SUBJECT: Issuance of Solicitors' Permit, Ordinance No. 34, and Applica-
tion for Business Licerae, Ordinance No. 201.
I. PURPOSE
To provide a more efficient and coordinated administration of the
issuance of business licenses in conjunction with the issuing of
solicitors' permits for peddlers and solicitors.
II. PROCEDURE
Effective immediately, the Department of Public Safety is assigned the
task of handling applicants for solicitors and peddlers permits under
Ordinance No. 34 and in addition, for applicant's convenience, the
Department of Public Safety will also process business licence appli-
cations of peddlers and solicitors as set forth in Ordinance No. 201.
The Department of Public Safety will be responsible for the collec-
tion of all fees due from solicitors and peddlers under Ordinance
Nos. 34 and 201 and to transmit same to the Finance Department with
appropriate detail.
A. Solicitors and Peddlers Permit (Ordinance No. 34
1. Applicant files a written form with the Department of Public
Safety for a solicitors or peddlers permit. The processing
fee as established by ordinance will be collected at this
time.
2. An investigation of the applicant's business and moral
character as explained in the ordinance will be made.
3. The solicitors permit will be issued if the investigation
has proven satisfactory, the proper fee collected, and

B. Application for Business License (Ordinance No. 201)
1. After the investigation has proven satisfactory for a permit as
set forth in Section A above, the applicant will be provided
the Application for Business License form for peddlers and soli-
citors to complete. This form is in accordance with the City's
business license ordinance.
2. When the form is completed the Department of Public Safety will
collect the appropriate business license fees from the applicant.
The applicant will then be given the "applicant's copy" of the
Application for Business License form.
3. All fees collected and the remaining completed copies of the
Application for Business License form for peddlers and solicitors
will be forwarded to the Finance Department. The Finance Depart-
ment will issue the official business license by mail to the
applicant, and record the fees collected.
C. Reconciliation of Records
1. The Department of Public Safety and the Finance Department will
cross-check their respective records to make certain that the
records are in agreement as to permits and licenses issued and
fees collected. Any discrepancies are to be reported to the
City Manager by the Director of Finance.
III. SOLICITING BY NON-PROFIT GROUPS
Per City Council instructions, as expressed during the meeting of February 5,
1973, solicitors permits are not to be issued to those who would conduct
solicitation activities or campaigns which would be in direct conflict with
similar campaigns or efforts of local non-profit groups such as the Boy
Scouts, Boys Baseball, CYO, Pop Warner, Girl Scouts, etc.
