DEPARTMENT HEAD BRIEFING City Manager Jenkins informed the City launched its 5th Annual Community Survey today and has already received five hundred responses. The City will conduct outreach on social media channels to invite residents to participate in the survey. 5. PUBLIC COMMENTS Steve Keith requested the Council to conduct more Town Hall Meetings. Peter Alexander spoke about homelessness and read an article called"the blueprint for Sonoma County homeless real solution." Emily Ramey from Ygrene PACE Financing spoke about the Willowglen Project and residents desire to implement solar. Emily Ramey provided Council, City Manager and City Attorney with property improvement financing information to read and requested Council to add Ygrene's Program to the existing menu of PACE providers. Tony Geraldi, General Manager of Sonoma County Airport Express, spoke about Miss Sonoma County Scholarship Competition and invited all Councilmembers to attend to the 74`h competition that will take place on March 7, 2020 at 7:00 p.m. at Spreckels Performing Arts Center. Emma Chen, Miss Outstanding Teen, invited all Councilmembers to attend the next Miss Sonoma County competition. Rhiannon Jones, Miss Sonoma County, invited all Councilmembers to attend the next Miss Sonoma County competition. Ms. Jones expressed appreciation to the Council for their support. 6. Recommended Action(s): Discuss proposed telecommunication regulations and provide direction to staff. PUBLIC COMMENT: David Molidor, John Logan Coots and Peter Alexander spoke against 5G technology. Chris Villegas, Verizon Wireless Community Outreach, spoke in favor of 5G technology. ACTION: By consensus (none opposed), Council directed Staff to move forward as proposed. B. PUBLIC HEARING (Noticed: January 3,2020) Proposed City of Rohnert Park Community Facilities District No. 2019-01 (Westside Residential Services),Adopting Resolutions Establishing the Community Facilities District and Certifying the Results of the Special Tax Election and Introduce an Ordinance Levying the Special Tax. Development Services Director Pawson presented the item. Recommended Action(s): 1 Receive and file the Community Facilities District Report and conduct a public hearing regarding the establishment of Community Facilities District No. 2019-01 (Westside City of Rohnert Park Joint Regular Meeting Agenda for City Council January 14, 2020 RPFA/CDC Successor Agency Page 5 of 10 Residential Services, hereinafter the "CFD"). 2) Adopt Resolution 2020-004 Establishing City of Rohnert Park Community Facilities District No. 2019-01 (Westside Residential Services), authorizing the Levy of Special Taxes and Calling an Election Therein. 3) City Clerk to tabulate the ballots cast in the special election to be held within CFD; 4) Adopt Resolution 2020-005 Acting as the Legislative Body of City of Rohnert Park Community Facilities District No. 2019-01 (Westside Residential Services), Certifying the Results of the January 14, 2020 Special Tax Election in said Community Facilities District; and 5) Introduce Ordinance 941, An Ordinance of the City Council of the City of Rohnert Park, California, Acting in its Capacity as the Legislative Body of City of Rohnert Park Community Facilities District No. 2019-01 (Westside Residential Services), Authorizing the Levy of a Special Tax within said Community Facilities District Councilmember Adams left the dais at 7:27 p.m. and returned at 7:31 p.m. Public Hearing Opened: 7:32 p.m. PUBLIC COMMENT: Lewis Hampton, Senior Project Manager at USA Properties Fund, Inc. spoke in favor of the Community Facilities District. City Clerk Buergler conducted the election,tabulated the ballots cast, and declared the election results. There was one (1) qualified voter in the Community Facilities District and its ballot was cast. The results of said election and the number of votes cast for Propositions A and B were unanimous, in favor of both propositions. PUBLIC HEARING (Noticed: January 3, 2020) Fourth Public Hearing to Receive Input on Draft Maps and Potential Election Sequencing for By-District Elections; Consider Designation of Preferred Map and Introduction of an Ordinance Adding Chapter 2.66 Within Title 2 to Provide for the Election of Members of the City Council by Five Districts (CEQA Status: Exempt). Shalice Tilton, Sr. Consultant presented the item. Presented the item. Recommended Action(s): 1) Receive a report from National Demographics Corporation regarding the draft maps proposed to date, as well as the process for obtaining public input on the draft maps of potential voting districts and potential election sequencing for by-district elections pursuant to Elections Code § 10010; 2) Hold a fourth public hearing and invite members of the public to provide feedback on the draft maps and potential election sequencing presented and consider designating a preferred map for inclusion in an ordinance; and 3) Waive the first reading and introduce by title only, Ordinance No. 943, an Ordinance of the City Council of the City of Rohnert Park, California, Amending Title 2 "Administration and Personnel" of the Rohnert Park Municipal Code to add a Chapter 2.66, "District Elections"to provide for the Election of Members of the City Council by Five Districts; Establish the District Boundaries; And Election Order of Each District Public Hearing Opened: 7:42 p.m. PUBLIC COMMENT: Steve Keith requested council to select a map and would like to know what might be the population threshold where this type of governance no longer serves the community and the city may have to consider a full-time Mayor and/or full-time members of the Council. Chris Meyer is disappointed with maps 110 and 111 and is in favor of map 104. Debbie Woods is in favor of map 101 and 104 and is very opposed to maps 110 and 111. Sylvia Lemus, Latino Alliance of Rohnert Park-Cotati, spoke of the last Rohnert Park Latino councilmember Armando Flores. Sylvia Lemus indicated that the Latino community is interested in districting. She does not want sections A and B to be divided as it disempowers the Latino vote. She is in favor of maps 104 and 107. Jim Duffy spoke in favor of map 107 and requested council to keep sections together, especially A and B sections. Discussion and Direction on Updated Strategic Plan and 2020-2022 Action Plan. Assistant City Manager Schwartz presented the item. Recommended Action(s): Provide direction regarding a proposed update of the City's Strategic Plan, including the Action Plan for 2020-2022 Councilmembers to bring forward their ideas for consideration for the City's Action Plan. PUBLIC COMMENT: None. ACTION: By consensus (none opposed), Council directed Staff to move forward as proposed and also present Council with options regarding 1) funding improvements to the southern golf course, 2) adding amenities to A Park such as a skate park or water feature, and 3) add climate emergency discussion to the general plan update. ACTION: By consensus (none opposed), Council directed Staff to hold two hall meetings, one in April and one in August 2020. F. 2020 City Council Committee Appointments and Liaison Assignments to Various Outside Agencies. Mayor Callinan presented the item. Recommended Action(s): Announce Mayor's assignment of Councilmembers to the City's various standing, ad hoc committees and liaison assignments; and confirm the Mayor's appointment of Councilmembers to various outside agencies. PUBLIC COMMENTS: None. Mayor Callinan distributed a list of assignments to City Councilmembers regarding committees and liaison assignments, and appointments to various outside agencies for 2020. Councilmembers reviewed the list of assignments and discussed changes. ACTION: By consensus (none opposed), Council made changes to the Zero Waste Sonoma Appointment to have Assistant City Manager Schwartz serve as second alternate. Vice Mayor Mackenzie states, for the record, that he appreciates the appointments. ACTION: Moved/seconded (Mackenzie/Adams) to confirm the Mayor's appointments to various outside agencies and liaison assignments including the changes to Zero Waste Sonoma. PUBLIC COMMENTS Andy Springer thanked the Council for approving small grants to the community and their positive effects on the community, especially young people. Gary Coffman spoke about the previous pool in A Section, informed he did not have a district map preference and stated he would like to have 4 (four) Town Hall meetings. 13.
