of infill development.
At this time, Ed Gilardi from CRPUSD addressed
Councilmember and Commissioner .questions and comments
regarding reorganization of the School District,
addition of a second high school and the need for more
funds at Rancho Cotate High School . Vice Mayor
Vidak-Martinez shared additional comments about issues
related to the County Reorganization Committee.
3. UPDATING THE GENERAL PLAN:
Senior Planner Bendorff reviewed the contents of the
Staff Report. Mayor Mackenzie stated that Council needs
to get direction on this matter soon.
4 . ROLES OF PLANNING COMMISSION AND PARKS & RECREATION
COMMISSION:
Review of Planning Commission and Parks & Recreation
Commission roles in processing developments :
Senior Planner Bendorff summarized the contents of the
Staff Report. Mayor Mackenzie shared additional
comments regarding the City Council ' s need for
recommendations and direction from the various
committees/commissions.

5. WATER ISSUES:
a. Water Supply Assessment (WSA) :
b. Infrastructure required:
Interim Assistant City Manager/City Engineer Jenkins
reviewed the contents of the Staff Report via a Power
Point presentation. He stated that a copy of the City
of Rohnert Park Public Facilities Finance Plan
Executive Summary will be provided to anyone interested.
Staff responded to Councilmember/Commissioner questions
and comments including the following: Current status of
litigation over the City's WSA, sufficiency of water for
EIRs for Specific Plan Areas, comprehensiveness of the
City' s WSA, the Eel River Water decision, update on
restructured agreements, the discussion to bring no
municipal services to the casino site, explanation of
causes of domestic supply wells near Rohnert Park going
dry and a review of the drilling depths for wells in
Rohnert Park.
Councilmember Breeze left the proceedings at 6:38 p.m.

Dan Carlson, Deputy Director of Operations, Santa Rosa
Utilities Department, and Dave Smith, Program Manager,
shared the Staff Reports for the above-listed items via
oral or Power Point presentations . Said representatives
SUBMITTED to City Manager Donley a book with new
information regarding Rohnert Park's irrigation system,
and they DISTRIBUTED AND REVIEWED a document entitled,
"Recycled Water Uses Allowed* in California. " Mr. Smith
responded to a Councilmember inquiry about the
possibility of a storage site east of Petaluma Hill Road.

Interim Assistant City Manager/City Engineer Jenkins
reviewed the contents of the Staff Report. At the
request of Mayor Mackenzie, City Attorney Kenyon
explained what Development Agreements are, noting that
they are separate contracts between a developer and
the City, and she stated that the City has a
Subcommittee of Mayor Mackenzie and Vice Mayor Vidak-
Martinez to work with developers to put together a
Draft Development Agreement, which would then go to the
Planning Commission along with EIR and planning
approval documents for recommendation, before returning
to the City Council for final review and approval .
Mayor Mackenzie stated that the Subcommittee will meet
with City Manager Donley and City Attorney Kenyon and
will start working by this fall . City Attorney Kenyon
responded to Councilmember/Commissioner questions about
Development Agreements, including the matter of
additional requirements for Development Agreements to
compensate the City for additional costs to the City, and
how Development Agreements help developers move forward
with certainty.
8. OTHER INFORMATIONAL ITEMS, IF ANY:
No items were raised by any Councilmembers or .
Commissioners or City staff.
Mayor Mackenzie advised all of the Commissioners that
they now have the documents to help them formulate their
inquiries to Council. City Manager Donley added that
City staff' s role is to serve as a resource to the
Councilmembers and Commissioners by providing_ analysis.
He welcomed all Councilmembers and Commissioners to come
to him for direction to the appropriate staff member.
Mayor Mackenzie asked all Councilmembers and
Commissioners if anyone would like to add any final
comments . There was no response.
