Summary: Resident Discount Cards are sold at the Sports and Fitness Center currently for $12
per annual card and are valid for a calendar year. Cardholders must show proof of residency
upon purchase, and the card entitles the bearer to a resident discount on green fees at Foxtail Golf
Course ($6-$9 discount per round on the North Course and $5-$7 discount per round on the South
Course) and resident discount for tickets at the Performing Arts Center. The current fee has not
been raised for the past eight years. The number of discount cards sold each year for the past
three years is: 1772 cards in the year 2000; 1053 cards in 2001; and 923 cards so far in 2002. The
declining numbers relate directly to the closure and renovation of the two golf courses over the
past two years. The increase is requested because the city needs the extra revenue (the increase
would generate an extra $3,000-$5,000 per year after the North Course at Foxtail Golf Club opens
in May, 2003). In most cases, at the new rate of $15, the card will pay for itself for the bearer after
three rounds of golf. The new cards with the adjusted fee will be effective Jan. 1, 2003 but staff
will begin sales of cards December 1, 2002. Sports & Fitness Center staff will generate
appropriate advance notification to the public of the fee adjustment. Staff recommends approval.
