1. CALL TO ORDER
Chair Engelhart called the meeting to order at 6:00 P.M.
2. PLEDGE OF ALLEGIANCE
Chair Engelhart led the Board, staff, and meeting attendees in the pledge of allegiance.
3. ROLL CALL
Chair Engelhart requested that staff person Beiswenger take role call. Engelhart, Finnigan
and Waterman present. Kirby and Reymond had excused absences.
4. ACKNOWLEDGEMENT OF POSTING OF AGENDA.
Chair Engelhart asked staff person Beiswenger if the Agenda had been posted in a
minimum of three public places. Staff person Beiswenger confirmed.

7. AGENDA ITEMS
7.1 Study Session on Rules Update Project
Chair Engelhart introducted the study session on possible changes to the Mobile
Home Parks Rent Appeals Board rules and regulations. Beiswenger presented the
staff report that reviewed selected rules and regulations and potential future
changes.
The Board conducted a study session on the rules and regulations and suggested
that the following changes should be pursued when the rules are changed:
determine the authority level of a Hearing Examiner to exclude the ability for the
Examiner to classify what a capital improvement project is; move the “Meeting
with Residents” out of the Definitions section to 5.03; delay any consensus
regarding the owner and resident meetings for the next meeting when all Board
members will be present; provide alternate translation services at the meetings
with owner and residents; require that a Hearing Examiner should be used for all
hearings; remove recommended steps from the hearing process, except for “Step
6” which brings the application to the Board; and, reduce paperwork by posting
the full petition to the web, with a copy for viewing at City Hall, instead of
mailing to all residents.

10. SECOND PUBLIC COMMENT PERIOD (Items not on Agenda).
Michael Arvin, of Rancho Verde Mobile Home Park, stated the deposit for fees could be
set up like a bail bond, including colateral. Michael referenced “Normal Maintenance” on
Page 25, that upkeep should be added to be clear that this is separate from normal usage.
He provided the example that if his park doesn’t water the lawn, and then want to put in
grass as a capital improvement project that the residents would have to pay for their lack
of upkeep.
