CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on November 7, 2019. PRESENTATIONS Mayor's Recognition: City of Rohnert Park Businesses and Agencies for their contributions, donations and services provided to first responders, evacuees and other community members in need during the Kincade Fire and the PG&E Public Safety Power Shutoff(PSPS) Mayor Belforte read the certificate and presented it to representatives of Rohnert Park Businesses and Agencies present at the meeting: Azalo!, Costco of Rohnert Park, Discovery Church, Red Lobster, Sally Tomatoes, Sift Desert Bar, Sonoma Mountain Village, Taqueria Sol Azteca and Walmart of Rohnert Park. Rohnert Park Businesses and Agencies that were recognized and not present will receive a certificate by mail. Sonoma County Mayor's Committee of Employment of People with Disabilities Award to the City of Rohnert Park Department of Public Works Mayor Belforte acknowledge the award received by the Department of Public Works and congratulated Director of Public Works and Community Services McArthur, who was present on behalf of the Department. 4. DEPARTMENT HEAD BRIEFING None. 5. SSU STUDENT REPORT Report provided by Yeymi Perez, Community Affairs Senator, Sonoma State University Associated Students, Inc. (SSU ASI). 6. PUBLIC COMMENTS Armando Alegria spoke about the "Vintage Point Three Project" and impacts the residents were not aware of. Armando Alegria Requested the height of the fence be changed. Teri Shore presented certificates of appreciation to the City Council and City Staff for their significant contributions to renewing the Urban Growth Boundary. Teri Shore requested Council to make a formal request the County of Sonoma to designate the 80 Acres as a community separator. Karen Weinstein expressed concern about the "Vintage Point Three Project"and requested a minimum of 8' tall concrete fence. 7. CLOSED SESSION Mayor Belforte made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 6:01 p.m. in Conference Room 2A to consider: A. Recommended Action(s): Adopt Resolution 2019-140 Declaring the City of Rohnert Park's Intent To Initiate Procedures to Consider Transition from At-Large Elections to By-District Elections Pursuant to California Elections Code Section 10010, Approving a Tentative Timeline for Conducting Public Hearings and Taking Related Actions PUBLIC COMMENT: Steve Keith spoke about outreach through social media and expressed concerned about the twitter alert not providing enough information. Chris Meyer spoke about district election proceedings in other cities and fully supports the process taking place in the City of Rohnert Park. PUBLIC HEARING (Noticed: November 1 and November 4, 2019) First Public Hearing to Receive Input on Composition of Districts and Number of Districts Regarding the By-District Based City Councilmember Elections City Attorney Marchetta-Kenyon and Shalice Tilton, Sr. Consultant for National Demographics Corporation presented the item. Recommended Action(s): Receive a report from staff on the districting process and permissible criteria to be considered to create district boundaries and conduct a first public hearing to receive community input and provide input to staff regarding the composition of voting districts and number of districts Public Hearing Opened: 7:36 pm Public Hearing Closed: 7:52 pm PUBLIC COMMENT: Jim Duffy requested at least three draft maps be available to the public and informed he would like to have four districts and an elected Mayor. ACTION: Moved/seconded (Callinan/Stafford) to have five districts (five elected councilmembers with a rotating Mayor). Update on Proposed Sonoma Mountain Village Planned Development Planning Manager Beiswenger presented the item. Also participating in the presentation was Brad Baker and Jack Robinson, Applicants. Recommended Action(s): Receive an update on proposed Sonoma Mountain Village Planned Development and ask questions and provide comments to staff and the applicant. PUBLIC COMMENT: Morty Wiggins spoke about the uniqueness of the "Green Footprint" and expressed support of the project. Cynthia Murray spoke about housing issues,thanked the Council and informed she fully supports the project, which she believes will be a signature project for the City. No Action. This was an informational update. D. PUBLIC HEARING (Continued from September 24, 2019) Consideration of an Amendment to the Development Area Plan (DAP) For Sycamore Neighborhood within the University District Specific Plan Director of Development Services Pawson presented the item. Also participating in the presentation was Stephen Miller, Applicant. Recommended Action(s): conduct a Public Hearing, and adopt Resolution 2019-119 Approving an Amendment to the Development Area Plan for the Sycamore Neighborhood in the University District to Reduce by Seven (7) Units the Number of Plan 2 Single Story Product and Replace with the Plan 3 "Pop-Up" Product. MATTERS FROM/FOR COUNCIL Councilmember Adams acknowledged the Church of Jesus Christ of Latter-day Saints for turning over their building to the Red Cross for a week during the Kincade Fire and provided meals by community members. Councilmember Mackenzie commended City staff on their excellent job on the Veterans Day Ceremony Event and would like the Press Democrat to be informed that the City has been having this event since 2001. City Manager Jenkins informed that the 2019 Fall Economic Forecast Breakfast with Economist Dr. Chris Thornberg was rescheduled to tomorrow morning. 13. PUBLIC COMMENTS None 14.
