1. CALL TO ORDER
Chair Engelhart called the meeting to order at 6:02 P.M.
2. PLEDGE OF ALLEGIANCE
Chair Engelhart led the Board, staff, and meeting attendees in the pledge of allegiance.
3. ROLL CALL
Chair Engelhart requested that staff person Beiswenger take role call. Engelhart, Kirby,
Reymond, Waterman, Finnigan present.
4. ACKNOWLEDGEMENT OF POSTING OF AGENDA.
Chair Engelhart asked staff person Beiswenger if the Agenda had been posted in a
minimum of three public places. Staff person Beiswenger confirmed.
5. PUBLIC COMMENT (Items not on Agenda).
Donna Ecles with Rancho Grande Mobile Home Park, stated she has been trying to get
the history on Rancho Grande, when it first broke ground, who the owners were, and
more. She was told by Suzie Azevedo that the file couldn’t be found and to file a Public
Records Act and check with the Historical Society of Rohnert Park.

7. AGENDA ITEMS
7.1 Study Session on Rules Update Project
Chair Engelhart introducted the study session on possible changes to the Mobile
Home Parks Rent Appeals Board rules and regulations. Beiswenger presented the
staff report that reviewed selected rules and regulations and potential future
changes.
The Board conducted a study session on the rules and regulations and suggested
that the following changes should be pursued when the rules are changed:
delegate the review of petitions to staff and the hearing process to a hearing
examiner, and provide the Board with the same paperwork as the Hearing
Examiner via email; require meetings (instead of voluntary meetings) between
park owners and residents prior to capital improvement projects, and providing
residents notice at least 10 working days before the meeting; move the “Meeting
with Residents” out of the Definitions section to 5.03; extend the Preliminary
Reviewing period from 3 to 10 working days in Chapter 5; clarify that the
definition of the Hearing Examiner can be a member of the Board and to
streamline the appeals process; include an appeals fee of $50 that may be waived
at the Board’s discretion; and, to increase the fee for a landlord petition to
$15,000 and to add that the processing of a petition may be halted if fees are
owed.
Public Comment: Robert Fleak referenced the section of the 2019 California,
Mobilehome Residency Law (adopted by the State) regarding service, equipment
or physical improvements stating when residents can request a meeting. Robert
also stated that notice 72 hours notice is required for utility interruption.

9. ITEMS FROM THE STAFF
Beiswenger introduced new staff member Jenna Garcia, Planner III, who will be focused
on housing.
10. SECOND PUBLIC COMMENT PERIOD (Items not on Agenda).
Robert Fleak stated that Rancho Verde has not paid all the processing costs of their
petition in 2017, but did pay the costs of their petition in 2014.
Michael Arvin, representing Rancho Verde residents, stated his that Rancho Verde
should supply sandbags and sand during flood events. The Board provided suggestions
for alternate contacts, to consider meeting with more residents regarding emergency
preparedness, and that the City of Rohnert Park offers sand and sandbags.
