In the General Plan, if there is a discrepancy between the amount of parkland designated and the amount of five acres per thousand of added population, the five acre requirement prevails. Policy Proposal Two: Residential Development Parkland Requirements For all residential development, not just subdivisions, excluding reasonable additions to a single family homes, the requirement for parkland or in lieu of fees apply, as well as public facilities fees. To keep apartment development costs low, only half of the parkland obligations are required upon construction. All conversions to condominiums require parkland contributions. The amount previously contributed can be waived if the apartments have already donated to the parkland requirement. The nexus is public use by all residents of the park system of the city. A Little History on the Rohnert Park Senior Center In the beginning, senior programs were held at the Community Center or Burton Center. As the years pasted,the seniors organized and approached the Recreation Director to ask if the City could find them a place were they could gather together and socialize. The suggestion went before the City Council, and shortly after that the Drop In Center at Raley's Padre Center opened. The year was 1980. As the senior population grew, as well as programs, it became obvious that the City was in need of a Senior Center. The City was given the opportunity to purchase the Codding Building, located at 6800 Hunter Drive. The building was offered to the City for the purchase price of $800,000.00 (the building was appraised for$1,250,000.00). The building was purchased for$800,000.00 through a"Re-Development Block Grant". Hugh Codding was kind enough to reimburse the City$200,000.00 for the cost of repairs to the buildings roof. The building was re-designed and the Rohnert Park Senior Center's doors opened November 1990. Over the years the Center has provided many programs and services as well is a second home to many of our seniors. This year our Center averaged 249, new seniors monthly,who come through our doors for the first time. We recorded over 61,000 seniors who routinely participated in our programs during the 2004-2005 fiscal year. Falls are a common and often devastating problem among seniors. Over a million Californians age 65 and over fall each year. Most of these falls are associated with one or more identifiable risk factors, and research shows that attention to these risk factors can significantly reduce rates of falling. Come to an informational lecture on Wednesday, July 13,from 1:30p.m.-2:00p.m.,to find out what you can do to lower your risk of falling. Remember,falling is NOT a normal part of aging. Your lecturer,John Johnson, is certified by California State University, Fullerton's "Balance and Mobility Specialist Instructor Program". The Variety Friday show on May 20 was a well-attended musical afternoon. Approximately 50 people attended and a good time was had by all. There was a raffle prize, as well. If you are unable to use public transportation, cannot drive and have no other alternatives, we want to help you, even if you only require our assistance on an occasional/temporary basis. S. cerely, perni Altman Secretary/Sunshine Bus Scheduler • CITY OF ROHNERT PARK SUNSHINE PARATRANSIT BUS SERVICE POLICIES PASSENGER ELIGIBILITY Eligibility for Sunshine Bus transportation services will be limited to those seniors who are unable to drive a motor vehicle, to ride the public transit system, to afford a taxi on a regular basis or have no regular means of transportation such as family or friends. However, we must emphasize that for safety and insurance reasons we cannot accept anyone who cannot get on or off the van without help unless you have a caregiver with you. We do have a wheelchair lift with which we can accommodate you on local trips. The word "unable" as it relates to riding the transit system means "extremely difficult or causes pain." It does not mean minor discomfort or occasional pain. The inability to ride the public transit system may be for one or more of the following reasons: 1) Unable to walk from home/destination to the nearest bus stop 2) Unable to wait standing for more than 15 minutes 3) Unable to move in crowds (difficulty in keeping balance) 4) Unable to learn to read information signs (this does not include foreign language problems, or illiteracy among otherwise able bodied individuals) 5) Eligibility may be granted on a temporary or conditional basis. PASSENGER CERTIFICATION Service will be provided only to persons who return a completed application form and a signed statement from their physician that certifies their need for specialized transportation. The City of Rohnert Park retains the sole right to certify eligibility. TRIP PURPOSE PRIORITY Trips are scheduled on a "first-come, first-serve basis, without prioritizing according to purpose or destination. Trips may be scheduled up to one week in advance. The only exception to this policy of non-prioritization is in case of medical appointments. Such trips will take priority over all trips when necessary. NUMBER OF TRIPS PER DAY AND WEEK Reservations must be made at a minimum of 24 hours but no more than 7 days in advance of your need by calling 585-6780 between 9 a.m. and 11.30 a.m., Monday through Friday. Passengers are permitted one regularly reserved round-trip per week; unless have doctor appointments. Wheelchairs users should call a week in advance, two weeks in advance for Thursday rides to Santa Rosa. BUS SCHEDULE(MORNING SERVICE ONLY) MONDAY, WEDNESDAY, FRIDAY IN ROHNERT PARK for doctors;hairdresser appointments, shopping, etc. Pickups are between 8:00-11:00 a.m. AND RETURNS BY NOON. PASSENGER RESPONSIBILITIES It is a policy of the Sunshine Partransit Bus service to offer safe, effective operation of all vehicles and transportation for our passengers. Therefore, passenger responsibilities have been established which fairly represent actions that ensure the continuity of this service. 