SUBJECT: 10851 VC Reporting, Hit Confirmation and Recovery
PURPOSE: To ensure the timely response of internal processing
of stolen vehicles and hit confirmation requests on stolen vehicles.
PROCEDURE:
1. COMPLETION OF STOLEN VEHICLE REPORTS
A. Officer Responsibilities:
i. Complete the CHP 180 form with all relevant information and submit it
to Dispatch for entry into CLETS.
ii. Complete any/all teletype request forms.
iii. Advise the on duty Sergeant that a 10851 VC report is in Dispatch
awaiting approval.
B. Sergeant Responsibilities:
i. Review and approve the 10851 VC report.
C. Dispatch Responsibilities:
i. Complete and print the entry into the CLETS SVS database.
ii. Complete and print any/all teletype/broadcasts sent out via
CAD/CLETS.
iii. Bring all 180's and teletype paperwork to Records by 0700 on next
Records business day.
D. Records Responsibilities:
i. Prioritize routing of 10851 VC reports.
ii. Scan and attach pdf of 10851 VC reports to RMS.
iii. Prioritize data entry of 10851 VC reports so that this task is completed
the same day it is received.
iv. Scan a copy of face sheet to SONCATT
v. File 10851 VC reports.
2. STOLEN VEHICLE HIT CONFIRMATIONS
A. Dispatch Responsibilities:
i. Check RMS to confirm for stolen vehicles where report has been
submitted to Records.
ii. Check 180's to confirm for stolen vehicles when report is still in
Dispatch.
3. LOCATING/CLEARING STOLEN VEHICLES
A. Dispatch Responsibilities:

i. If the original stolen vehicle report is a Rohnert Park report recovered
by another agency, fill out yellow "Recovered Stolen Vehicle" form.
ii. Cancel any teletype/broadcast in CLETS/CAD.
iii. If the original stolen vehicle report is an outside agency report send a
locate to the appropriate agency
iv. Printout CLETS information and attach to recovered vehicle CHP 180
report form.
v. Attempt to notify the owner of the vehicle of the recovery and
document appropriately.
B. Records Responsibilities:
i. Prioritize routing of 10851 VC recovery supplements and reports b.
Scan and attach pdf of recovery information to RMS.
ii. Prioritize data entry of 10851 VC recovery reports to show that the
vehicle has been recovered.
iii. When appropriate, send out CHP 180 notifications to the RO and/or
Victim that their vehicle has been recovered. (This is in addition to any
attempts made by dispatch to contact the victim).
iv. File 10851 VC recovery report/supplement.
