2020/01/14 City Council Resolution 2020-002 RESOLUTION NO. 2020-002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING FINANCE MANAGER TO CREATE TWO NEW PROJECTS AND INCREASE FISCAL YEAR 19-20 APPROPRIATIONS BY$150,000 FROM 2007R TAX ALLOCATION BOND PROCEEDS FOR GENERATOR CONNECTION STATIONS AT THE SENIOR CENTER AND CITY HALL WHEREAS, the City Council of the City of Rohnert Park adopted the FY 2019/20 Budget on June 11, 2019; and, WHEREAS, the City Council has the authority to amend the budget; and, WHEREAS, PG&E has instituted the Public Safety Power Shutoff(PSPS) program; and, WHEREAS, under the PSPS program, power is turned off during extreme weather conditions for extended periods of time; and, WHEREAS, the City has determined that it is a priority to provide backup power to City Hall and portions of the Senior Center building; and, WHEREAS, the City has purchased two trailer-mounted 220 kilovolt-amps (kVA) mobile generators to provide backup power to the buildings; and, WHEREAS, the generators require connection stations at each site in order to provide power to buildings; and, WHEREAS,the two proposed generator connections are new capital projects; and, WHEREAS, staff is proposing to fund the projects from 2007R Tax Allocation Bond Proceeds and, WHEREAS,per Resolution 2015-160 and the accompanying Agreement Regarding Expenditure of Excess Bond Proceeds,the projects meet the criteria necessary to be eligible; and, WHEREAS,the current projected ending fund balance for Fiscal Year 2019-20 in Fund 324, Bond III monies, is $3,250,053. NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby authorize the Finance Manager, or his/her designee, to add two new Capital Improvement Projects: the City Hall Generator Connection Project and the Senior Center Generator Connection Project; and increase appropriations by$80,000 for the City Hall Generator Connection Project and $70,000 for the Senior Center Generator Connection Project from the 2007R Tax Allocation Bond Proceeds.
