MEETING - CALL TO ORDER/ROLL CALL
Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on August 81h, 2019.

3. PRESENTATIONS
Mayor's Certificate of Recognition: Officers Kieran Keaney and Mike Bacigalupi for their
heroic actions in the rescue at the pond of Las Casitas Mobile Home Park.
Laulima Downtown Project Status by Jes Slavik, Laulima Development Director of Planning
and Design and David Bouquillon, Laulima Development President.

5. PUBLIC COMMENTS
Marni Wroth spoke about the appeal process and previous requests for police oversight.
Chris Wroth read questions asked to the Jury during the Wroth's Trial.

Susan Lamont spoke of police conduct and Wroth's Trial. Ms. Lamont requested a law
enforcement reform.
Anita LaFollette requested Community Oversight of Law Enforcement.
Jim Duffy spoke of requested a study instead to dispose of the Police Department instead of a
civilian oversight.
Brad Baker spoke of the successful improvements to Sunrise Park and future projects in the
City.
Thomas Bonfigli spoke in support of the Wroth Family and proceedings at Wroth's Trial.
Adrienne Lauby spoke in support of the Wroth Family and requested Council to negotiate
with the Wroth's Family.

exception of item 6C and 6G.

6.C.Adoption of Resolution 2019-096 Authorizing and Confirming the Appointment of Tony Clark
as City Treasurer
Mayor Belforte introduced Finance Manager Tony Clark.
6.J. Adoption of Resolution 2019-098 Approving the Plans and Specifications for the 2019
Sidewalk and Driveway Improvements Project (Project Number 2017-22), Finding the
Project Categorically Exempt under CEQA, Awarding the Construction Contract to Pat
Nelson Construction Inc., Approving a Task Order for Brelje & Race Consulting Engineers
and Related Actions
ACTION: Moved/seconded (Callinan/Stafford) to approve item 6.C. and item 6.J.
Motion carried by the following unanimous 5-0-0 vote: AYES: Adams,
Mackenzie, Stafford, Callinan and Belforte,NOES: None, ABSENT None
7. CLOSED SESSION
A. Mayor Belforte made the closed session announcement pursuant to Government Code
§54957.7 and Council recessed to Closed Session at 5:55 p.m. in Conference Room 2A to
consider:
1. Conference with Legal Counsel— Significant Exposure to Litigation pursuant to
Government Code §54956.9(d)(2): (Two Cases)
B. Reconvened Joint Regular Meeting Open Session in Council Chamber at 6:54 p.m.

8. REGULAR ITEMS:
8A. Informational Presentation on Wired and Wireless Broadband Communications
Development Services Director Pawson and Management Analyst E. Tacata presented the
item. Also participating in the presentation were experts Steven Bloom, President of
Tellus,Venture,Associates..and Public,Policy Expert regarding,Telecommunications,,and,Bill
Hammett, President and CEO of Hammett & Edison, INC Consulting Engineers Broadcast &
Wireless and Expert in Radio Frequency Issues and Safety.

Recommended Action(s): Receive informational update on the future of wired and wireless
and communication infrastructure in the City.

Public Comment:
Dave Molidor expressed concern about the human health impact and lack of long term testing.
Mr. Molidor does not consent to 5G wireless technology.
Councilmember Callinan left the dais at 8:02 p.m.
Councilmember Callinan returned to the dais at 8:02 p.m.
ACTION: By Consensus (none opposed), City Council directed staff to provide health
and safety consideration studies and long term studies reference to by the
experts during the presentation.
813. Discussion and Direction on Options Regarding Expanding the City's Efforts to
Respond to Homelessness
Assistant City Manager Schwartz/Planner III Garcia presented the item. Recommended
Action(s): Discuss and provide direction on options regarding expanding the City's efforts to
respond to homelessness.
Public Comment:
Steven Keith spoke of other options available to assist the sherterless.
Jim Duffy requests Council to create safe parking and is concerned about winter storms
affecting camps.
Anita LaFollette spoke of lack of affordable housing and requested Council to make an
emergency proclamation.
Adrienne Lauby, at SAVS (Sonoma Applied Villages Services) offered safe parking site for
the next eighteen(18) months to 12-18 people. Ms. Lauby also provided Council with
information regarding "Tiny Home Villages."
Reverend Michael Vassler commended the Staff's report and the partnership with COTS.
Reverend Vassler expressed the need to treat the homeless as part of our community.

Walter Wood and Wendy Bruce were no longer present at the time their names were called
upon to make a public comment.
Cecily Kagy, Outreach Specialist, answered Council's question regarding Robert's Lake.
Lynea Seiberlich-Wheeler, Licensed Clinical Social Worker and Director of Coordinated
Care, answered Council's question regarding services philosophy.
ACTION: By Consensus (none opposed), City Council directed Mayor Belforte to sign a
letter to the Legislature and Governor regarding "Right to Shelter" as proposed
by Staff.
ACTION: By Consensus (none opposed), City Council directed staff bring back the
Contract with COTS and Proposed Budget Amendments reflecting Council's
direction for adoption by Resolution.
