CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:02 pm, the notice for which being legally noticed on February 7, 2019. Present: Gina Belforte, Mayor Joseph T. Callinan, Vice Mayor Susan Hollingsworth Adams, Councilmember Jake Mackenzie, Councilmember Pam Stafford, Councilmember Absent: None. Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Development Services Director Pawson, Director of Public Works and Community Services McArthur, Public Safety Director Mattos, Finance Director Howze, Community Services Supervisor Bagley, Management Analyst Beran, and City Clerk Buergler. 2. Mayor's Certificate of Recognition: Honoring Shane White, Rancho Cotate High School Senior, for Receiving the Matt Walsh Memorial Award Mayor Belforte read and presented the certificate to Shane White. 4. SSU STUDENT REPORT Briana Rodriquez, Legislative Representative, Sonoma State University (SSU) Associated Students, Inc. (SSU ASI) reported on Social Justice Week, February 25-March 1; upcoming student government elections; the Legislative Affairs Board's activities, including attending a conference at the Capitol on March 4; the approval of the AS budget; and efforts to get Spanish language translation for graduation ceremonies. Mayor Belforte recessed the meeting to the City of Rohnert Park Foundation meeting at 5:09 pm and reconvened the meeting at 5:12 pm. 6. PUBLIC COMMENTS Anna Mitsunaga expressed concern regarding the removal of redwood trees from the Station Avenue development. Kai Petersen expressed concern regarding the removal of trees from the Station Avenue development. Craig Weed expressed concern regarding the removal of trees from the Station Avenue development. Sue Michaelsen, speaking on behalf of Cross and Crown Lutheran Church and School, invited the City Council and members of the public to its 50th Anniversary celebration on February 23rd at 1:00 pm. Discussion and Direction of Regulation of Unattended, Unattached Trailers on Public Streets Development Services Director Pawson and Director of Public Safety Mattos presented the item. Recommended Action(s): Consider whether to regulate the storage of unattended, unattached trailers on public streets. Develop Municipal Code amendments to prohibit the storage of unattached, unattended trailers on public streets. This option will address the public health and safety concerns associated with unattended, unattached trailers and will enhance enforcement effectiveness on public streets. Public Comment: Tom Miller, Gary Merritt, James Johnstone, Steve Keith, Michael Simi, Holly Neal, Rich Maggetti, Cheleste West, Chris Elrod, Gary Coffman, Benjamin Alexander, Kevin Dickman, Joshua Farestveit-Moore. ACTION: By Consensus (none opposed), City Council directed staff to move forward to amend the Municipal Code to allow the City to remove an unattended, unattached trailer parked on a public street for more than 72 hours. Mayor Belforte recessed the meeting from 6:57 pm to 7:07 pm. 9. Acceptance of the Fiscal Year 2017-18 Comprehensive Annual Financial Report (CAFR), Proposition 4 Article XIII-B (GANN) Limit Agreed Upon Procedures Report for Fiscal Year 2018-19, and Authorize the Finance Director to Appropriate Certain Assigned Fund Balances Finance Director Howze presented the item. Recommended Action(s): Accept the Fiscal Year 2017-18 Comprehensive Annual Financial Report(CAFR),Proposition 4 Article XIII-B (GANN) Limit Agreed-Upon Procedures Report for FY 2018-19, and authorize the Finance Director to appropriate certain Assigned Fund Balances. Consideration of Approving a Deputy Director of Community Services Position in the Community Services Department Director of Public Works and Community Services McArthur presented the item. Recommended Action(s): Adopt a resolution approving the position title, salary range and associated job description for a Deputy Director of Community Services and the reclassification of the existing Community Services Manager to the Deputy Director of Community Services. COMMUNICATIONS Councilmember Mackenzie commented on a letter from the Friends of SMART which detailed his involvement over the past 20 years in SMART and its beginning of passenger rail service, and requested that the letter be entered into the meeting record. Vice Mayor Callinan reported on his first Rotary meeting, at which he was introduced to a new program to end bullying in schools. Rohnert Park is being asked to pass a resolution to end bullying in the city. 14. MATTERS FROM/FOR COUNCIL A. Council Consideration of Proposed Date for Town Hall Meeting—Tuesday, March 12, 2019 (to take place after regularly scheduled City Council Meeting) By Consensus (none opposed),the City Council agreed to hold a Town Hall Meeting on Tuesday, March 12, 2019,to take place after the regularly scheduled City Council Meeting. 15.