1. TRANSPORTATION OPTIONS Each person eligible for the Sunshine Paratransit Bus services—or their advocate - has the responsibility to use other appropriate transportation services whenever possible in order to create space on the Sunshine Bus for those who have no other options. 2. ESCORT/AIDE Passengers needing more assistance than door-to-door transportation(dressing, calling for appointments, etc.) are responsible to provide an escort. Bus scheduler must be informed in advance when someone will accompany a passenger on a scheduled trip. 3. APPROPRIATE SOCIAL BEHAVIOR All passengers and Sunshine Bus volunteers have the right to participate in this program without threat or fear of physical or verbal abuse and with the maximum of personal comfort. Passengers are therefore expected to exhibit appropriate social behavior while interacting with all other persons aboard. You must be flexible as to time scheduled for your pick ups, occasionally schedules have to be revised due to amount of riders and routing. 4. FEES Fees for the Sunshine Paratransit Bus are $2.00 round trip in Rohnert Park($1.00 each way), $4.00 round trip ti Santa Rosa ($2.00 each way), payable to driver when boarding the bus. If these fees constitute a hardship, please notify BERNI or WENDY at the Senior Center, 585-6780. ,.� 5. CANCELLATIONS All passengers are expected to provide at lease 24 hours notice when cancelling or changing a scheduled trip (unless reason is sudden illness or personal emergency). Although reservations need to be made in the morning with BERM you can cancel a pickup anytime by leaving a message with the volunteer receptionist or on voice mail for retrieval in the morning. Excessive last minute cancellations may result in denial of future service. 6. LATENESS All passengers are expected to be ready at the scheduled pick-up time to prevent other passengers from facing unnecessary delays. Because we aren't on an exact schedule each day, please give our drivers flexibility time to be either early or late. Our volunteer drivers try their best to accommodate your needs so please be patient. 7. ACCESSIBILITY All passengers are expected to request service to or from buildings that are safely accessible. Sunshine Van drivers will do no lifting, pushing or pulling; any barriers that might substantially risk the health or safety of the passenger or volunteer driver must be removed. If no safe access exists, curb service will be provided. 8. RIDING WITH ASSIGNED VEHICLE OPERATOR Passengers are expected to ride with the vehicle operator assigned that day. Complaints regarding a vehicle driver's performance should be reported promptly to the program director for investigation and appropriate action. 9. MOBILITY AIDS/DEVICES Mobility aids or devices that cannot be safely secured with tie-downs or are not safe to carry on the lift will not be allowed. This includes, but is not limited to, wheelchairs with controls that accelerate too quickly or are difficult to moderate; and scooter-type wheelchairs because of their weak frames and instability. You may be able to negotiate other potential methods to enter or exit the vehicle; such as having an aide for assistance. If such a problem exists, let Berni or Vicki know; the overall intent is to find a safe way to accommodate the passenger. Unfortunately, if a safe method to board and exit the vehicle is not possible, service may be denied. 10. CHANGE IN ELIGIBILITY It is the responsibility of all participants to notify the Sunshine Paratransit Bus service when their eligibility changes. This includes ability to use other transportation, having to use a cane, walker or wheelchair. Construction began on the Robert's Lake site which is anticipated to be ready for use at the end of July. The Animal Shelter site and Benicia Park site have minimal work to be done and will also be ready late July. Message boards have been ordered and the park rules signs have been fabricated. A grand opening and"leash cutting”of the Roberts Lake site is scheduled for August 20. We have already booked"Munchkin", the world's ugliest dog to make a special guest appearance! Many local businesses will also participate. • The Parks, Recreation, and Open Space(PROS) committee lost two of its original 12 members and are now down to ten. The committee is still functioning well with this number of members. Progress for the past two months includes: personal interviews with City Council members, establishment of a"stakeholders"list for future public input, a survey of neighboring cities' recreational facilities, a survey of local hotels and capacities, and a first draft of a survey to used to solicit public input. • The Parks and Recreation Commission are in the process of selecting replacement playground facilities for five city parks. Parks under consideration include Sunrise, Ladybug, Colegio Vista, Cielo, and Caterpillar. Members of the Commission and staff attended the L-Section Community meeting on May 14 and presented preliminary playground designs. A public hearing was also held on June 20 where residents gave input into the proposed designs for the other parks. The Commission and staff also took a tour of the proposed sites on June 30 and met with numerous users on site. A work session has been scheduled for July 18 to refine the playground designs based on the community input received at these meetings. • Phase II of the Burton Ave Recreation Center renovation is in the planning stages. Staff is working with the architect to provide input into the design process. This project will bring several areas up to current standards for accessibility. • Design has begun on the replacement of the Callinan Sports &Fitness Center roof. The roof is almost 20 years old,has many leaks, and is in """"N need of replacement. The new roof will design will facilitate the installation of photo-voltaic collectors to help offset the cost of electrical use. This project is funded primarily through California State 2000 &2002 Park Bonds. SENIOR CENTER • This month(May)our Day Trip was to the San Francisco Zoo. Our volunteer drivers and Martha, took two vans with 15 passengers on that trip. It was a rainy day, but no complaints were heard because everyone was having such a good time. Profit...