CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:00 pm,the notice for which being legally noticed on December 5, 2019. Present: Gina Belforte, Mayor Joseph T. Callinan, Vice Mayor Susan Hollingsworth Adams, Councilmember Jake Mackenzie, Councilmember Pam Stafford, Councilmember Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Development Services Director Pawson, Director of Public Safety Mattos, Director of Public Works and Community Services McArthur, Deputy Director of Community Services Bagley, Management Analyst Beran, Senior Analyst Tacata, and Assistant City Clerk Lopez Cuevas. 2. PUBLIC COMMENTS Liz Bartolotto requested an ordinance banning polystyrene foam containers and enforce the use of compostable containers. Gail Simons spoke about the death and trial of Branch Wroth. Marni Wroth spoke about the death and trial of Branch Wroth. June Brashares spoke about public speakers time limits and trial of Branch Wroth. Lisa Aldana requested a moment of silence for Branch Wroth and spoke about justice and police enforcement. Chris Wroth spoke about transparence and elected officials conducting official business. Anjalina Wroth spoke about legal proceedings regarding the death of Branch Wroth and police shootings. Esa Wrath spoke about the death of Branch Wroth and public speakers time limits. Caryl Sherman thanked the Council for the achievements of the Senior Advisory Commission this year and expressed concern about access to senior complexes on Enterprise Drive during construction. Guy Tillotson requested Council to take action on climate change and requested an ordinance banning the use of polystyrene foam food containers. Thomas David Bonfigli spoke about public comments and time limits. Terri Taylor expressed concern about climate change and requested assistance from the Council in banning the use of polystyrene foam containers. Sammy Allen requested a moment of silence for Branch Wroth. Xinci Tan requested Council to add to the agenda an ordinance regarding the polystyrene foam disposable food containers. 7. REGULAR ITEMS: A. PUBLIC HEARING (Noticed: November 29,2019) Third Public Hearing to Receive Input on Draft Maps and Potential Election Sequencing for By-District Elections Shalice Tilton, Sr. Consultant and President of National Demographics Corporation Douglas Johnson presented the item. Recommended Action(s): 1)Receive a report from National Demographics Corporation("NDC"),the demographic consultant, concerning the draft maps proposed, as well as the process for obtaining public input on the draft maps of potential voting districts and potential election sequencing for by-district elections pursuant to Elections Code § 10010; 2) Open a public hearing and invite members of the public to provide feedback on the draft maps and potential election sequencing presented; and 3) Provide direction to NDC about any modifications to one or more proposed district maps and the potential election sequencing to implement the by-district election system. Public Hearing Opened: 7:08 pm Public Hearing Closed: 7:25 pm PUBLIC COMMENT: Chris Meyer informed being pleased with some of the maps presented. Chris Meyer indicated her map preference and informed that she will be submitting a new one that is more balanced. Jim Duffy informed what maps he was pleased with and requested Council to focus in the areas with growth. Sylvia Lemus, from Latino Alliance of Rohnert Park/Cotati, spoke about Spanish speaking translation during City Council Meetings and Council's option to have an City of Rohnert Park Joint Regular Meeting Agenda for City Council December 10, 2019 RPFAICDC Successor Agency Page 4 of 6 elected mayor versus a rotating mayor. Ms. Lemus asked if the outreach the city has conducted has been in Spanish. ACTION: By Consensus (none opposed), City Council directed staff to eliminate the submitted maps that do not meet the criteria and draft new maps for discussion at the next council meeting. B. PUBLIC HEARING (Noticed on November 29, 2019) Approval of Issuance of California Municipal Finance Authority Bonds for the Benefit of an Ownership Entity to be established by Burbank Housing Development Corporation,in an amount not to exceed $15,000,000 for the Willowglen Apartments Affordable Housing Project in the Southeast Specific Plan Area. Director of Development Services Pawson presented the item. Recommended Action(s): Conduct a public hearing under the Tax and Equity Fiscal Responsibility Act("TEFRA") in connection with the proposed issuance of revenue bonds by the California Municipal Finance Authority (the "CMFA"), a joint exercise of powers authority and public entity of the State of California, in an amount not to exceed $15,000,000, (the "Bonds"), for the acquisition, construction, improvement and equipping of 36-unit rental housing facility(the"Project) for low-income households,to be located in Willowgien development (Southeast Specific Plan Area). 2. Adopt Resolution 2019-158 Approving the Issuance of Revenue Bonds by the California Municipal Finance Authority in an Aggregate Principal Amount not to exceed$15,000,000 to Finance a Rental Housing Facility for Low-Income Households for the Benefit of an Ownership Entity to be established by Burbank Housing Development Corporation or an Affiliate thereof, and Certain other Matters relating thereto Public Hearing Opened: 7:27 pin Public Hearing Closed: 7:27 pin PUBLIC COMMENT: Mark Krug, Burbank Housing Representative, informed he was present to answer any questions. ACTION: Moved/seconded (Callinan/Stafford)to adopt Resolution 2019-158 Motion carried by the following unanimous 5-0-0 vote: AYES: Adams,Mackenzie, Stafford, Callinan and Belforte,NOES: None, ABSENT None. 10. Sonoma Clean Power Authority (SCP) (12/5) Mayor Belforte reported on the meeting and informed that PG&E was found willfully negligent in what happened the Paradise and criminal charges may be filed. Mayor Belforte further informed that if convicted, PG&E's current insurance will not protect them from bankruptcy. 2. Sonoma County Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA) (12/09) No Report. D. Other Reports 1. Golden Gate Bridge, Highway&Transportation District Board of Directors Meeting (10/25) Mayor Belforte informed there is nothing to report to Council. 11. COMMUNICATIONS None. 12. MATTERS FROM/FOR COUNCIL Council Consideration of Proposed FY 2020-21 Budget Work Session Schedule: Last Two Weeks of April 2020. ACTION: By Consensus (none opposed), City Council directed staff to schedule the Budget Work Session on two dates: Tuesday,April 28, 2020 and Thursday, April 30 2020. 13. PUBLIC COMMENTS Steven Keith spoke about creek path maintenance and the positive signs hung on trees that the City had to take down due to a complaint. Steven Keith spoke about a couple of footbridges in need of repair and requests the City to take those repairs into consideration. 14. CEREMONY FOR INSTALLATION OF OFFICERS FOR THE YEAR 2020 A. Reflections 2019 1. Mayor Belforte presented Year's Highlights(video presentation) 2. All Councilmembers commented on the year of 2019. 3. Mayor Belforte commented on the year of 2019. B. Presentation to Mayor Belforte for 2019 Year 1. Vice Mayor Callinan presented Mayor Belforte with a memento of the past year and thanked her for her service. C. Installation of Mayor Callinan and Vice Mayor Mackenzie for 2020 1. Outgoing Mayor Belforte presented the gavel to incoming Mayor Callinan. 2. Mayor Callinan assumed the gavel and seated the City Council. D. Vision 2020 1. Mayor Callinan expressed his vision for 2020.
