Call to Order Committee Members and staff met at southwest corner of Southwest Boulevard and Camino Colegio for field visit/meeting. Chair Stephen Gold called the meeting to order at 5:35 PM. 2. Introductions Chair Gold commenced introductions. 3. Public Comment There were no members of the public present. 4. Field Visit/Discussion: Camino Colegio between Southwest Boulevard and East Cotati Avenue There was discussion of various topics about this segment of Camino Colegio, including: • Posted speed limits. Committee Member Hensel noted the posted speed of 35 MPH on Southwest Boulevard compared to 25 MPH on Camino Colegio. There was brief discussion about whether the allowed 35 MPH speed on Southwest Boulevard contributes to vehicle speed going around the corner into Camino Colegio. • Vehicle behavior at stop bar, west of intersection at Circle Drive and Camino Colegio. There were observations of cars moving beyond the stop bar without coming to a complete stop at the stop sign. Chair Gold noted that it is not illegal to move out beyond the stop bar,but only after coming to a complete stop at the stop sign. There was discussion about how far drivers pull into Camino Colegio from Circle Drive in order to see cross traffic. • Garbage can placement. There were observations about garbage can placement, with members and staff recalling the comments from the attendees of the August 21, 2017 Camino Colegio informational meeting. • Red curb painting or lack thereof. Committee members noticed faded red curb painting at various corners and at curb returns at some driveway approaches. There was observation and discussion about the inconsistency of red curb painting in front of fire hydrants. A question came up about the distance from a fire hydrant that cars are not allowed to park. • The absence of centerline striping. Committee Member Gutierrez asked how this came about, and Ms. Tacata gave a brief background on the 2011 paving project that restriped the segment and staffs reasoning to remove the centerline to encourage driver caution and slow traffic. • Stop sign at intersection of Casa Way,west side. Committee members discussed whether there was need to provide additional warning before the stop sign, perhaps "Stop Ahead" signs, rumble strips, Botts' dots(raised buttons on pavement), or other devices. Rohnert Park Bicycle and Pedestrian Advisory Committee October 16,2017 Meeting Minutes • Parking along Casa Way. Committee members noted that Casa Way probably tends to attract "longer-term"parking because there are no driveways along the segment or homes that front on it. There was a brief discussion about enforcement of the 72-hour parking limit. • Parking in bike lane. A truck was observed parked in the bike lane, and there was discussion about whether parking in a bike lane is legal without signs indicating against this, and whether specific local ordinance is needed to prohibit such parking. Chair Gold pointed out that signage and/or red curb painting could discourage parking in the bike lane. He also noted that there might be a prescribed distance between signs, in which case, if signs are spaced too far apart, a driver may not know that parking is not allowed. • Intersection at Cala Way.The Committee members noted the parked cars on the north side of Cala Way, east of the intersection with Camino Colegio. Committee Member Hensel said that the segment is usually"packed with cars" as well as other vehicles like boats. He also noted that he has observed that the residents and/or guests of the Vintage Pointe apartment complex across Camino Colegio also park along this segment. There was discussion about car visibility at this intersection,with Committee Member Gutierrez noting that from Cala Way, it is difficult to see traffic coming southbound on Camino Colegio. Recalling some of the neighborhood residents' concerns at the August 21, 2017 meeting, the Committee discussed whether a crosswalk is needed at Cala Way. It was noted that the residential apartment project on the vacant lot between Cala Way and East Cotati Avenue would be proceeding, given the recent Rohnert Park City Council decision about the project. The project would provide parking required by the residents of the new complex, as well as additional parking over what the Zoning Ordinance required of the project. • Intersection at Casa Way, area of stop sign on east side. The Committee members discussed the crosswalks at this location desired by the attendees of the August 21'meeting. They agreed that there appeared to be no reason not to have 3 marked crosswalks. It was noted that cars park up to stop sign, which obscures pedestrians that might be trying to cross the street at this location. It was noted that the curb is painted red north of the stop sign, without an apparent reason. • Presence of parked cars impeding street sweeping. Chair Gold noted debris collecting at storm drain inlets and under cars that appear to have been parked long enough to prevent street sweepers from cleaning up debris. • School bicycle traffic, use of bike lane and safety within the bike lane. The Committee members recalled the comments from the Richard Crane Elementary School principal about needing to preserve the bike lane for students. Noting that cars often cross into the bike lane and also citing the speed of cars, the Committee members expressed concern about usage of this particular bike lane by young bicyclists. 5.