$148.00. • The Chamber Music Society came to the Center and gave a Concert. We had a small audience,but those who attended enjoyed the toe tapping music. We held a raffle and collected$42.75. • This month the Casino trip was to Shodakai. We had 30 passengers. Profit...$106.00. • Our Variety Friday was hosted by volunteer John Giguere. We had 50 people in attendance. These folks were entertained by some of our very talented seniors. We collected an admission fee and held a raffle. Profit...$73.25. • Another Day Trip! This month(June)two buses (16 passengers) of seniors went to Yerba Buena Gardens in the City. Profit...$118.00. • Our Casino Trip was to Twin Pines. We had 19 participants, 5 were -� comps. It seems that the seniors are not excited about going to Twin Pines anymore. Therefore, starting in September we will replace that Casino with Robinson Rancheria. Profit...$24.60. • Our second Ice Cream Social was held this month. Musie Neederhorn, coordinator of the event,had all her volunteers dressed in Old Fashion Attire. They looked great! Business was a little slow at first;however we made enough to cover expenses and profit...$89.37. • Our Annual Choir Concert/Dinner was held the last Sunday of the month. We hosted this event at the Community Center. The festivities began at 3:00pm with our senior Vintage Choir performing their summer program. During the intermission we held a raffle. Twelve lucky winners won some great prizes. A picnic themed dinner was served after the concert. Profit...$1,097.59. YOUTH PROGRAMS • Our coed youth basketball skills and drills program ran for 4 Tuesdays in May. We had approximately 10 participants, and they had a great time running drills and playing scrimmages in the Sports and Fitness Center. We will continue this program in the fall. • Interviews for summer camp positions were completed, and we ended up with nine new hires, and thirteen returning staff. They have all be assigned to their various camps,with training sessions (including CPR and first aid)being held in early June. • The after school program ended the year with a BBQ and Pool Party at Ladybug on June 10. They had a great time, and most of the participants will be attending our summer camp at Ladybug. • Summer camps began on June 13. Ladybug Club and Burton Bunch started the season out with great enrollment numbers. Teen Camp was cancelled for the first week due to a lack of enrollment,though the subsequent weeks had attendance close to maximum. All Around Town camp did not begin until June 27, as the Scout Hut was unavailable due to Girl Scout Camp. The campers are having a great time swimming, playing games, creating art projects, and cooking. All Around Town and Teen Camp are always on the go, visiting Double Decker Lanes, Snoopy's Home Ice, Windsor Water Works, and other fun places. Teen Camp even went on a"Charlie Hunt," finding Charlie Browns all over Santa Rosa and taking photos for their scrapbook project. • Ladybug Club and Burton Bunch have instituted a"Fit for Fun"program where campers engage in physical activities to earn points and prizes. The campers and staff are having a fun time with this program. ARTS & CRAFTS FAIRE • Yes, it's time to start thinking HOLIDAYS! We've already received a number of inquiries and several applications for our annual Faire. This year the Faire will be held on Friday and Saturday,November 25 &26. AQUATICS • 75 aquatics employees were hired,processed, and certified during the past two months. This is always a monumental task. Rohnert Park's five swimming pools require the largest aquatic staff in Sonoma County. • Honeybee Pool has been open since January and the other four pools were all open by June 11. There were no significant mechanical problems with opening the pools this year. • The swimming pool rentals were significantly lower this year with the elimination of the end-of-the-year school parties. Due to recent catastrophic accidents very few schools offered swim parties this year. • The Piranha Swim team is sharing space with other city programs and Honeybee Pool is getting a lot of year-round use. CALLINAN SPORTS & FITNESS CENTER • The final numbers of the 04-05 fiscal year are in. We collected $27,516 ✓-� more than the 03-04 fiscal year. This increase is due to the success of Winning Edge Sports Training (Personal Training) and an increase in a various Sports Center memberships. Except for a garbage pick-up glitch at the end, the event was very successful. Many volunteers started working on this project on Wednesday and saw it all the way through until Saturday at noon. Around 400 Rancho Cotati seniors participated on Friday evening/night. Everyone seemed to have a great time with no problems reported. Staff did a great job cleaning up afterwards with the help of the janitors. • Softball is in full swing. We did experience some problems with Public Works (fields not dragged, sprinklers coming on too early and lights not coming on at all). Due to these problems and the rainouts we have had, some of the leagues are almost one month behind schedule.
