RE: Painting of House Numbers on Curbs
The City Council, at its February 23, 1988 meeting, has changed City policy
concerning the painting of house numbers on street curbs.
Prior to this time, the City Council's policy had reserved that activity as
a fund raising possibility for non-profit or youth organizations of the
community.
After hearing a plea from a Mr. Eric Patricio at its February 23rd meeting,
the Council decided to allow anyone to paint the house numbers on the curbs
in the public right of way. The Council's approval was with the conditions
and understandings that the individuals conducting the activity would:
(1) Obtain a City Business License.
(2) Contact the residents of the houses, to get their approval prior
to any painting taking place on the curbs in front of the
resident's house.
(3) Obtain an Encroachment Permit for the activity from the Director
of Public Works.
It was felt that the Encroachment Permit could condition the
quality of the paint, color of same, size of the area to be
painted, and the size of the numerals to be painted.
(4) In addition, the individuals wanting to conduct this activity
must, prior to commencing, also secure a SOLICITOR'S PERMIT from
the Dept. of Public Safety.
If there are any questions concerning this change in policy, please let me
know. Otherwise, please see that your respective areas of responsibility
are appropriately handled.
