REGULAR MEETING MINUTES
Thursday, September 20, 2018
The Senior Citizens Advisory Commission of the City of Rohnert Park met this date at Rohnert
Park Senior Center, 6800 Hunter Drive, Suite A, Rohnert Park, for a regular meeting to
commence at 12:30pm.
1. SENIOR CITIZENS ADVISORY COMMISSION—CALL TO ORDER/ROLL CALL
Vice Chair Abbott called the meeting to order at 12:33pm, the notice for which being noted
on September 17, 2018.
Present: Lorreen Abbott, Commissioner
Cheryl Burton, Commissioner
Nancy Garvey, Commissioner
Caryl Sherman, Commissioner
Absent: Elaine Sampson, Chair
Staff Present: Director of Public Works and Community Services McArthur, Community
Services Manager Bagley, Community Services Program Coordinator Foley.
2. PLEDGE OF ALLEGIANCE
The pledge of Allegiance was led by Vice Chair Abbott.
3. ACKNOWLEDGEMENT OF MEETING AGENDA POSTING
Community Services Manager Bagley acknowledged posting of the regular meeting agenda
in the required places per Brown Act requirements.
4. Approval of Minutes
The minutes for the Senior Citizen Advisory Commission regular meeting on May 17, 2018,
were approved.
Action: Motion/seconded (Garvey/Sherman) to approve, as presented, the meeting minutes
from the May 17, 2018 regular meeting minutes. Motion carried with the following 4-0 vote.
5. Senior Center Report
a. Community Services Coordinator
i. BINGO Update
Community Services Program Coordinator Foley reported the Friends of the
Rohnert Park Senior Center Friday Night BINGO game has made $27,400
between May and September 2018.
ii. Council on Aging Dining Site Update
Foley reported Council on Aging has been serving an average of 27 people
per day in the Senior Center dining room. A $4 is recommended per person,
however on average they are receiving between $.50 to $1.00 per person.
6. SCAC Meeting Frequency
a. Discussion and Direction
A motion to have SCAC meetings quarterly was motioned by Commissioner
Sherman. The motion was seconded by Commissioner Garvey. The motion was
carried with the following 3-0-2 vote. SCAC meetings will take place January, April,
July, and October.
7. Senior Center Art Mural
a. Discussion and Recommendation
-Community Services Manager Bagley reported that non-profit organization, Art Start
was awarded a$5,000 grant from the Small Grant Program through the City of
Rohnert Park Foundation. Art Start will be creating a mural starting in the Senior
Center lobby.
-The commission reviewed the mural options and Commissioner Sherman made a
motion to vote for option#4 with change adaptations of poppies, lavender, and
redwood trees. The motion passed with the following 3-1-1 vote.
8. Parks & Recreation Commission Liaison Report
Parks and Recreation Commission Chair Black reported their primary efforts have been
focusing on plans for the city's downtown. Chair Black invited the commission to attend the
next Parks and Recreation Commission meeting on October 1St at the Council Chambers.
9. City Council Liaison Report
City Council Member Belforte reported updates in regards to the Rohnert Park's downtown
plans. Council Member Belforte also announced a Save the Date for Rohnert Park's
Founders Day that is on October 6th and also gave an update on train safety reminding
citizens to not walk across the tracks with ear buds.
10. Community Services Manager & Director Report
a. Senior Center Improvements
-Director of Public Works and Community Services McArthur reported updates on
the Center's new flooring replacement project. Other improvement projects include
painting of Suite C, addition of lighting and security cameras to the eves of the
building as well as the roofing and HVAC project.
-Director McArthur updated the commission on the new tactic of having Public
Safety have a presence at the Senior Center to help mitigate the homeless issue.
-Commissioner Sherman made a motion to add an agenda item to the next meeting on
the topic of homelessness in the Senior Center. Commissioner Abbott seconded.
b. Special Events
Manager Bagley updated on upcoming events. Events included:
- Founders Day, October 6th
- Halloween Carnival, October 27th
- Arts and Crafts Fair, November 23rd-24th
c. Commission Terms Ending in 2018
Manager Bagley reported two city council member terms end on 12/31/18.
Commissioners who are linked to those council members will also have their terms
ending.
11. Communications
None.
12. PUBLIC COMMENTS
a. Gary Coffman- Resident- Suggested there be more enticement for seniors to come to
the Senior Advisory Commission Meetings.
13. Matters to/from Commissioners
a. Commission Supplies
Commissioner Abbott reported that Chair Sampson would like a gavel and water mugs.
b. Rotating Positions
-Community Services Manager Bagley reported that according the bylaws, officers are to
rotate positions. This is something that the commission has not done, but would like to begin
implementing.
-Community Services Manager Bagley reported that rotation is based on election. January
2019 the vote for Chair and Vice Chair will take place.
14. Adjournment
There being no further business, Vice Chair Abbott adjourned the regular meeting of the
Senior Citizens Advisory Commission at 2:10pm.
